##### First stage evaluation
We will proceed with a first eligibility check according to the criteria described in the previous sections. .
Two experts will then assess your proposal based on the following criteria:
30% Technical excellence/Feasibility.
40% Relevance/Impact/Strategic potential.
30% Cost effectiveness/Value for money.

##### Second stage evaluation
This typically involves questions such as:

- What is the difference in approach to existing projects U, V and W?
- How will you approach complicating factor X?
- Can you back up or validate claim Y?
- Have you considered collaborating with complementary effort Z or using standard A?
- The rate you have applied for task B is very high compared to the perceived value of that task. Can you explain, or would you like to reconsider?
- Can you clarify how you intend to make the outcome of the project (self)sustainable?
- How does upstream project D feel about your application?

- **Public Interest Tech:** Entwickler*innen aus der Zivilgesellschaft gestalten Technologien, die die Bedürfnisse der Nutzer*innen in den Mittelpunkt stellen und frei verfügbar sind. Diese bilden - unabhängig von ihrer (finanziellen) Verwertbarkeit - die Grundlagen unseres (digitalen) Zusammenlebens und schaffen gesellschaftlichen Mehrwert.
- **Förderung:** Gefördert werden selbstständige Programmierer*innen und kleine Teams, die ihren Wohnsitz in Deutschland haben. Jedes Projekt wird mit maximal 47.500€ unterstützt. Von 2016 bis 2024 werden in 16 Förderrunden jeweils bis zu 25 innovative Projekte gefördert.

- Anforderungen: Antragsberechtigt sind ausschließlich selbstständige Programmiererinnen und Programmierer und Personen mit vergleichbaren Kenntnissen (Mindestalter 18 Jahre) sowie kleine interdisziplinäre Teams mit Wohn- bzw. Geschäftssitz in der Bundesrepublik Deutschland. Die Antragsteller müssen einschlägige Vorarbeiten und umfassende Kenntnisse im Bereich der Softwareentwicklung nachweisen. Vorausgesetzt wird ein geringes wirtschaftliches Eigeninteresse, die Verwertung der Ergebnisse erfolgt durch Open-Source-Stellung. Die Antragsteller bzw. Zuwendungsempfänger sind verpflichtet, sich an evaluierenden Maßnahmen zu beteiligen und Informationen zur Erfolgskontrolle der Fördermaßnahme bereitzustellen.

Gefördert werden ausschließlich Einzelprojekte auf Kostenbasis (AZK). Verbundvorhaben sind von der Förderung ausgeschlossen. Unternehmen sowie Hochschulen, außeruniversitäre Forschungseinrichtungen und sonstige Institutionen sind nicht antragsberechtigt.

Horizont Europa wird eines der größten Förderprogramme für Forschung und Innovation weltweit sein, noch umfangreicher als Horizont 2020. Die Inhalte orientieren sich an wichtigen gesellschaftlichen Fragestellungen wie zum Beispiel Gesundheit, nachhaltige Entwicklung und Digitalisierung. Ein zentrales Ziel ist es, Exzellenz in der europäischen Wissenschaft zu fördern.

Wie das Vorgängerprogramm wird Horizont Europa für die Forschungslandschaft in Deutschland von sehr großer Bedeutung sein. Viele Forschende – Teams und Einzelpersonen – sowie andere Akteure aus dem Bereich Innovation werden von den attraktiven Fördermöglichkeiten profitieren können. Das EU-Rahmenprogramm für Forschung und Innovation wird es erleichtern, in länderübergreifenden Projekten zusammenzuarbeiten – europäisch, aber auch weltweit.
Die Struktur von Horizont Europa

Das EU-Rahmenprogramm beruht auf drei Pfeilern. Diese Pfeiler sind „Wissenschaftsexzellenz“, „Globale Herausforderungen und industrielle Wettbewerbsfähigkeit Europas“ sowie „Innovatives Europa“. Ergänzt werden sie durch den Bereich „Ausweitung der Beteiligung und Stärkung des Europäischen Forschungsraumes“.

Wissenschaftsexzellenz

Im Pfeiler „Wissenschaftsexzellenz“ finden sich Programme zur thematisch nicht festgelegten (Individual-)Förderung. Es sind der Europäische Forschungsrat (ERC), die Marie-Skłodowska-Curie-Maßnahmen (MSCA) und ein Programmbereich zur Förderung von Forschungsinfrastrukturen.
Globale Herausforderungen und industrielle Wettbewerbsfähigkeit Europas

Der zweite Pfeiler umfasst sechs Cluster:

> The Internet Freedom Fund is OTF's primary way to support projects and people working on open and accessible technology-centric projects that promote human rights, Internet freedom, open societies, and help advance inclusive and safe access to global communications networks. Successful applicants are awarded monetary support up to $900,000 and no less than $10,000, with preference given to projects and people who are new to the Internet freedom community, directly serving those living within repressive environments, and are requesting less than $300,000 for a duration of 12 months or less.

#### Contracts, NOT Grants
> One thing that separates OTF from other funders is that we do not provide grants to our supported projects. Rather, OTF administers deliverable-based contracts based on proposals and scopes of work. This means that compelling applications need to clearly propose objectives, deliverables, and timelines in order to be considered competitive. OTF does not provide “lump sum” funding of any sort - funds are disbursed following completion of previously agreed upon metrics and deliverables.
