Each block on the Polkadot relay chain contains a unique hash, representing the block's content and position in the chain.

Here's why using a concatenation of Polkadot relay chain block hashes can be considered a random seed for a lottery application:

1. Unpredictability: The block hashes in the relay chain are generated through a consensus mechanism (e.g., Polkadot's nominated proof-of-stake), which ensures a high level of randomness. These hashes are based on a combination of various factors, such as the block's content, previous block hash, and validators' signatures. As the consensus algorithm is designed to be secure and unpredictable, the resulting hashes are difficult to manipulate or predict in advance.
2. Tamper-resistant: The immutability of blockchain technology ensures that once a block is added to the relay chain, it becomes practically impossible to alter or tamper with its content and associated hash. This property adds an additional layer of security to the selection process, preventing any manipulation or bias towards specific outcomes.

1. collect randomness seed according to above ( e.g. 13000 )
2. collect total number of token eligible to win from our chain storage ( e.g 5000 )
3. random number modulo total number of token eligible to win = winning token balance ( e.g. 13000 % 5000 = 3000 )
4. start from top of eligible tokens storage and add up balances until winning balance is reached or exceeded. the owner of the last balance is the winner
e.g. 3 deposits, user 1: 2500, user 2: 500, user 3: 2000
⇒ 2500 + 500 >= 3000, user 2 is winner
