# Open & Competitive Service Provider Selection ## Overview - The Open & Competitive Service Provider Selection mandate is essential for the OpCo to ensure that the engagement of external service providers is fair, transparent, and meritocratic. By establishing clear metrics, developing a comprehensive selection process, and collaborating closely with the Arbitrum DAO Procurement Committee (ADPC), the OpCo can secure high-quality, cost-effective support for its activities while reinforcing the DAO's commitment to fairness, transparency, and excellence. ## Objectives - Ensure the selection of service providers is fair, transparent, and meritocratic to secure high-quality, cost-effective support 1. Establish clear metrics and engage service providers to measure performance and impact objectively 2. Develop and manage an open, competitive process for engaging external service providers to support OpCo activities where specialized expertise is required (where appropriate in lockstep with the ADPC) 3. Ensure the selection of service providers is fair, transparent, and meritocratic to secure high-quality, cost-effective support (where appropriate in lockstep with the ADPC) ## Strategies - Implement a structured approach for service provider selection that prioritizes objective metrics, open competition, and alignment with the ADPC 1. Establish clear metrics for performance measurement - Define specific quality benchmarks, cost-effectiveness metrics, innovation and improvement indicators, and compliance and security standards - Schedule regular performance reviews and implement feedback mechanisms to monitor and adjust metrics as necessary 2. Develop an open, competitive selection process - Create detailed Request for Proposal (RFP) documents that outline the scope of work, performance metrics, and evaluation criteria - Ensure wide distribution of RFPs through various channels to encourage diverse applications - Publish transparent evaluation criteria and weightings used for assessing proposals - Form cross-functional evaluation teams and host open Q&A sessions for potential service providers - Maintain comprehensive records of the selection process, including evaluations, discussions, and decision rationales 3. Ensure fair, transparent, and meritocratic selection - Implement blind evaluation processes where possible to focus on merit - Provide clear and timely communication to all participants, including feedback to unsuccessful applicants - Utilize an objective scoring system based on predefined metrics to rank proposals - Consider short-term pilot projects for closely matched service providers as a final evaluation step 4. Align with the Arbitrum DAO Procurement Committee (ADPC) - Engage regularly with the ADPC to ensure alignment with broader organizational goals and compliance requirements - Implement joint decision-making processes with the ADPC for critical or high-value procurements ## Key Performance Indicators (KPIs) - Monitor key metrics to assess the effectiveness of the service provider selection process: 1. Percentage of service providers meeting or exceeding performance metrics 2. Cost savings or added value generated through the competitive selection process 3. Diversity of service providers engaged (e.g., industry, size, location) 4. Stakeholder satisfaction with the fairness, transparency, and meritocracy of the selection process 5. Alignment of selected service providers with the DAO's goals and values ## Roadmap - Q1: Establish performance metrics and develop the selection process framework - Define quality benchmarks, cost-effectiveness metrics, innovation indicators, and compliance standards - Create templates for RFP documents and establish evaluation criteria and weightings - Q2: Conduct the first round of open, competitive service provider selection - Distribute RFPs widely and host Q&A sessions for potential service providers - Form evaluation teams and conduct blind assessments of proposals - Q3: Implement performance monitoring and feedback mechanisms - Schedule regular performance reviews and gather stakeholder feedback - Adjust metrics and processes based on initial experiences and outcomes - Q4: Refine the selection process and expand alignment with the ADPC - Incorporate lessons learned and best practices from the first round of selection - Establish joint decision-making processes with the ADPC for critical procurements ## Resources - Dedicated procurement team within the OpCo with expertise in service provider evaluation and management - Budget allocation for RFP distribution, performance monitoring tools, and external audits - Legal and compliance advisors to ensure alignment with relevant regulations and best practices - Collaboration tools and platforms for transparent communication and record-keeping throughout the selection process
