# Steem Council- Decentralized but not disorganized

The discussions that Pennsif, llfarms, iamacryptorick, and teamhumble have started have already born fruit and helped identify some major needs of the community. I think the next steps require community organization. I propose the following:

## Problem
The Steem ecosystem is a large decentralized community that's disorganized. It has social media, but doesn't communicate effectively. There's thousands of posts a day, but many of them aren't providing enough value to drive the ecosystem forward. There's not a common plan for navigating the pathway ahead to meet common objectives and thrive. Steemit exists as a blockchain development company, but they aren't providing enough leadership or organization to grow the Steem ecosystem.

## Vision

Form an organized structure called "Steem Council" which is composed of a handful committees to cover basic needs of the platform to have a collaborative space to work on them. Committees will provide community planning on key topics including: marketing, blockchain development, curation, dapp recruitment, investor relations, and business alliance.

## Mission

The goal is to the grow the Steem ecosystem by forming committees where individuals feel empowered by their community to drive changes to the community, encourage digital immigration especially with businesses, and boost underlying technology.

## Plan

Meet in Discord Sunday Feb 2nd at 1pm EST to discuss a general roll out. Take rollcall of participants for the various committees.

Form committees:
marketing - spread steem awareness
blockchain development - Build and implement community driven blockchain code changes
curation - Determine curation consensus
dapp recruitment - Assimilate apps into the Steem ecosystem
investor relations - bring investors into steem
business alliance - work as a community to facilitate new and promote existing Steem dapps

Committee membership-
Non-voting open to all.
Voting- Run for a 2 year voting spot on the committee (suggested limit 7 or 11 voting members). Alternate when spots open up. Switch to SMT and DPos Voting model when possible.

Committee roles-
Chair- sets agenda and tie breaks, non-voting
Vice Chair- Serves as chair when chair is out
treasurer- Handles finances and controls committee account keys
Secretary - Publically reports meeting minutes on a Steem account.

Committees to meet initially in PALnet, and then gravitate to the most appropriate home base

Committees determine time and frequency of meeting

Voting-
Initial- We gather as a big group to explain the plan and answer some questions. Then we split into committees. People that are present can vote for committee members from the people that are present or have expressed interest through posts. These roles will be have a term of 2 years. Half will start with 1 year roles and half with start with 2 year roles.
Final- We switch to having an SMT when they are available and make positions voted in through stake weighted voting.

General rules include-

Must have half the committee present to form a quorum
Committees have meetings that are open to the public for comment

Committees have a place to meet that's open for the public to read messages, but not necessarily send them

Committees set goals and deadlines for the committee

Committees publisize what they covered in meetings

## Leadership Committee

Once every month the chairs of the different working groups get together and plan out needs and cross over situations.

A chair, vice-chair, treasurer, and secretary are elected from the leadership committee members present for a term of 1 year.

## But how will we pay for this?

We create a token. We mint 100M tokens. We release 20M each year for the next 5 years.

We pay anyone on any of the committees 100,000 tokens per year. We use the rest of the tokens to acheive the mission of the working groups.
