https://osp-trunk.hosted.upshift.rdu2.redhat.com/rhel9-osp17-1/ doesnt have tripleo-ci-testing yet. We have to promote the components without criteria jobs first to get this. We need https://osp-trunk.hosted.upshift.rdu2.redhat.com/rhel9-osp17-1/tripleo-ci-testing/delorean.repo which is 404 now for the container build job
