# r/europe EU IV Tierlist Session 6
To make things easier for me I'm still dividing the list into 3 parts by continent, I'll count the country belonging to the continent where it has its capital.
## Announcement
Another totally original idea, a contest! 500 ducats to the winner, 300 to 2nd place, 200 to 3rd place.
Judge: me, totally subjective
Objective: Propaganda about the current campaign using fresh stuff, example: ![](https://i.imgur.com/7Tuvfql.jpg)
Send all entries to me (Discord Leeroy#0929), if you only post them in the \#eu4-cmapaign channel I might miss them, but feel free to post there as well.
## Africa
### B
#### Mamluks
Well, failed to move up a tier since it barely improved, but it is still the strongest African power and currently at war with Rwanda so probably about to gain another Gold mine. Got rid of the debt but still no manufactories to be found and Alexandria is a shitty trade node so the income is still not so great at 55 with 939 dev. Force limit also saw almost no increase but Quantity is about to be finished soon and Admin and Defensive ideas are finished now. Vassal Cyprus got integrated but through war with Naples the Mamluks found themselves with a very special, new Vassal: Protestant Papal States in Avignon. Printing Press not yet embraced (+20%) but could do so, it has spread enough, just needs the money.
#### Songhai
The other African power, actually has higher income and force limit than Mamluks with almost 300 less dev (657), but the idea choices seem to be final, Espionage and Innovative almost filled out. Together with defensive this doesn't exactly make for a strong army or economy, though the income of 78 puts them in the upper 3rd. Also hasn't embraced printing press yet and it's nowhere to be found, at least Songhai is still keeping up in military tech but admin and diplo are falling behind, while others have already unlocked their 4th idea slot. Grew by a total of 1 dev and helped Morrocco in a war, didn't kill Benin and instead "defended" it.
### C
#### Morocco
The first change in the list! Made further progress towards Andalusia, got more colonies and raiding bases in America and actually has a higher income than the Mamluks now, despite the atrocious Merchant set up, you should get that looked at! Together with Tuscany and the Mamluks he snuffed out Naples and gave some land to his vassal. 409 dev, 58 income, Force Limit of 44 currently not filled out, thanks to defensive ideas decent Morale, all national ideas unlocked, tech 12/13/14 and currently buying Printing Press. The navy took a beating though, Castile almost completely destroyed it and he has no naval doctrine selected right now, so that's going to take some time to rebuild, also hurts the income a bit since he can't raid as much now.
#### Kongo
Ah, Kongo. Founded some well named Colonial Nations which are bringing a lot of Gold, the Casitlian competition in Southern America has been severely weakened and it even gained some coast from Benin. But it still is below 400 dev and the income at 39, can't even afford the force limit. But all ideas filled out and thus all national ideas unlocked and the Gold shipments offset the negative income, indeed the Kongoese treasury is filled right now and the armies are waiting for their enemies. Morale is quite low though.
#### Mutapa
Economic wise, it's almost on par with Kongo, at 36 income with 358 dev. But tech and ideas are worse, as well as military. 11/13/13 tech, missing a military tech while at war, ideas Exploration 2/7 (stays like this), Economic 7/7 and Offensive 1/7, also no Printing press in sight. Army Professionalism still untouched at 47% now but only Force limit of 33 and quite low morale.
### D
#### Rwanda
Rwanda got infected by the Big Gay and The Kang got betrayed by his former friends once the common enemy Ethiopia got destroyed and now finds himself in two different wars against the combined forces of the Mamluks, Yemen, Mughals and Hormuz. Balance of forces favours the enemy greatly and he finds a lot of his territory currently occupied. Did manage to catch up in tech though and currently buys Printing press from Vijayanagar, currently at 8/10/13, ideas though yikes. Exploration 6/7, Economic 1/7, thank you, that is all. All the occupation and the war exhaustion (12) that comes with this are hurting the economy, currently only income of 17, force limit of 51 but low morale and no discipline. Dark times ahead.
### F
#### Benin
I'm sorry I didn't look, is this being played? I think yes, the Colonial Nation has a custom name, Wakanda. Whereas the Fictional Wakanda was a very advanced society, this Wakanda, like it's overlord, is a technological backwater, both being at 7/9/10. Exploration and Expansion fully filled though. Couldn't prevent France from getting a coastal foothold in Africa though.
## Asia
### A
#### Malwa
It was close, but Malwa retained their position as strongest Asian, despite giving up some land to its main competitor, the Mughals. This was offset by gaining a lot of Land from Ayutthaya, but only barely, Development rose a tiny bit to 643, income at 137 though, thanks to Vijayanagar transferring trade, very good. Force limit of 109, Quality, Economic and Offensive ideas all filled out make for a decent military but the negative prestige currently makes the morale quite bad. Money in the bank and close to full Manpower, Malwa should weather whatever storm that might come.
#### Mughals
Already mentioned, and its only slightly behind but with a lot of potential to overtake and at least it moved up. Got provinces from Tibet and Malwa for free and almost finished Delhi (currently sieging the last province) and currently has more provinces than Russia. 2nd Rank Great Power at 1165 dev, integrated a vassal, income of 100, force limit of 86. Golden age, prestige, peepee, Shia, defender of faith and defensive ideas make for some nice morale right now with some discipline. Should have an easy time beating some Afrikangz. Tech at 11/14/14 and currently buying Printing Press, ideas still behind though at only 7 total, distributed as Dfensive 5/7, Economic 2/7 and Offensive 0/7. Golden Era was triggered by AI but it's not a bad moment as there are a lot of points needed for these ideas. Also already age ability unlocked for Artillery cost -50%, the only [Gunpowder Empire!](https://en.wikipedia.org/wiki/Gunpowder_Empires).
### B
#### Madyas
Found itself at war at the start of the session, but its navy prevailed, also thanks to internet problems from the opponents. With the help of India it enforced its demands and now controls most of Borneo as well as a foothold in Malacca. I'm not sure it always was but it definitely is a Hindu Republic now, very nice! Tight grip on the Moluccas trade, first stuff coming in from Australia and giant pirate fleet in Malacca make for a formidable income of 97 at 754 dev, though a lot of that still has to be cored and stated. Also gained a vassal in China and Indochina so it seems Continental expansion is on the menu. Also finished Naval and Quality ideas, unlocking all National ideas and now has without a doubt the strongest navy in the world. Thanks to the Quality ideas the land army can hold its ground as well, as has been shown. Despite all this expansion still good on tech, 14/14/14 all up to date! Found some new friends as well and now has to decide whether it wants to form Malaya for the glorious map colour, or stay Madyas for the glorious flag.
#### Japan
The first to ally Madyas after it had been kicked out, Japan is doing fine as well. What Madyas is on the seas, Japan is on the land: Just the finest quality. Good morale, combat ability and discipline as well as generals and also Idealeader together with Tuscany, with Quality, Economic and Offensive being 7/7 and Innovative 1/7. Still, the navy shouldn't be laughed at either, as it prepared for an invasion that never came. Decent income of 70 at 568 dev thanks to the gold mines. Truce with Ming running out soon so it should grow quite a bit again.
### C
#### Korea
Japans day 1 buddy also doing fine. Income of 50 and currently at war with Ming, Manpower a bit low but no real immediate threats that could take advantage of this situation. Cuckafornia is also expanding and now starting to kill some natives. Tech 13/14/13 and Printing Press embraced, one of the first to do so actually. All national ideas unlocked thanks to Defensive, Exploration and Quality 7/7. The army is OK, neither good nor bad, but again, no immediate threats so Korea will grow nicely.
#### Ayutthaya
Not sure this will be played as the diplomatic situation looks dire: No allies and no truces with any neighbour. But the country itself is still decent.
#### Vijayanagar.
Congratulations on your first ideas! Great Power status even! Thanks to a 6/6/6 ruler for almost 30 years now, Vijayanagar caught up a lot, tech now 13/11/14 and the first 2 ideas! Quality 2/7, Economic 0/7, Offensive 0/7. Brought down the Hugbox he was part of and expanded into it, now getting more Bengal and Malacca control, which is all being transfered to Malwa in exchange for subsidies. This brings Vijayanagar to an income of 63 at 600 dev, and it's about to rise a lot once the integration of Bahmanis has finished, with the Diamonds of Golconda. Military is pretty weak though but with the ideas coming up that's going to change, and Vijayanagar has strong allies to help them get there.
#### Hormuz
255 dev and 55 income, that's pretty good! Though 10 of that is form knowledge sharing to Mughals. Seems to go for some Indian trade money, also managed to get a colony going in Australia, Exploration 7/7, Economic 7/7, trade 6/7, thus almost all National ideas unlocked. Developed Printing Press in Hormuz, which is now the highest dev province in the world at 54! Despite developing it to these ridiculous amounts, the tech isn't doing too bad at 14/11/13. Diplo focus active should help remedy this. The army, of course, is garbage but Hormuz is nicely nested inbetween allies and has a decent navy, though its mostly for trading. Maybe it will gain some Zanzibar control out of the current war for more money.
### D
#### Yemen
Hard choice but had to put it into **D** territory as the ideas didn't change, defensive 7/7 and Humanist 2/7, that's it. Once the Rassid ideas are unlocked Yemen is sure to move up though. Tech at 13/14/14 though and currently buying Knowledge from Genoa, also currently at war with Africa so might add some more to its current 307 dev. Income of 30, force limit of 34, there is room for more.
#### Oirat
*You can suck on my D* - Oirat, probably, after reading its placement. Last weeks spot was maybe misplaced, though it was also in relation to other Asian powers and oh boy, Asia is still not looking so good on average. Oirat expanded quite a bit into Ming, now has 579 dev but still only an income of 26 thanks to being a horde. Economic ideas filled though so we should see him reform soon. Defensive ideas at 1/7 and that's it for ideas. Tech 9/14/14 and admin focus giving an adm gain of +11. There are a lot of angry tribes coming though if the unrest isn't dealt with soon. Once it's no longer a horde it can probably reclaim its **C** placement.
### E
#### Tibet
Got the chance to expand into Ming and did not come into conflict with Oirat again, yet. The land is only freshly conquered though, so the 352 dev is a bit treachourus, as unrest, culture, religion and autonomy are doing their part in keeping the provinces ineffective, thus only granting an income of 18 and a force limit of 31. Tech 11/13/13 and could embrace Printing press if it had the money. Ideas barely changed, with defensive 7/7, Innovative 4/7 and Quantity 3/7, still a long way to go until National ideas are all unlocked. Army quality is OK though.
#### Lan Xang
Suffered greatly from the SEA confederation fall out and went bankrupt, still managed to expand into Ming though and the truce is about to run out this year. Tech 11/11/13 with no printing press in sight, Ideas Defensive 6/7, Economic 4/7 and Offensive 0/7 combined with the -98 prestige make for not the best of armies. Due to the bankruptcy and accepting some rebel demands, the economy isn't lookng too good right now either at 20 income with 361 dev and 10 inflation. Failing to convert to hinduism due to AI control did its damage as well. Now its surrounded by enemies with only Rwanda as ally so things aren't looking too bright.
## Europe
### A
#### Commonwealth
Managed to retain its position as supreme country in the world, found itself in several wars, one of them dragged on quite some time but it still managed to expand its development to 1162 and income to 159, losing its \#1 spot to Russia though. A reason for this high income is also temporary, as Poland unlocked the "Polish Crown" age ability once the new age started, giving +33% goods produced. The army is arguably the strongest in the world right now, as all national ideas have been unlocked with Quality, Economic and Offensive 7/7, Orthodoxy and a high force limit of 160. Also managed to attain *Empire* rank and thus get more out of their Silesian and Czech holdings. Currently at war with Byzantium and France, which should be easy. Tech "only" 13/13/14 but Printing press currently spreading through the land and enough points stored to go ahead in tech.
#### Russia
Stayed out of all wars and instead just grew fat and rich, leaving the competition for highest income in the dust at 194, with a massive treasury of 14k ducats at 1295 development. Tech 14/14/14 but no new ideas, but it already had all national ideas unlocked and now picked Quantity, so once that's done the income wil rise even more. As for the Army, it's quite large but due to the idea choices not of high quality. Still it's not bad either and the sheer mass should deter any attackers, force limit of 181/189 and Streltsy Government action ready.
#### Hungary
The Economy and Military look fine, 94 income at 693 dev, bought down the inflation from 25% to 5%, army pretty good quality and 85/135 force limit. Even the ideas are ok, with all National Ideas unlocked with Quality, Economic and Offensive 7/7, but the technology! 12/9/13 tech, this is African level, printing press nowhere to be seen. Bulgaria almost integrated so that's good. Currently warleader against Byzantium and France and now has a border with France, so it looks like it's going to grow. Though maybe catching up in tech might be better.
#### France
Despite being AI controlled and getting called into a lot of wars, France is looking good. Unlocked all National ideas with Offensive, Exploration and Economic 7/7, income of 85 at 874 dev, though 8 of that are from renting Condottieri to the Netherlands. It's the diplomatic situation that should trouble France, as it now borders Hungary. Tech 13/13/14 and printing press embraced. Got a foothold in Africa and founded a Colonial Nation in the Carribean, so the extra-european options are there. 1389 debt though.
#### Tuscany
Well, despite having quite low dev I can't put it on the same level as the Mamluks or Sweden anymore. Income of 102 at 548 dev, 60/91 force limit with decent army quality, still catholic though. Together with Japan idealeader at 22, also Quality, Economic and Offensive 7/7 and Innovative 1/7, thanks to a string of godlike rulers. Got a foothold in Iberia and is probably looking to expand there now. From the looks of it he's waiting for the 1k dev for Empire rank though, as a lot of cultures are not accepted, but that's a long way.
### B
#### Sweden
Decided to fight a costly war until the very end and lost two provinces, but other losses were far more damaging. It's missing a lot of manpower, currently at -15k, the high war exhaustion (11) and the devastation are hampering the income, which is at 78 with 702 dev right now. Integrating Mecklenburg was quite good overall though. But the war also brought a debt of roughly 5000! And the truce is running out in 5 years. The army is quite good of course, having all national ideas unlocked with Defensive, Economic and Quality 7/7 and currently boosted by a morale event. But as stated above, the manpower is currently lacking. Resisting stab hits also hurt the tech, putting it at 13/13/13 right now with printing press spreading, but few points stored. Deleted the Continental forts and build a bunch of forts on Britain to stay out of stab hit range.
#### Netherlands
Another Ai controlled country doing fine. Income of 87 at 473 dev, though it did pay 8 ducats to France for condottieri for a large part of the session. Colonised in America but no colonial nation yet. Tech 14/13/14 with printing press missing, all national ideas filled out with Defensive, Economic and Exploration 7/7 and Ai picked Expansion next but I think the player will delete that. The Netherlands have a very formidable navy now, being at 92/92 force limit of which 25 are heavies at 4.1 morale. Land army is neither good nor bad, though AI took a bad event option and now the Netherlands have to endure -10% morale for 17 more years.
### C
#### Norway
The other one stuck in perpetual war, with very questionable idea decisions, such as picking defensive and deleting exploration. Ideas now are Economic 7/7, Trade 5/7 and Defensive 3/7. The devastation hurt the trade income quite a lot, Lübek now is only a former shell of itself at 17 value. 28 loans from the war amounting to a total debt of 5500 make the decision to resist a very questionable one. Even at 0 maintenance Norway is losing money and it had to release one vassal. The income now is 43 at 367 dev, despite more gains in the new world. The natives noticed the weakness though and are now attacking the colonial nations, and the madlad enforced peace despite being at 11 war exhaustion and the truce running out in 5 years. Navy is still decent, albeit outdated, but the army is almost non-existent, currently only 6 regiments. It's the sheer amount of subjects that still put Norway here. 13/10/13 tech with no printing press in sight.
#### Prussia
Oh oh, the one thing everyone wanted to prevent was actually formed. It's still small though. For 339 dev the income of 52 is decent though. Army Quality probably highest in the world right now, but force limit 43/44 make it not that threatening, yet. 14/14/14 tech with printing press embraced, all national ideas unlocked with Quality 7/7, Economic 7/7, Defensive 5/7 and Innovative 2/7. The Idea situation should increase rapidly though, as it is protestant (-5%), the ruler is a free thinker (-5%) and the [Prutenic Tables](https://eu4.paradoxwikis.com/Brandenburg-Prussian_events#Prutenic_Tables) (-25%) fired already on a now 31 year old 5/5/1 ruler.
#### Venice
78 income at 340 dev, a bit of conquest in southern Italy, it seems Venice is hitting its peak soon. Improvable tech of 11/12/14, no estates as Merchant Republic. Soon all national ideas unlocked though, with Quantity 7/7, Economic 6/7 and Trade 5/7. Land army trash, of course, only good for sieging and reinforcing, but good galley and trade fleet and a good income mean Venice is doing fine.
### D
#### Bavaria
Saw some expansion and now has an income of 37 at 319 dev, but ideas and tech still aren't looking so good. 13/13/13 tech and could embrace printing press if it had the money, taking loans for this usually is worth it. Ideas Quantity 2/7, Economic 7/7 and Quality 3/7, making the army comparable to that of Venice still, though Venice at least has 40% professionalism. The BMW boys better stick to sieging and reinforcing as well.
#### Castile
Castile suffered heavily from previous sessions, AI control and French abandonment and it has lost its gold mine and centers of trade, thus the income dipped down to 27 at 339 dev. Also had a few bankruptcies and tech and ideas are suffering from that, currently 12/14/13 with no printing press coming and Exploration 7/7, Economic 5/7 and Quality 4/7. The colonies were also partially stolen. Castile still has the good Spanish ideas and a strong navy though, so with one victory it could be back in the game.
#### Genoa
51 income at 199 dev, pretty good, comparable to Hormuz, though a bit different idea choices and a Merchant Republic. Plutocratic and Trade at 7/7, picked Defensive (6/7) for some reason unbeknowsnt to me. 11/13/13 tech though, but at least printing press embraced. The army has a better quality than that of venice but only a 20/20 force limit, should look into spending some of that money on regimental camps.
### E
#### Georgia
Georgia spent the entire session at peace, avoidingbeing dragged int oByzantiums conflicts. This helped manage the autonomy and unrest and thus the income rose to 23 at 261 dev. Though some of that are subsidies from papi. Tech still behind at 8/12/12 and printing press currently being sold by Russia. Good ruler and good advisors though, so next session Georgia should be closer. Defensive and Economic ideas both at 7/7
#### Byzantium
AI allies and bad connection saw Byzantium cede almost all their European holdings to Hungary, it resisted the urge to make Turkish the primary culture. Currently in an unwinnable war so about to lose more. 17 income at 119 dev make it better than the colonisers though 7 of that are subsidies from AI France, 12/14/13 tech with no printing press, ideas Defensive 7/7, Economic 2/7, Quantity 4/7, this trooper wants to hold on until the very end o7
### F
#### Mann
(For the sake of oversight I count Greenland as European)
The 4 colonies per region plan seems to work, it is the best of the 3 small colonisers. Got almost entirely rid of the corruption, bringing it from 18 to 4, income of 13 at 113 dev, AI moved capital to new world though, currently it's in Greenland not sure if this still has to be moved. Being released from England, it still has bad tech at 10/10/13 with no printing press, but the ideas are looking better now with Exploration 7/7, Trade 4/7 and Expansion 6/7.
#### Thomond
Newly gained indepence did something for the income, 11 at 118 dev and a Colony, *Death to the Polish*. Tech at 11/12/13 but with printing press, ideas Exploration 6/7, Expansion 7/7, Defensive 2/7 and converted all of Wales to Irish culture, a true genocider only outranked by Russia.
#### Munster
Bby what did you do? You were the best of the 3 once. Not that the differences are big or anything. 6 income at 91 dev since it let Cuba become a colonial nation, 10/11/12 tech and printing press spreading, ideas Exploration and Expansion both 7/7 and Quantity 2/7 so still beter than Benin at least.
