# New Haven County Sheriff's Office Protections Manual
# Section I. Introduction
The New Haven County Sheriff's Office is tasked with protecting County Board Meetings, Members of the Local Judiciary, and Members of County Government. This shall serve as a manual during protections duties.
Protections Operations are managed by the Sergeant at Arms of the County Board and the Protections Coordinator. The current Protections Coordinator and Sergeant at Arms of the County Board is Sergeant TwinRBX.
# Section II. County Board Session Protections
County Board Sessions are held in the County Building in Plymouth. It is necessary that Deputies follow proper protocols to ensure the safety of the County Board Session.
### Structure of County Board Protections
The following is the structure of ranks and positions and their duties during a County Board Protections Operation.
1. 1x Sergeant at Arms --- commonly the appointed Sergeant at Arms or another designated individual. They are the commander of all County Board Protections Operations.
2. 3x Deputies at Arms --- Deputies at arms are the only other deputies inside the Board Room of the County Building during general operations.
3. 2-4x Detention Deputies --- Detention Deputies are tasked with assisting in protections by processing arrests during County Board sessions to prevent requiring Deputies / Sergeant at Arms from stepping away from their duties during protection operaions.
4. Building Protection Deputies --- Building Protection Deputies are tasked with filling all other gaps in protections. This includes ensuring individuals do not enter the building with firearms
### County Board Protections Protocols
The safety of County Board Sessions are extremely necessary. The following are the protocols for each position available by regularly certified deputies within a County Board Protections Operation.
#### **General Policies, Procedures, and Protocols**
**Radio Communications**
Deputies involved in protections operations should conduct all radio operations in COUNTY-1 or LE-2 as determined by the Sergeant at Arms. Deputies are to ensure strict RTO communications during protections operations. If communications are held in COUNTY-1, all radio traffic should be using the Team Chat function.
**Uniform Policy**
All deputies other than the Sergeant at Arms are to wear the Formal Uniform as found in the New Haven County Sheriff's Office Locker Room.
**Equipment Policy**
All deputies must carry the following in their kit and nothing more
* 1x Benetti 17
* 1x TI26
* 1x Radio
* 1x Baton
* 1x Flashlight
* 5x Benetti 17 Magazines
* 2-3x TI26 Cartridges
* 4x Handcuffs
#### **Deputy At Arms Policies, Procedures, and Protocols**
Deputies At Arms are tasked with maintaining decorum within the lower gallery of the County Board Room and addressing any immediate security risk within the County Board Room.
**General Operations Procedure**
One Deputy at Arms should stand in each opening to the well of the County Board preventing any unauthorized individuals from entering the well of County Board.
**Maintaining Decorum**
Deputies at Arms are mandated to maintain decorum within the Lower Gallery. This involves ensuring all individuals remain silent and seated. They are to provide instructions in all capitol letters to individuals who fail to remain silent and seated. In the event, it is required to remove an individual from the Lower Gallery, the Deputy at Arms making the decision to remove shall signal over radio for a Detention Deputy or in their lack of availability Building Protection Deputies to remove the individual from the lower gallery.
**Arresting Individuals in the Lower Gallery**
Deputies at Arms who intend on booking an individual shall detain the individual and escort them to the Backroom of the County Board Room where a Detention Deputy should be standing by to take the individual off the hands of the Deputy at Arms. The Deputy at Arms should also provide a brief description of the incident to allow the Detention Deputy to properly process the arrest.
#### **Detention Deputies Policies, Procedures, and Protocols**
Detention Deputies are tasked with removing or arresting individuals who cause disruptions to the County Board Session.
**General Operations Procedure**
Detention Deputies should station in the Backroom of the County Board Room to have easy access to the County Board Room and the upstairs area. Deputies at Arms in line with their policies will bring individuals to be arrested or removed from the building to the Backroom.
Detention Deputies should also respond to any requests by Deputies inside the County Board Room to assist with removing individuals without compromising security of the County Board Session.
**Barring or Arresting Individuals**
It shall be at the descretion of the Detention Deputy to arrest an individual or barring that individual from the building.
In the event of barring an individual they shall radio the following [CALLSIGN], [USERNAME] has been barred.
In the event of arresting an individual based on the description of the intitial deputy they shall radio the following, [CALLSIGN], 1x 23 [REASON]
#### **Building Protections Deputies Policies, Procedures, and Protocols**
Building Protections Deputies are tasked with filling all other gaps in the security of the County Board Session.
**Building Protections Positions** *Listed in the order of importance*
1. Metal Detectors --- 2-4x Deputies tasked with ensuring no weapons come into the building.
2. Side Doors --- All side doors shall be guarded by at least one deputy preventing an individual from entering without proper screening. Proper barricades should be placed at least 5 studs away from the door.
3. Upper Gallery --- Deputies should be placed in the Upper Gallery to ensure there are no disruptions in the County Board Session. Speaking and walking around in the Upper Gallery is allowed, however excessive actions that can lead to disruptions shall be shut down by the Deputy.
4. Lower Floor Security --- Deputies should be placed throughout the lower floor to prevent any major issues, assist others, and secure the important doors.
5. Upper Floor Security --- Deputies should be placed throughout the lower floor to prevent any major issues, assist others, and secure the important doors.
**Metal Detectors**
Deputies stationed at the Metal Detectors should ensure that no weapons enter the County Building. They should know how the Metal Detectors in the Building Function. Any flags made by the Metal Detector will require a manual search of the individual. No Firearms, Knives, or Bats shall be allowed in the building. Short Barreled Firearms may be carried by those allowed in the provisions of the Firearms Free Zone Act.
**Side Doors**
Deputies stationed at the side doors should not allow any individuals other than Law Enforcement Officers or Members of the Government to enter through the side doors. They should direct individuals to go through the main entrance. They should also place barriers and cones around the door to signal that it is not an open access door.
**Upper Gallery**
Deputies stationed in the Upper Gallery shall ensure there are no disruptions in the County Board Session. They are to assist civilians and answer any questions posed. Any disruptions should be quickly be shut down by the Deputies stationed in the Upper Gallery.
**Upper and Lower Floor Security**
Deputies placed throughout these floors shall manage general security throughout the building securing important rooms and preventing individuals from trespassing.
# Section III. Protections Operations
Protections Operations consist of vehicular and on the ground protections operations to protect a member of Government or the Judiciary. The following is a manual to be used to properly conduct protections duties when necessary.
### Positions within Protections Operations
1. Protections Detail Commander --- Highest Ranking Protections Certified Deputy present. They shall lead all protections and are the one making all operations decisions.
2. Protections Deputy --- Protections Deputies serve in the role of driver or handle on the ground protections. They are the deputies directly interacting with the protectee.
3. Scout Deputies --- Scout Deputies are ahead of the protections convoy ensuring all locations are safe and secure.
4. Rapid Response Deputies --- Rapid Response Deputies are too handle all disruptions to protection operations to allow the protectee to keep moving and remain safe.
### General Policies, Procedures, and Protocols
**Radio Communications**
Deputies involved in protections operations should conduct all radio operations in COUNTY-1. All communication should maintain strict RTO communications at all times. All radio communications should be sent using the Team Chat Function.
**Uniform Policy**
All deputies should wear either Formals or Class As with or without vests depending on the scenario. This call shall be made by the Protections Commander.
**Equipment Policy**
All deputies must carry the following in their kit and nothing more
* 1x Benetti 17
* 1x TI26
* 1x Radio
* 1x Baton
* 1x Flashlight
* 5x Benetti 17 Magazines
* 2-3x TI26 Cartridges
* 4x Handcuffs
In the event of a high risk scenario, upon authorization of the Protections Commander, individuals are authorized a long arm and it's adequate ammunition.
**Vehicle Usage Policy**
All Protections Vehicles should be in accordance with the vehicle listed in the convoy formation.
### Protections Policies, Procedures, and Protocols
**Specialized Radio Communications**
Protections Operations use Specialized Radio Comunications to properly communicate. This includes the following codes:
* EVAC [PROTECTEE CODE] TO [LOCATION CODE]
* ENGAGE THREATS
* This can only be authorized by the Protections Detail Commander or any DSG or Higher.
* SITREP
* This can be asked by any higher ranking deputy to report the current situation of the convoy
* CONVOY G[#] TO [LOCATION CODE / PLAIN TALK]

* Closest Police Station --- Black Site

**Vehicular Protections**
Vehicular Protections consist of four types of vehicles that can be used to properly escort a protectee. The Protections Detail Commander should make all decisions regarding the transportation of the protectee. Escort Vehicles should go ahead and block intersections to allow uninterrupted transportation of the protectee.

**Ground Protections**
Ground Based Protections are very fluid requiring protections deputies and all deputies working on the protections operations to be aware of the on going situation. They should follow the call of the Protections Detail Commander for the formation around the protectee and further guidance.
It is important to keep individuals away from the protectee by atleast 5-10 studs to keep them safe.
