This document applies only in some specific cases:
- is given service missing clear attribution of OpenStreetMap? Is it hidden and not visible by default or completely missing? If yes, then this specific guidance may apply
- is given service also using OSMF tile servers? If yes, then this guidance applies

In such case following can be done (by anyone):
- contact people operating website/app/etc and politely explain the problem, link Tile Usage Policy and osm copyright page. Use the "love letter" template of LWG
- list problematic websites/apps/etc at https://wiki.openstreetmap.org/wiki/Lacking_proper_attribution
- wait to give them chance to react:

Steps to terminate access to OSMF tile servers are planned in case:
- missing contact email/form/number after a good faith attempt at finding it
- bounce email after using contact email ("no such email account"/"delivery failed" etc)
- attribution not being fixed within 7 days (counting all calendar days, timezones are ignored)

Block list is not public, open an issue at https://github.com/openstreetmap/operations/issues mentioning
- problematic website/app
- where OSMF tile server is being used
- date of attempted contact (or failure to find any email contact)
- include link to this policy

Note: as mentioned at Tile Usage Policy access to OSMF tile servers may be blocked at any time, without warning, especially when breaking rules specified there. This policy does not change that but only describes one of paths to terminate access.

Note: hosting own tile servers or paying someone to run them does not change attribution requirements. Contact people running such services without required attribution and list them at https://wiki.openstreetmap.org/wiki/Lacking_proper_attribution
