State Lock Auctions: Towards Collaborative Block Building

At this point in time it is not controversial to state that the current L1 Builder market structure has some unforeseen consequences that present themselves as opportunities to improve upon. Censorship is one of the biggest but will not be the focus of this post. Instead I focus on how stat arb (typically CEX<>DEX) is the equivalent of a pipeline stall and propose a sketch for a solution to get around this, of which the implications bring us back closer to a block market structure similar to PoW block building where there is one block many searchers are bidding to get into, as opposed to the many blocks that many searchers and builders are vertically integrating into to get an edge.
