# OECD - policy making Slides: https://slides.com/joostschouppe/road-completion-sotm-towards-a-quality-checked-and-complete-open-road-network-for-belgium-osm ## INTRO SLIDE 1 OpenStreetMap: it only works in practice. In theory, it can never work. An extremely open project, where in theory one person could destroy a huge amount of things. But data does not degrade, quite the contrary! It seems we're doing something right! ## Key data scope SLIDE 2 Most spatial data is created for a specific purpose, and only for that purpose. > this limits re-use, even if it's open data SLIDE 3 OSM is many people with many purposes, forced to work together. > why map new things that nobody is using yet? Because it's fun! Chicken & egg problem: usually solved by spending money, with a solution fit for just the purpose. Solved by OSM by "slow roll", ever widening scope. Sudden game-changes as the data matures: - suddenly we're the best for cycling - suddenly we're the best for a basemap -> better to jump on the train a little early, rather than a little late >> that's why Facebook or TomTom are investing significantly in OSM Use - Since the data is freely avalaible, you can use it for any usecase - Since many of the tools are open source, it can be significantly cheaper to use ## Examples SLIDE 3 - anyways * road planning impacts, to human measure ("twinned routing" > current / post route plan change) http://gent-circulatieplan-new.anyways.eu/?view=3.7050971,51.0487434,13.38&o=3.6957050,51.0473600&d=3.7249270,51.0518000 Examples: - routing to guide people to more "community friendly" routes (example www.slimnaarantwerpen.be) And further: - OSM is in many cases the best routable network - especially when it comes to pedestrian or cycling routing - it's easy to extend the data with details for -for example- emergency vehicles SLIDE * landuse map from heidelgis Turning OSM data into an analytical tool, filling in the blanks with inference or external data https://osmlanduse.org/#13/8.68532/49.40363/0/ SLIDE National institions are beginning to take interest * statcan: building experience with OSM through mapping projects > building metadata * Kosovo census might make extensive use of OpenStreetMap * National mapping agencies & crowdsourcing: http://www.cs.nuim.ie/~pmooney/eurosdr2017/ SLIDE * Example of mutual benefit coordination: Road Completion > using official data to improve OSM - building trust in the OSM data: guaranteed minimum quality - feedback look back to the official data source https://github.com/osmbe/road-completion/ Other topics: SLIDE: watermap * specific types of POIs can now be mapped without general mapping knowledge > tools like MapComplete and MapContrib make it really painless to make an editor * https://water-map.org/ * topical mapping tools: https://pietervdvn.github.io/MapComplete/?tab=3&background=osm# https://wiki.openstreetmap.org/wiki/MapContrib ## Closing Hi, I'm Joost, I'm with the OpenStreetMap Foundation - and with the Belgian organization - and working on the practice at least as much as the theory :) The OSMF does not decide what happens in and with OSM! Therefor we cannot be a fully fledged project partner, but rather a facilitator. We can help bring the right people together When evaluating possible data sources, don't forget to take our exponential growth in account Contact info: joost@osmfoundation.org board@osmfoundation.org openstreetmap.community Further reading: https://wiki.openstreetmap.org/wiki/OpenStreetMap_for_Government https://wiki.openstreetmap.org/wiki/Research
