Arbitrum Facilitator Role

Core Responsibilities

  • Communication Channel Oversight: Governance Facilitators should be responsible for maintaining the integrity of communication channels used by Arbitrum. Including moderating discussions, setting community norms, and defending these channels against trolling and Sybil attacks.
  • Neutrality and Objectivity: They should remain neutral and objective on issues beyond the governance domain, focusing solely on policy, procedure, and facilitation.
  • Governance Meetings: Governance Facilitators should schedule, host, and moderate Governance Calls, ensuring a neutral and inclusive environment for all participants.
  • Process Management: They should manage and execute governance processes as outlined in any accepted AIPs.
  • Diverse Representation: Community should work towards maintaining at least three Governance Facilitators at all times, with a focus on prioritizing candidates from underrepresented geographic regions.

Encouraging Participation

  • Healthy Debate: To foster an environment where healthy debates thrive, ensuring that diverse perspectives are heard and considered in the decision-making process.
  • Transparency: Ensuring that the governance schedule is communicated to stakeholders at least one week in advance to facilitate participation.
  • Stakeholder Engagement: Actively promoting and increasing engagement among stakeholders in the governance process.
  • Onboarding: Ensuring that new community members understand the expected level of decorum and civility and have the necessary resources for a smooth onboarding experience.

Improving Efficiency

  • Consensus Building: Governance Facilitators should facilitate consensus gathering once debates reach a natural conclusion.
  • Communication Facilitation: They should support and facilitate communication between other mandated actors in the Arbitrum Protocol.
  • Process Streamlining: They should also be actively looking for opportunities to streamline the governance process without compromising its integrity.

Cohesion and Morale

  • Community Issues: Governance Facilitators should raise community governance issues to the Arbitrum Foundation or third-party ecosystem and ensuring proper follow-up for the community's benefit.
  • Morale Building: They should work to build and maintain morale and engagement among members of the governance community.
  • Consensus Promotion: They should also encourage the community to seek consensus on the least objectionable options rather than treating decision-making as a competition.
  • Unity and Preventing Polarization: Governance Facilitators should actively work to bring the governance community together on divisive topics and prevent political polarization and demagoguery.

Qualifications for Governance Facilitator Candidates:

  • AIPs Framework Expertise: Candidates should possess a comprehensive understanding of the AIPs Framework, with a specific focus on core governance AIPs. This knowledge should prove crucial for guiding and facilitating governance processes effectively.
  • Community Engagement: Demonstrated commitment as a community member is vital. This can be evidenced through past forum posts, active participation in community and governance calls, and constructive contributions to discussions related to governance across various communication platforms.
  • Knowledge Sharing: While knowledge sharing will occur during onboarding, candidates should already be familiar with the roles and responsibilities of Governance Facilitators to ensure a smoother transition into the role.
  • Technical Familiarity (Bonus): Familiarity with the technical inner workings of the Arbitrum Protocol is a bonus, as it enhances a candidate's ability to facilitate discussions effectively.
  • Stakeholder Engagement: Candidates must have experience engaging with different stakeholders within the Arbitrum Community across various communication venues, including chat rooms, forums, and video conference calls. Effective communication and collaboration are key.
  • Communication Proficiency: Proficiency in expressing ideas and facilitating discussions in diverse communication venues, including chat rooms, forums, and video conference calls, is essential for effective Governance Facilitation.
  • Interest in Governance Mechanisms: Candidates should have a genuine interest in governance mechanisms, both within Arbitrum and in the broader global context. A strong understanding of historical and contemporary governance practices is valuable.

Removal Criteria

Establishing a removal criteria for Governance Facilitators to ensure accountability and maintain the integrity of the role is vital. A Governance Facilitator should be considered for removal if they:

  • Exhibit biased or malicious behavior.
  • Express unwillingness to continue fulfilling their responsibilities.

The initiation of the removal procedure should occur once the community reaches a consensus on the grounds for removal. It would be imperative that this process is openly communicated on the forums to maintain full transparency.
