**tl:dr:** Fund nounish proliferators via monthly and infinite Prop House rounds and bring back nounish vibes!

Proliferating NounsDAO via ⌐◨-◨ is at the core of Nouns and it is time to get back to that mission! Many proliferation activities are unfunded or unrecognized without any means for encouragement and reward. If we truly want to spread the meme, we need better avenues of support. The Proliferatoooor Fund would seek to fund proliferation through the end of 2023 using prop house in the following ways:

* **Proliferatoooor Infinite Prop House retro round**: An ongoing round to fund proliferation efforts including at IRL events, conference speakers, media appearances (e.g. guests on podcasts), writing (e.g. blog posts, articles) and other proliferation activites with grants 2 eth and under depending on effort. This is to encourage individual proliferation efforts as a retro funding round. 100 eth

* **Monthly themed prop house specifically for proliferation**: each month hold a traditional prop house round with a specific focus (e.g. music, art, writing, etc.) to encourage wider proliferation.
* Nounish Art Voting Token Design round
* Round 1: Pump up the Vibes or Keep Nouns Weird
* Round 2: Music
* Round 3: Writing and Media
* Round 4: Gaming 4 x 5 eth

85 eth total for monthly rounds. Details below.

**Infinite Prop House** rounds voting will be via a voting token that will be claimable by any nouner and active Nouncil member plus a core team responsible for promoting, managing and voting in those rounds. Anyone submitting in that round will not be allowed to vote on their own prop. A prop house round for the token designs for the Infinite round and each of the 4 monthly rounds (5 total) will help to kick off the iniative with this token art round's voting by the core team.

**Core Team**: Administer and promote rounds; manage funds via multisig; coordinate with Prop House team on house set ups; organize voting tokens and voters; keep voters informed of new votes; promotion of all rounds on socials including spaces and videos; vote in all rounds; minting of winning entries, etc. Core Team includes:

Core team will be compensated based on participation via Coordinape rounds each month among participating team members.

**Monthly themed prop house specifically for proliferation**: 5 total prop house rounds with a voter token design kick-off followed by monthly themes:
* **Token Design round**: 5 x 1 eth -- this round will encourage artists to create voter tokens for the Proliferatooor Fund Infinite Round and each of the monthly rounds. Art will be minted for the voter tokens and also used in promotions. All winning submissions are considered cc0.
* **round 1: Pump up the Vibes/Keep Nouns Weird** 4 x 5 eth -- this round will focus on community with a prompt to create an activity or event for the Nouns ecosystem. Activations should be accessible online and take into consideration a global audience.
* **round 2: Music** 4 x 5 eth -- This round focuses on the creation of nounish/cc0 music. Winning entries will be minted on a Zora L2 and distributed as cc0 (artist chooses price, chain etc.) Can be audio only or music video.
* **round 3: Writing and Media** 4 x 5 eth -- attention thought leaders and media mavens! Write a blog, article or newsletter post about the Nouns ecosystem. OR enter your pod for sponsorship or via a dedicated Nouns edition of your podcast! Talk about Nouns; win eth! This round can be pre-production or retro but podcasts & articles should be delivered within 2 weeks of the round (before or after) and winners paid upon completion. Winning cc0 entries will be minted on a Zora L2 for distribution.
* **month 4: Gaming** 4 x 5 eth -- gamers and game developers - this round is for you! Stream nounish game play, host a game night, create a nounish game, or anything related to nounish gaming! This round can be pre-production or retro but stream or activity should be delivered within 2 weeks of the round (before or after).

**Q1**: Why doesn't the Prop House team just do some rounds like this?
**A1**:

**Q2**: But we have NSFW and DCS pod already doing funding, don't we?
**A2**: NSFW has not been active for most of 2023 and doesn't currently fund in a public manner such as a Prop House infinite round. DCS pod has concluded their funding.

**Q3**: What's up with the voting tokens? Why not just let Nouners vote like we've always done?
**A3**:Nouners with only one or two votes feel discouraged in voting due to the outsized influence of large holders. We want everyone encouraged to participate and also to get voters throughout the nouniverse. By engaging active Nouncillors as well, we expect better attention and participation rates. And we'll get some cool cc0 art from our amazing nounish artists on the voting tokens to boot!

**TL;DR:**

Let's start Season 3 of Nouns off right by bringing back the GOOD VIBES with available, reliable, discretionary funding for passionate Nounish builders.

**THE PROBLEM:**

Small grants are an important part of the Nouns DAO funding arsenal, alongside onchain proposals and Prop House rounds. Many builders in past seasons of Nouns have been funded either proactively or retroactively by the Small Grants Committee (later NSFW), and have gone on to contribute great things to the community and the protocol as a result. However, during the latter half of Nouns Season 2, small grants became very difficult to seek out, for various reasons.

We want to help patch this bug in the protocol, and bring back the Builder-forward Nounish Vibes that brought many of us here in the first place.

We are a trusted group of contributors in the ecosystem who are willing to collectively take on the challenge of running a dynamic and transparent Small Grants Allocation Pod, as well as coordinating and championing a series of exciting biweekly Prop House Rounds over the next 6 months of Nouns Season 3.

**THE PLAN:**

1. Coordinate with the Prop House team to set up 2 new "Nounish Builders" Infinite Rounds, where anyone in the ecosystem can apply for retroactive funding up to a maximum of 5 ETH or proactive funding up to a maximum of 1 ETH. Our team will review grant applications on a rolling week-by-week basis, with a goal to allocate ~15 ETH per month.
2. Provide a Public-facing Discord for community members to ask questions and receive feedback on their applications (while also using Prop House’s built-in comment functionality to provide ongoing transparent, public feedback on builder ideas.
3. Coordinate and champion a series of Biweekly Temporal Nouns Prop House Rounds, alternating between Open Grants Rounds and Themed Grants Rounds such as “Visual Arts”, “Keep Nouns Weird”, “Gaming/Esports”, “CC0 Music”, “Public Goods,” “Media and Content,” etc. We will also experiment with new token-voting strategies across these 12 Rounds over a 6 month period, including but not limited to: Nouns Owners Voting (regular), Nouns Owners Voting (one vote per wallet), A Variety of Nounish NFTs voting (one vote per wallet), and Special Elected Committee Voting.
4. Publish a public monthly summary of funds deployed for full transparency and accountability.

**THE PEOPLE:**

For an important DAO program like this, it is very important to have a team that is 1) Known and Trusted, 2) Knowledgable and Experienced About the Ecosystem and 3) Reliable at Execution.

The Team Proposing here have all been active and trusted contributors to Nouns for 1+ years, have an intimate knowledge of the Nouniverse, and have delivered on past projects.

Recent Prop House campaigns run by BASE and ThankApe have shown that there are still thousands of builders in the ecosystem, who are hungry for opportunities. We don’t want Nouns to miss out on capturing that energy in Season 3.
