PIP - Replay Failed State Syncs

Since the gas repricing of the Berlin Hardfork, there exists a bug on the PoS Matic Contract which reverts the deposit state sync txn on L2, and irreversibly locks Matic on L1 Plasma bridge if the receiver on L2 is not an EOA & rather contract with a receive fallback containing any amount of code. This situation has led to the locking of Matic tokens, with approximately 223,269.147807063277986655 Matic irreversibly locked on L1 at the time of writing. It's important to note that this issue solely affects the Matic token.

PIP - Increase Min Gas

A minimum fee for transaction gas price is required in both the P2P and execution layer of the network. This parameter is there to stop spam transactions from overburdening the mempool, which could create DDOS attack vectors.
