# Quotation for Specere and Milli software development

## I. Executive Summary
This proposal details the project wherein Janastu, will develop the below mentioned digital tools for archives at NCBS.
1. Specere is the dynamic annotation tool and
2. Milli will be a minimal attempt at making a digital platform with dashboard and story authoring tools.
## II. Organization Description and History
Janastu is a not-for-profit organization, founded in 2002 for providing open source research, development and support to NGOs and communities for their IT needs. They have been working on “social semantic web” tools to make the web become more accessible for low literates and to help address the issues regarding the diversity of literacy in the Indian context. They have collaborated with organizations working on the Indian Digital Heritage Project (Hampi) of DST, and have developed tools for “re-narration web”, visual storytelling, mapping pastoral routes and web annotation.
### Projects with NCBS
* **NCBS 25** -- On August 11, 2016, after review through an open tender process, NCBS issued the work order (NCB/W-50/58/2016-2017(C)) to Janastu for: “Coding and design for physical and digital exhibit for NCBS 25th Anniversary/Endowment Day”. In particular, the 25th Anniversary Digital Exhibit involved developing an interactive web archive and bringing out the stories and the narrative structures conceptualized for the 25th Anniversary. This digital exhibit (www.ncbs.res.in/ncbs25) has been live since October 22, 2016
* **13 Ways Digital Exhibit** -- In March 2017 NCBS issued the work order (NCB/12P4902/CF16-42/3141878) to Janastu for developing the the [13 Ways Digital exhibit](http://stories.archives.ncbs.res.in/13ways/13ways/) with experimental tools for visual storytelling.
## III. Project Deliverables
The Scope of Work and Technical Requirements for the project would be:
### Set up of Existing Open source Software Applications
* Elucidate: [Source code](https://github.com/dlcs/elucidate-server)
* Features -- Authentication, Group management, [Annotation Data Model Spec](https://www.w3.org/TR/annotation-model/) implementation.
* [Madoc Platform](https://github.com/digirati-co-uk/madoc-platform) uses Omeka - S for site and platform config management,
* Features: Allows for importing of IIIF collection manifests into Omeka - S for viewing and curation such as tagging and annotating. Annotations will be saved in Elucidate server.
### Custom Development
* Story Making Application - we may probably be able to use Omeka - S
* Madoc Customization - Integration of the NCBS catalog with the platform + Other annotation features, like labelling as per requirements.
### Scope of work
Backend and frontend work will be commenced parallely, with as many resources allocated to finish the work by the prescribed dates.
1. Setup of the applications (backend), testing and deployments of above mentioned software services. **Due Date: Feb 29, 2020**
2. Storymaking Application (frontend) - if using Omeka, we may still have to write some custom code for integration with the annotation service. **Due Date: March 15, 2020**
3. Final Deployment and handover **Due Date: March 20, 2020**
## IV. Terms and Conditions
1. All payments shall be net of applicable taxes, other than taxes deductible at source, if any. If any amounts are deducted as taxes at source, NCBS shall issue appropriate receipts for such deductions.
2. Service taxes shall be paid to the account of the organisation making the payment.
3. NCBS will provide access to the NCBS archival content in digital form / API access.
4. NCBS will also provide access to server space for the website. NCBS will also provide representative(s) to coordinate with the archival material.
5. Janastu takes no responsibility regarding the copyright of any archival material put on the website. NCBS shall take all necessary steps to ensure that content put on the archives at NCBS website + digital exhibit has the necessary permissions for display of archival records.
6. The copyright for the archival material itself will be clearly mentioned on the record. Janastu shall ensure that each archival record clearly displays the source and access restrictions, if any.
7. The methodologies, techniques, tools and constructs built as a result of the project would lie in the public domain. Each party (and third parties) is free to use them for other projects, with the understanding that the source will be appropriately credited.
## V. Budget and payment terms
Janastu will charge NCBS Rs. 3,00,000/- for the set up of Specere and development of Milli Platform.
## VI. Termination
In case of termination of this proposal by either Janastu or NCBS, before the end of the project tenure, either party would need to give a month’s notice for termination and would be paid in full for the project component underway at the time of termination.
