# Manitoba Electoral Regulations These regulations are created by the Chief Electoral Officer of Manitoba. These regulations, however, apply to any election held within the City of Winnipeg community (excluding elections in private companies). These regulations can be amended or repealed by a Legislature. Every Candidate and voter shall follow these regulations at all times, or risk themselves being disqualified from the election or vote spoiled. ## 1. Voters #### 1(1) Eligible voters Any person can vote in an election as long as they meet the following requirements: 1. the voter's ROBLOX account is at least 50 days old; 2. the voter is a resident or above in the [City of Winnipeg ROBLOX group](https://www.roblox.com/groups/7128493/City-of-Winnipeg-Manitoba#!/about). #### 1(2) One vote A person can vote only once in an election. ## 2. Candidates #### 2(1) Who can be nominated Any person can be nominated as a candidate in an election as long as they meet the following requirements: 1. the candidate's ROBLOX account is at least 50 days old; 2. the candidate has been a resident in City of Winnipeg for at least two(2) weeks before the election day. #### 2(2) Disqualified persons As exceptions to subsection (1), none of the following persons can be nominated: 1. a member of council of a municipality; 2. an election officer for that election; 3. a person who has an active arrest warrant issued by a Court. #### 2(3) What nomination must include A nomination must include the following: 1. the prospective candidate's legal name (ROBLOX username); 2. the prospective candidate's name by which he or she is publicly known if this is different from the legal name and the candidate wishes to have that name on the ballot instead; 3. a signed declaration of the prospective candidate that he or she is qualified to be nominated; 4. a statement by the prospective candidate consenting to the nomination. Prior to elections, a candidate nomination form will be posted in a public announcements channel in the [City of Winnipeg Discord server](https://discord.gg/AdeKRWynuz) which everyone wishing to be nominated shall fill out. #### 2(4) Withdrawal At any time before election day, a candidate may withdraw from the election by contacting the chief electoral officer. #### 2(5) Disqualification The chief electoral officer can at any time, disqualify a candidate if the candidate has violated these electoral regulations or no longer meets the requirements. ## 3. Elections #### 3(1) Calling an election To call an election the Lieutenant Governor in Council must make an order that does the following: 1. directs the chief electoral officer to issue a writ of election; 2. sets the date the writ is to be issued #### 3(2) Issuing the writ Upon receiving an order under subsection (1), the chief electoral officer must publish a notice of the election indicating the election day, the closing day for nominations, and any other information the chief electoral officer considers necessary. #### 3(3) Time for nominations The candidate nomination form shall be open for the period of three(3) days (72 hours). :::info The chief electoral officer shall release a list of the candidates nominated the next day the nomination form has been closed. ::: #### 3(4) Campaign period Nominated candidates shall have a week(7 days) to campaign. #### 3(5) Election day Voting shall be open for the period of 24 hours. This can be changed by the chief electoral officer if their time zone requires it. The chief electoral officer shall announce the time the election day begins, including the time zone. #### 3(6) Declaring a candidate elected The chief electoral officer shall declare the candidates elected within the next three(3) days (72 hours) from the election day. ## 4. Campaign The regulations established in this section shall be followed by candidates at all times. A candidate violating these regulations shall be eligible for disqualification. #### 4(1) When campaign is allowed No candidate shall campaign outside the prescribed campaign period. #### 4(2) Campaign methods There are many different campaign methods, however, the most common and acceptable methods are listed in this subsection. If a candidate wishes to use a different method, it is recommended that they contact the chief electoral officer who will determine whether the method is acceptable or not. 1. **Campaign in City of Winnipeg Discord server** A channel shall be created in the City of Winnipeg Discord server where candidates can send their campaign posts. A candidate is allowed to send one post every two(2) hours. This is regulated by a channel slowmode. 2. **Campaign Discord servers** A candidate or a group of candidates can create a campaign Discord server if they wish. Any Discord server that is posted in campaign media is considered a campaign server. The following regulations apply: * Campaign servers shall only be used for the purpose of campaign. No other purpose is allowed such as advertising other Discord servers. * Campaign server should be used in a fair and responsible manner * The chief electoral officer and other persons appointed by him/her shall have full access to the campaign server. 3. **Direct Messages** A candidate shall be allowed to send **one** campaign post to an individual who is eligible to vote. A candidate shall not spam or try to get someone vote for them if the person has expressed that they are not interested. 4. **Demonstrations** Demonstrations can be organized by a candidate, however, all demonstrations shall remain peaceful. Organizing demonstrations that disrupt pedestrians or public roadways shall be considered unlawful and can result in disqualification. 5. **Advertisements** Advertisements are allowed as long as they are used responsibly. This can include advertising on billboards or on a newsletter. 6. **Any other method deemed acceptable** Other methods can include; posting on a group wall, contacting local organizations, endorsements, organizing public meetings, and a lot more. However, candidates must campaign in a fair and responsible manner, and any campaign deemed unacceptable by the chief electoral officer can result in disqualification. #### 4(3) Not acceptable No candidate shall bribe, blackmail, undermine, threaten, or canvass voters. These actions result in an immediate disqualification from the election. #### 4(4) Employees of public agencies No candidate shall campaign while representing a public agency. Candidates or any other persons in uniform can be included in campaign media, however, the use of power and resources for campaign is not acceptable. #### 4(5) Persons appointed by a candidate Campaign staff or any other person appointed by a candidate shall follow the same regulations as the candidate.
