What do you want to achieve by this collaboration? ----- The objective is to share knowledge and strategies about citizen participation in policy making. Currently, only 6% of Japanese total population think that citizens have power to change the policies. This number is lower than the other countries. Making more opportunities that citizens engage in the policy making is really important for solving the issue. However, both of Japanese citizens and administrative officers have little experience to make such opportunities. Through the collaboration with g0v, Japanese side will acquire the knowledge and skill for participatory legislation and policy making for updating democracy in Japan. ## Description Please give a short description of the larger collaboration project which will be supported by this project funding. How does it fit in participants’ current programs and activities. ----- The collaboration events will be held in Tokyo Japan. The program contents are mainly composed of two parts: 1) PO(participatory officer)network collaboration exercises 2) vTaiwan’s policy making process exercises PO network collaboration exercises aim to introduce about various tools for participatory officer. The tools are used for 1)data collection and structuration, 2)framing issues 3)development. vTaiwan’s policy making process exercises are composed of 4 stages: 1) proposal stage 2)opinion stage 3) reflection stage 4) legislation stage. In this exercise, we can learn about how to make policies and regulation through interacting with various people by offline and online. The combination of the exercise must be effective for Japanese. Both officers and citizens in Japan need mindset about policy making. In PO exercise, officers can achieve the skill and they can get the real experience to make policy with citizens by vTaiwan’s exercise. ## Validation How this project will help participants reach their objectives. The projct will help partipants by points stated below. For Japanese Side - Acquire skills and strategies for participatory policy making and legislation in Japan - Get Mindset about participatory policy making through the experience that collaboration betwen officers and citizens change the situation and it can work well For Taiwanese Side - Validate if the PO network and vTaiwan exercise can work or not and improve the methodology through Japanese case. ## Outputs What will be the tangible results that could be re-used by the rest of the civic tech community. ---- We think the below points as tangible results. - Consider applicable model in Japan about participatory legislation. (Especially, we are going to analyze which part is applicable to Japan directly and which part need to change for applying to Japan for seeking the better way to inroduce the participatory legislation system to Japan) - Create a report of the event and publish it on a web page and also submit it for the Japanese government and Code for Japan (We aim to spread the trial as a model of Updating policy making system) - Report preparation in English and submit to Code for All ## Participants Which are the official Code for All partners engaged in the collaboration project supported by this exchange program? (exchanges that involve at least 2 official partners are preferred). Which are the external partners? Why those participants?
