* http://nyc.pubcollab.org/cara-george-new-public-goods-labs-publics-and-practices/#more-246 * no focus/disuccsion on hierarchy of person * focus on skills (design thinking, agile) * people come in to get trained * design thinking courses * partnerships on other agency projects * govConnect program * 3 different models * resonanance with Mariya's program at Dunn & Bradstreet ### PO Networks (Translations) * First two chapters of the [Gitbook](https://pdis.gitbooks.io/po-101/topic_1262.html) ### vTaiwan * it can be changed at any time * what keeps it from being changed? * has many cases, > 20 * more than 20 cases of lead to regulation changes * every case has a different process * struggling to find a framework to fit * what has actually changed? * usually 4 stages, but they don't have to occur in order * review the cases Shu knows to see if it is possible to draw a simple backbone (flow chart) for each preceding * if we were to pick 5 cases: * uber * nci * online liquor (shortest) * decisions are made at the hackathon to change process (limited by number in attendance) * all cases in vTaiwan and vTaiwan milestones https://g0v.hackpad.tw/vTaiwan--6OP3W3QOq2A ## Notes * vTaiwan paper and PO Network * Shu is not sure of writing a paper because it is an experiment * could be a case study or a framework * CS and Darshana feel there is enough to document it * Darshana: Case study in reading are systematic * National Development Council founded vTaiwan * in Chinese + slides * good begining to translate what Taiwan has * manual is usful for other projects * PO networks is one year project * pictures, videos, ideation canvas ## Wrap Up * Translations as first step * CC tackles Chapters 1 & 2 * https://docs.google.com/document/d/1uVk4hDqX1CqebWkDYSOybevsBpQyU-4gPeJ1yLi52SI/edit#heading=h.mbjsiz6n6jlo * Why or what do we each find special about vTaiwan? ---- ## Agenda **Attendance:** Shu, Darshana, CS * PDC Conference * Long or short paper? * Topic(s) * Writing an article on behavior in VR + Holopolis * Lead at NYT that is potentially interested * Other ways we are interested in collaborating ## Notes ### PDC Conference * Shu heard about it from re:public * they recommended that Shu submit a paper (vTaiwan, PO Network) * better fit for PDIS work * article or report that has a structure as a paper * PDIS has written some articles * Shu feels it is missing "related works" section * look at other countries cases / how they tackle social issues * write about vTaiwan * write about PO Networks * mixing hackathon (ost) + design thinking methods * shu feels this is unique * all agree short paper is better start * pull Liz Barry in * talk in Greece about how Urban Planners have been using participatory practices for quite some time * policy making in central government * Taiwan looks up to Spain * What happens after the movement? * How did the political situation change? * vTaiwan comes from Cornell Regulation Room * The Netherlands is a similar size to Taiwan * Kurdish movement * Sociology grad student * Estonia moving to be fully digital * Taiwan looks at other countries depending on the issues they are trying to solve * There seems to be a big push to change procurement law * they have a model already * social pressure * authority responds * gov has an idea * other references from other places that could support the idea * 18F for procurement case studies * france and netherlands also working to change procurement * Agile is not good for Taiwan?!? * Successful movements that leads people into government * find more examples (esp in US) * go back to asking questions about fundamentals ### Direction we seem to like * design methods don't work * new design methods that can solve a more complex problem * what is this new method(s)? * need for participation amongst all disciplines * gov as a facilitator of information * facilitate how decisions formulate vs making a design * how to facilitate large scales * designing initital conditions * iterations that open up instead of close down ## Todos - [x] Papers from Shu about design methods not working - [ ] Papers from PDC conference - [ ] Each of us distill what we think makes Taiwan experiements different/successful - [ ] Email PDC people to clarify what camera ready version means ## Action Items * Meet every Thursday 1hr before Holopolis ## About PDC short Paper https://pdc2018.org/submission-instructions/short-papers/ ### Key Dates * 9 February 2018: Submission * 27 March 2018: Notification of acceptance * 18 May 2018: Camera ready versions ### Requirements Short papers should present original, unpublished ideas and research that explores or advances the field of Participatory Design (PD) or reflect on its potential future developments. As these will be presented and discussed in thematic sessions run in parallel, short papers can benefit from making one, clear contribution. Authors are encouraged to present a focused reflection or a meaningful empirical case study. A focused reflection will be expected to explore or advance existing concepts/ideas or propose new ones at a theoretical level, even coming from nearby disciplines to build an interdisciplinary dialogue. A case study will be expected to present applications of PD that are empirically fascinating even without strong theoretical grounding. Each submitted short paper will be double-blind reviewed by at least 3 reviewers. Short papers will also be published in the ACM International Conference series. Please make sure your submission is correctly anonymised. Each paper should be thoroughly proofread, polished and formatted according to submission instructions before submission.
