自2019年末,嚴重急性呼吸道綜合徵冠狀病毒二型(SARS-CoV-2)以人傳人的方式,由中國擴散至全世界的新冠肺炎(又名嚴重特殊傳染性肺炎,或COVID-19)疫情持續影響之下,我們提出「超免疫北市」計畫。從台灣的的傳染病史切入作為歷史的出發點,衍生想像一個近未來的未來台北,將是依照免疫力劃分社會階級的「超免疫北市」,在作品情境內,人民的的身分認同、健康維護、日常生活、以及價值觀,將從現在「管理帶原者」的公衛措施,轉為「管理免疫力不足者」。創作計畫企圖以環繞公衛政策發展的社會結構、政府組織與免疫能力健康監控等等議題,發展思想實驗,並透過三個不同視角「白血球政府」、「免疫勝利組」、「免疫發展組」,以及電子裝置「樹突護照」等,呈現「超免疫北市」的完整面貌。
The human-to-human transmission of SARS-CoV-2 may have started since the end of 2019 and causes the COVID-19 to spread from Wuhan, China to the world. Under the influences of this pandemic situation, we proposed the project “Ultra Immune Taipei City (UITC)". Based on Taiwanese history of infectious diseases, we take Taipei to the near future where social status is classified by one’s immunity. In UITC, the public health policy would be changed from the current “disease carrier management” to "managing the less immune”, and citizen’s identity, health maintenance, daily life, and value system would also be consequently different. This project illustrates the imagined UITC from 3 different perspectives, the “White Blood Cell Government”, the “Immune Winners”, and the “Immune Developers”, and an electronic device “the Dendritic Passport”. The project is a thought experiment around public health policy, social structure, government organization, and immunity monitoring of UITC.
## 第一部曲:白血球政府 Part 1: White Blood Cell (WBC) Government (展覽/exhibition)
在第一部曲中,將以台灣的的傳染病作為歷史脈絡,在推測想像中,發展出新型態的社會結構、政府組織、人民回饋,台北成為依照免疫力劃分社會階級的城市「超免疫北市」。
In Part 1, we will review the history of infectious disease in Taiwan, and speculate a new form of social structure, government organization, citizen feedback, and a city where social status is ranked by immunity.
在這個白血球政府的各項公衛政策規劃下,都市中民眾的行動範圍,將依照其免疫能力與以劃分,以此「保護」人民健康,控制傳染病的大規模發生(outbreak):免疫能力越高、抗體組成越豐富多元者,能在越多區域中行動;而免疫能力的低落、抗體組成「未完整更新」者,則限制其行動。白血球政府的概念,將透過複合媒介如:台灣傳染病防治史的研究者李尚仁教授、武漢肺炎的疫苗研發者吳夙欽教授專家的訪談影片、新型態政府的衛教宣傳單、城市圖、組織架構圖設計等,將白血球政府的未來想像,以物質化呈現。
Under the public health policies of this WBC government, the home range or activity radius of people is limited by one’s immunity. The WBC government uses these policies to “protect” citizen’s health and control outbreaks of infectious diseases. People with higher immunity and broader range of antibodies, can go to wider ranges of areas. There are only limited places for people with lower immunity or less “updated” antibodies. The concept of WBC government will be illustrated by the interviews of Taiwanese infectious disease historian, Prof. Shang-Ren Lee, and COVID-19 vaccine developer, Prof. Suh-Chin Wu, the health education materials of UITC, urban design, and government structure design.
## 第二部曲:免疫發展組 Part 2: Immune Developers (工作坊/workshop)
「免疫發展組」因無法或不願取得抗體而免疫能力「尚待發展」,對於政府政策下相對弱勢與不受惠的族群,以由上而下(Top-down)思想實驗延伸出未來因應長期疫情後的可能世界觀,延伸出市民對於「白血球政府」政策的負面回饋。透過「樹突護照」的樣機(prototype)與由下而上的「樹突護照」工作坊與展演等,讓參與者體驗「免疫發展」的阻礙與困境,以此執行「參與式未來」的思想實驗。
“Immune Developers” are not able to or unwilling to “update” their antibodies so that their immunities are seen as “under development”. They are socially vulnerable and marginalized. We use top-down social experiments to develop a possible value system of a world with an extended period of pandemic situation. We use the prototype of dendritic passports in a participatory future workshop for participants to experience the obstacles and challenges of immune development, and expected to collect negative feedback of WBC government from these participants.
實際展演空間希望以一整棟兩層樓空間為主,超免疫北市藝術家團隊扮演「白血球政府」承包商的角色,透過虛構情境以「樹突護照」實驗作為一種裝置封測,讓參與者在建築中測試和探索免疫發展的策略,一同討論與想像「樹突護照」可能的外型、配戴方式與功能,並收集參與者的意見與回饋作為建構優化的「樹突護照」依據。
The workshop will ideally be executed in a building of at least 2 floors. The artists will take the role of contractor who is developing the dendritic passport for the WBC government. The workshop will be a closed beta-test of the dendritic passport for the participants to test the device, investigate the potential strategies of developing immunity, discuss the design and functions of the device, and provide comments and feedback to the contractor for developing an optimised dendritic passport system.
樹突狀細胞(Dendritic Cell)是一種白血球,在人類的免疫系統中,一個最重要的功能就是將抗原處理後展示給免疫系統的其他白細胞,故是一種抗原呈遞細胞。而樹突護照(Dendritic Passport)則是延續與回應樹突狀細胞本身的功能性與狀態,再詮釋成為「超免疫北市」白血球政府作為辨識市民免疫力相關個人資訊的主要裝置,建構免疫力成為社會等級(Social Ranking)劃分的物質體現。 突護照為人機一體的概念裝置,我們在作品中將以Android手機和Raspberry Pi Zero Beacon組成的樣機(prototype)的模擬呈現,提供「免疫發展組」工作坊的參與者體驗。此概念中,樹突護照同步紀錄個人的抗體組合與所帶病源:抗體能由自身免疫系統在感染康復的過程中產生,也能藉由施打疫苗更新(update);病源則因感染產生,或將隨著康復而消失,也可能終生。當兩人(兩機)的抗體與病源不完全吻合,其中一人所帶病源另一人不具備足以對應的抗體時,樹突護照將發出警告語,建議兩人保持距離避免感染,特定物理空間也將依樹突護照所載內容管理參與者出入。
Dendritic cells are a kind of white blood cells. In the human immune system, dendritic cells process the antigens and present the antigens to the other white blood cells. Our dendritic passport reflects the functions of dendritic cells and is the main device to identify the personal immune information of UITC citizens. It is a human-machine concept device. In this project, we will mimic the human-machine with Android phone and Raspberry Pi Zero Beacon prototypes for the workshop participants to materialise the immunity-based social ranking. In this concept device, dendritic passport can simultaneously record the combination of antibodies and pathogens of its holder. Antibodies may be obtained naturally from infections or “updated” by vaccines. Pathogens are from infection, one may carry it for a lifetime or temporarily if recovered. When two persons (2 devices) have “incompatible” antibodies and pathogens, that is, one has a pathogen that the other one is not immune to, the device will give warning and advise the two to keep distance to avoid infections. Certain physical spaces will also limit the activities of “less immune” participants based on the immunity information recorded by their device.
## 第三部曲:免疫勝利組 Part 3: Immune Winners (展覽/exhibition)
「免疫勝利組」為政府政策下相對強勢與受惠的勝利族群,他們身體自然強健或能取得疫苗,以由下而上(bottom-up)思想實驗延伸出市民對於「白血球政府」政策的正面回饋。透過「免疫勝利組」的族群自白情境影片等,呈現此部曲的想像概念。
“Immune Winners” are the dominant and privileged group of citizens. They are naturally healthy or able to get the vaccines. We use bottom-up thought experiments to explore citizen’s positive feedback on WBC government and will show these imagined responses through documentary-like interviews.
