- 盧倩儀說，自然解方有三個行為人，
- 第一是碳排大戶，例如殼牌石油shell、道達爾石油totalenergies、bp石油等等。他們一方面強調自己種樹減碳，但另一方面繼續汙染，自然解方對他們的用途是轉移注意力。
- 第二是保育大戶，例如WCS(國際野生生物保護協會)、IUCN(國際自然保護聯盟)、WWF(世界自然基金會)、The Nature Conservancy(大自然保護協會)等大型保育團體。他們接受排碳大戶委託去非洲等地方種樹，但卻做出破壞自然及人權的事，包括圈地，把原來在那裏跟自然和協相處的人趕走。
