In particular where exactly to hook in the generation:

- in CommonBuilder (the PR currently does it here)
- Negative is that an explicit build is required to make sure file exists and is up to date

Some discussion on where to store the compile_commands.json:

- concern if compile_commands.json's in preexisting build directory
- best place to fix is in clangd https://github.com/clangd/clangd/issues/116

Need project setting to override workspace setting - in addition to https://github.com/eclipse-cdt/cdt/pull/692#issuecomment-1946433462

We are going to hold off merging this until after we branch. We plan to branch very soon, a little earlier than normal.
