### 所有權及管理內容制定 Ownership and management
合作社共有制 Co-opt
- 此海水為++群體(待定義)++ 共有，當須轉換 ++所有權(待定義)++ 時，需要++群體++共同決定。
- 成員為何？如何加入與退出？ -- 對南海有使用需求者
- 群體共同決定的方法與條件？ --

- 海水交易後的收入流向？ -- 歷史優先性前面制定
類RFMO，在公海捕魚的國家都需要先加入這個組織，在這裡捕魚得到的收益，由捕魚者自己享有，但每年必須繳交會費給組織，組織每年會討論大家可以補多少魚。

思考方向：聯合國海洋公約對公海利用的方式，沒有地緣上的先後順序，而使用者需要負起一定的義務跟責任，所有使用者必須要彼此討論如何維護該區域的養護措施。（若採用公海利用方式，也許應設定「不傷害周遭地緣國家」規範，譬如在使用前需取得當地居民類似「FPIC聯合國原住民族權利宣言」的同意。）

如果南海是大家都可以共有，那我們就對所有人進行規範。
所有人都可以進來這邊抓魚，但是所有來的人會國家都需要採取對這區域的養護措施。
這前提是公海。就沒有地緣，就沒有原住民議題。

赤道原則

再原住民區域進行採礦或什麼行為都需要進行FPIC，才可以進行金融融資，但是實際面就算沒有金融單位仍然會借。

以南島會議(?)為例，我們可以再與地方地緣政治互動。

- 此海水為僅為得標者所有。
- 海水交易後的收入流向？

國家擁有 State-Own
- 此海水為國家（具有海權爭議的國家包括：中國、台灣、菲律賓、汶萊、印尼、馬來西亞、越南）所有，得標者需向國家申請所有權。
- 海水交易後的收入流向？

- 此海水非為現場人所有，得標者為瓢竊及海盜行為。
- 台灣是否需要遵守聯合國的海洋公約？

## Contract Document

This contract is made to agree that the South China Sea ownership style is **co-opterative**
BETWEEN:
*South China Sea Co-opterative Preparation Committee*
AND
*Forkonomy() Project Participants*

In consideration of the South China Sea ownership and other valuable considerations, the Parties agree as follows:

1. The volume & price of the South China Sea contains in this agreement
- _1.61____ TWD / mL
- Include：The South China Sea international waters area

2. Management method:
- Participate the Co-opt as a legal person：adopt the Equator Principles
- Participate the Co-opt as a natural person：adopt the relating ecological and economical responsibility of the South China Sea

3. Relating Profits:
Each member-owner of the South China Sea Co-opterative Preparation Committee has the same weight of vote to manage it.
