Pourtant, le financement de l'open source repose sur des modèles d'affaire en général plus fragiles que les logiciels propriétaires, notamment du fait que l'innovation et la maintenance/mise à jour de ces briques ouvertes sont historiquement et structurellement portées par un tissu très diffus d'acteurs et de petites entreprises. De plus, le manque de structures juridiques et financières dédiées bloque l'accès des porteurs de projets ouverts aux investissements. Cette dépendance structurelle à l'open source de nos infrastructures, ainsi que cette complexité technique et opérationnelle, s'imposent autant aux secteurs industriels qu'aux secteurs publics (national, santé et collectivités), souvent démunis quant à la maîtrise en profondeur de leur *stack* logicielle. L’absence de soutien économique structuré, conséquent, et surtout adapté au secteur stratégique qu'est l'open source en France et en Europe met en péril notre capacité d'indépendance technologique et l’innovation ouverte en général, alors qu'y réside un potentiel d'innovation et d'emploi gigantesque, au profit de tous les citoyens. ## Librery Fund Un **[fonds de dotation](https://www.economie.gouv.fr/daj/questions-reponses-fonds-dotation)** d’intérêt général (non lucratif, sur fonds uniquement privés, dons déductibles de 60% en IS à 66% en IR), fonds **mixte** (opérateur et distributeur), permettant de financer durablement des projets open source en fonction des besoins, et en particulier de rémunérer directement les contributeurs (via le [droit d’auteur](https://www.secu-artistes-auteurs.fr/artiste-auteur/le-regime-social/affiliation/activites-artistiques-eligibles/les-auteurs-de) ou d'autres mécanismes plus habituels). Le projet de ce fonds est porté par un collectif de professionnels du numérique ouvert, et cherche le soutien de différentes structures privées et d'agents du service public sensibles aux problématiques de l'open source : libertés publiques, indépendance stratégique, sécurité, intérêt général, politique industrielle... Les particularités de ce fonds de dotation sont : - **Dons semi-fléchables** : 50 % alloués par le donateur, 50 % par un comité scientifique, selon des axes et des projets définis comme stratégiques - **Gouvernance collective, paritaire, et transparence statutaire de l'emploi des dons** en accord avec les principes d'intérêt général - **Viser la mise en place d'une économie pérenne** pour la maintenance et l’innovation dans l'open source - **Vise des donateurs issus de l'industrie tech** : investisseurs, IA, data, cyber, sous-traitance chantiers publics... ## Objectifs et impacts - **Reverser à des projets open source d'intérêt général**, portés par des organisations publiques ou privées à but non lucratif et à leurs contributeurs - **Consolider et assurer la continuité des infrastructures numériques essentielles** (open source, standards, cybersécurité), notamment pour les systèmes informatiques des Opérateurs d'Importance Vitale (OIV) dans le sillage de l'initiative [EuroStack](https://euro-stack.info) - **Garantir un financement récurrent** pour être complémentaire aux appels à projets ou autres initiatives sur fonds publics (AAC, NGI, Sovereign Tech Fund, Prototype Fund...) - **Aider à identifier des besoins critiques**, type failles de sécurité, mises à jour, accessibilité, transparence des algos... - **Sensibiliser et inciter les sous-traitants des opérateurs publics** à abonder à ce fonds - **Renforcer les capacités technologiques** de la France et de l’Europe selon plusieurs axes : open data, open LLM, open cyber, open science, open education, public services, open media, open social, open standards, open culture, open commons. - **Développer le potentiel d'innovation des acteurs du libre en tant que politique industrielle** et dans leur capacité à créer de la valeur, de l'attractivité et de l'emploi - **Une visibilité à l'échelle européenne**, en adéquation avec les priorités de l'union. - **Un levier diplomatique (*soft power*) nouveau** lors de négociations internationales sur les questions tech, aujourd'hui dominées par les grands groupes extra-européens ## Prochaines étapes - Structuration juridique et opérationnelle (cf [site](https://the-librery.eu)) - Mobilisation des acteurs publics et privés (banques, industries tech, institutions...) - Objectif initial 1ère année : 10 millions € en donations - Premiers financements et projets pilotes au 1er janvier 2026 **Créer Librery Fund, ce serait investir durablement dans l'indépendance numérique et l'intérêt général à l'échelle européenne** ::: ### In english :::success # Librery Fund **An [endowment fund](https://www.economie.gouv.fr/daj/questions-reponses-fonds-dotation) (non-profit) to strengthen open source and digital commons at the core of our European infrastructures** ## Context and Challenges Open-source software and digital commons are essential to infrastructures, including critical ones (cybersecurity, AI, open data, public services), with an average of [77%](https://www.blackduck.com/resources/analyst-reports/open-source-security-risk-analysis/thankyou.html#UXoverview) of all infrastructures being based on open source and subject to cyber risks. However, the funding of open source relies on generally more fragile business models than proprietary software, partly because the innovation and maintenance of these open building blocks are historically and structurally supported by a very diffuse network of actors and small businesses. Access to investment is also more complex for open project leaders. This structural dependence to open source, along with technical and operational complexity, affects both industrial and public sectors (national, health, and local authorities), which often lack deep control over their software stack. The absence of structured, substantial, and adapted economic support for the strategic sector of open source in France and Europe jeopardizes our technological independence and open innovation, despite the enormous potential for innovation and employment for all citizens. ## Librery Fund A **[general interest endowment fund](https://www.economie.gouv.fr/daj/questions-reponses-fonds-dotation)** (non-profit, based solely on private funds, with donations deductible by 60% in corporate tax and 66% in income tax), a **mixed fund** (operator and distributor), enabling sustainable financing of open source projects according to needs, and particularly to directly remunerate contributors (via [copyright](https://www.secu-artistes-auteurs.fr/artiste-auteur/le-regime-social/affiliation/activites-artistiques-eligibles/les-auteurs-de) or other more conventional mechanisms). The project is led by a collective of open digital professionals and is supported by various associations and public service agents sensitive to open source issues: civil liberties, strategic independence, security, public interest, industrial policy...
