lumbung radio is an inter-local online community radio originating from documenta fifteen. It’s an open, online broadcast platform that comprises an inter-local network of different radios and audio practices. It operates 24 hours a day, in no specific time zone, streaming multiple languages and programs (from music to experimental formats to conversations). Each participating radio works within with their own means of production, way of thinking, learning and sharing. lumbung radio operates as a decentralized network of nodes to produce an audiophonic common space built on the connection and multiplication of the existing practices of its contributors.
Lumbung radio proposal for Oulu2026 departs from the process-based work around Europe of the lumbung network toward, and together with, Oulu and their local actors. lumbung radio gathers collectives active in radio and sound practices based from all over the world. Lumbung radio intends to produce a dynamic to bring together existing radio’s collaborators and local Oulu sound-oriented collectives.
This collective dynamic at work operates a strong convergence of actions between the involved partners, and produces situations of learning from each other, sharing resources, making friends, acknowledgment of diverse art practices, and radical forms of collective organization around radio practices.
This common flow develops in the following axis of thoughts, or concepts; a New idea of the North as reflective situations on re-thinking the North in time of migration, Lumbung Radio Live as moments of concerts and live stream, Oulu Living Room as the building of a collective space situated in Oulu.
These concepts manifest in a series of radiophonic situations streamed in real-time to produce a connection between existing radio collaborators and Oulu. Lumbung radio members are located all over Europe, they have the means to coordinate an event in their location. The special radio program is thought together by the local actor and other lumbung radio members.
For instance, and among many possible others, we could think of a radio program coordinated by FireFly Frequencies in Sicily working with Oulu partners, Radio Nopal in Mexico and Station of Commons in Helsinki on the theme of the New idea of the North. Of course, actors based in Oulu Living Room will design many of these radiophonic situations. Such radio program can find form in art galleries, alternative space, music venues. Depending on local resources, lumbung radio wants to engage with the space with workshop on Open-Source technology, and radio as tool for radical pedagogy. This gesture of decentralized coordination empowers the local actor, and develops the radio in terms of resources, social implications within the network, and interesting radio shows for the listeners.
The Oulu living room, as proposed by reza and ruangrupa, is a space for social gathering; making food, serving coffee, open discussion, possibility of opening hours dedicated to public program events with audience. Oulu living room is the space where Lumbung radio working group at large meets and works together. Oulu living room is operated by local actors and lumbung members to produce a space of conviviality open to new forms of social experimentation and encountering.
Ideally, Oulu living room venue would have the possibility to host workshops, panel talks and concerts for Oulu2026 audience. Moreover, sleeping possibility would need to be organized properly.

lumbung radio is an inter-local online community radio originating from documenta fifteen. Since February 2020, Station of Commons investigates the possibilities of reappropriating technology within public space. Their research questions both centralized knowledge and data centers operated by major organizations and addresses their underlying social implications. lumbung radio broadcasts use an Open-Source digital infrastructure, a radical form of technology independent from private interests.
The practices of lumbung radio are shared and developed in weekly online meetings of the radio working group comprising radios and participants from all over the world. The work is based on the idea of lumbung – a concept that steers the work of the Jakarta-based collective ruangrupa and that refers to the Indonesian term for a communal rice barn. As an artistic and economic model lumbung is rooted in principles of collectivity, communal resource sharing and equal allocation.
lumbung radio experiments with decentralized methods of coordination, following the principle that the coordination process shouldn’t only originate from a Western perspective. We believe in the need to share and work together across cultures and locations (participant radios are currently based in South East Asia, Latin America, Africa, the Middle East, Europe and the US). Moreover, lumbung radio works with alternative and grassroot art collectives active in different scenes, from punk to queer to BIPOC.
Reflecting collectively on what is happening in the world (pandemic, climate change, war), we investigate new forms of collective art practices to impact on social and societal norms, beyond the restrictions that nation-states and companies often impose. The constellation of lumbung radio, coordinated by Station of Commons, forms an open and dynamic platform to gather resources and practitioners active in various fields (artists, curators, musicians, activists, educators, engineers, cyber-feminists...) to experiment with new forms that resist discrimination, isolation and private interests, towards a more just and inclusive society.

Station of Commons is an active contributor and coordinates the schedule. We have been providing experimental electronic music from Finland and discursive content from cooperation with institutions: Kassel art academy, Hamburg art academy, manifesta13, panel talks in Helsinki…ref station of Commons website http://stationofcommons.org
Audio content come in three forms:
• Relay streams from other radios (including radio alHara and Future voices).
• Pre-recorded podcasts featuring interviews, conversations, music and art-radio programs series (including On Care and Resilience, Radio Nopal, rururadio, firefly frequencies, BAK Ultradependent Public School)
• Live Stream broadcast from live events (including fugitive radio).
lumbung often radio uses the technique of live stream. Thanks to our equipment and Open-Source technology, we can stream in real time from concerts, conferences, discussions and other types of events. Connecting directly to our sound system, we broadcast live all over the world. We intend this also as a gesture of decentralization, as any contributors in the world can broadcast in real time from their own location.

**Oulu 2026 lumbung radio objectives**
Our proposal for Oulu2026 is process-based, collaborative and inclusive.
The main idea is to depart from the different localities of the lumbung network, moving slowly towards Oulu.
lumbung radio gathers collectives active in radio and sound practices from all over the world. Working together with Oulu local actors, lumbung radio proposes to start a collaboration that will bring together our different networks and local sound-oriented groups based in Oulu.
This collective dynamic aims at creating a strong convergence of actions between all the involved partners, producing situations of co-learning, sharing resources, making friends, acknowledging different radio practices and radical forms of collective organization.
This common flow will develop according to three main interconnected axes:
-Lumbung Radio Live: concerts, events and live streams;
-A New idea of North: a series of workshops, events and broadcasts re-thinking the idea of North in the context of displacement and migration;
-The Oulu Living Room: the building of a collective space situated in Oulu.
lumbung radio members are based all over the world, and have the means to coordinate events in their own localities. A series of radiophonic situations streamed in real-time will produce a connection between various lumbung radio collaborators and participants based in Oulu. The different radio programs will be thought together by local actors and the lumbung radio members.
A New Idea of North will pass through different cities and territories, setting up mobile radio residencies and radio events in a shared journey towards Oulu, involving different communities along the way to interrogate and co-create a new idea of “North” seeing from and with the “South” – one informed by experiences, creative energies, practices and desires. The questions from which we depart are: what idea of North do those who become displaced from their homeland carry with them? What hopes of change do they harbour in their hearts and minds? The project will involve the different radios that are part of the lumbung network, and will be coordinated by firefly frequencies (Sicily and Puglia), Radio Nopal (Mexico) and Station of Commons (Helsinki), in collaboration with the different Oulu partners and eventually with The Oulu Living Room. The radio events and radio programs will also involve art galleries, alternative spaces, pedagogical spaces, music venues etc.
The Oulu Living Room, as proposed by Reza Afisina and ruangrupa, will be a space for social gathering, making food, serving coffee and open discussion. It would dedicate opening hours for public programs for audiences of different generations. The Oulu living room will be the space where the lumbung radio working group at large will meet and work together. The Oulu living room will be run by local actors together with lumbung members to produce a space of conviviality open to new forms of social experimentation and encountering. Ideally, The Oulu Living Room will host workshops, talks, discussions and concerts for Oulu2026. We will also try to organize a space to accommodate participants during these events.
Moreover, depending on local resources, lumbung radio proposes to engage with local spaces initiating workshops on free and open source technologies (FLOSS) and using radio as tool for radical pedagogy and experimentation. This gesture of decentralized coordination empowers local actors and develops radio practices in terms of resources, social implications within the network, creating innovative and inclusive radio shows.

We strongly believe that lumbung radio can initiate and develop positive connections between Oulu and international artistic scenes. lumbung radio has the potential both to involve Finland-based artists and to bring to Finland radio and audio practitioners working internationally.
We want to develop lumbung radio into an artistic hub that is able to reach and involve people in many communities worldwide. The long-term support from Oulu2026 Foundation would create the basis for the sustainability of such a network and the development of artistic works beyond borders and cultures.

Within the context of Europe, the notion of the interlocality is vital for undoing centuries of dominating capital in all its forms, from cultural to material. lumbung radio consciously functions as an inter-local infrastructure, not just connecting people, stories, and struggles, but also distributing cultural capital from the resource-rich centers of the world to many elsewheres. This redistribution of access to capital, the reconfiguration of who is gets to speak and be heard, is a deep shift in the cultural climate viewed from the "Global North."" Europe itself, as a cardinal point of this arbitrary North, must re-narrate itself as an interlocal affair and understand itself as a distributed territory. Europe not as fortress but rather as network. By creating functioning networks of alliance across borders, through communities, the platform (and resource pool) reserved for European "locals" can be shared equitably. More importantly, it can be contaminated with more fertile forms, necessary for adapting to the new cultural climate.

We want to initiate a long-term collaboration with Oulu actors willing to engage in the lumbung radio network. We think of lumbung radio in Oulu2026 as a seed that would grow into its own context. We don't offer a "project" in the industry term, as we don't set a limited time for an online radio based in Oulu Living Room.
We are convinced that the Oulu Living Room proposal is a possibility for space for encountering, discussing, and sharing. The lumbung radio, and other lumbung networks, can offer a long-time perspective platform of collaboration with international actors.
That is why it is very important to find local partners such as universities, minorities, and alternative music makers.
__How will accessibility be addressed in your project?__
Lumbung radio is well experienced in terms of accessibility as we worked on that during documenta fifteen. We value the importance of everyone interested in joining our activities. We know that access works both ways. We think and reflect on how visitors can access our work and how visitors can react and act on that. Lumbung radio promotes discourse of inclusivity and diversity, and we do that using multiple languages: Finnish, English, Spanish, French, Indonesian, Arabic, and Mandarin Chinese...
Our community-based work taught us how to establish a respectful relationship with everyone. The online radio is free of charge. It does not consume much energy and resources. The radio can be listened to with minimal technological equipment, and still reach other continents.
However, we are aware that such important issues require constant monitoring and feedback to act quickly if needed.
__Will the project promote interaction:
Between people who experience art and culture?__
lumbung radio's first intention is to produce a common sonic space always open to newcomers, listeners, and visitors. This space finds form in the radio practice, that is to broadcast sound pieces, share the collective resources, and produce events. The radio operates online 24/7, and we create using the sound form an interaction between the artists and listeners.
However, lumbung radio questions what are the means to produce such situations of interaction. We want to design the Oulu Living Room as a space of social interaction between people. We want to implement in the Living Room, and possibly in other venues, the following moments of interactions:

_workshops on radio practice as a form of radical pedagogy
_workshops on Open Source technology and online radio.

**Why did you select this partner?**
The European partners selected are long-time lumbung radio collaborators. Most of them already have been actively contributing since the first phase of documenta fifteen in the spring and summer of 2022. We are working together to design the radio program and overall radio operation. We know each other resources and capacity, as proven by the work achieved. The time and effort that we spent working together on the radio development built trust in one another at the personal and professional levels.
Every partner has a long and valuable experience in sound practices at large at the international level. They have a strong professional background working with art and cultural institutions. We have both the knowledge of institutional methods of working, and the skills to coordinate international actors.
The partners will coordinate together with Oulu local actors the events from their local venues. The relationship between the radio participants aims at producing the situations of thinking, designing and operating together through sound and radio practices.

**Describe the content of your cooperation**
The workshop would be aimed at exploring Vaporwave and publishing the results of the workshop on lumbung radio. On the surface Vaporwave, is a microgenre of electronic music and a meme, however, the ideas behind it are a statement and a position towards music production and art in general. The workshop will provide extended knowledge on the background, core ideas, strategies and methods for functioning applied in Vaporwave.
The workshop could be open to several people in Oulu and also it could be open to up to 10 fine arts students from the [KUNO network](https://www.kunonetwork.org/) (VAA is part of this [NORDPLUS](https://www.nordplusonline.org/) network), which would provide funding for mobility and accommodation for the students.
The local partners
The local partners would support lumbung radio implementation in the local scene. In Oulu, lumbung radio needs to connect to the local alternative music scene to build a local network to broadcast on the radio and share with others. That part is crucial as that would open doors to actors operating at the margin of the mainstream industry. lumbung radio wants to connect work produced in Oulu to other partners.
Moreover, we want to collaborate with educational institutions. The pedagogical approach embedded within radio practices requires contact with students. We would love to work with students as interns or volunteers on the radio;
students, artists and researchers in various field (urbanism, architecture, designer, engineering interested in Open Source, social and political science…)
Finally, lumbung radio is looking for possible local FM radio partners in Oulu.

Wen Yi Choo
Eddie Choo Wen Yi is a multidisciplinary artist. Eddie’s works revolve around questions of belonging and purpose, the experience of existing in the midst of different social groups and an ever-changing cityscape. In 2010, she earned a Diploma in Fine Arts at Dasein Academy of Arts in Kuala Lumpur, Malaysia. She received her B.F.A from the Taipei National University of the Arts, Taiwan. She currently lives in Finland and continues her studies at the Academy of Fine Arts, Helsinki.
Minerva Joulahti
Minerva Juolahti is a visual artist and performance maker working in the intersection of body, sound, space, and paper. Juolahti is interested in how the ideas of space and movement can be approached through sound, as well as voice and noise as embodied and conceptual phenomenon. Juolahti has performed in several different contexts and venues, such as documenta fifteen, New Performance Turku festival, MUU gallery, HAM Corner, and Forum Box. They have also coordinated and organised many concents and art events.Juolahti is finalising their studies in Live Art and Performance Studies master’s programme at the Theatre Academy of the University of the Arts Helsinki.
Juan Gomez
Juan is a media artist and interaction designer. He graduated with honours from the Haute école d’art et de design – Genève (HEAD – Geneva) and is working in the intersection between art and design. He organizes workshops on critical technology, curates panels on contemporary publishing practices and conceives interactive installations with programming tools he develops.

Constantinos Miltiadis
Constantinos Miltiadis is a transdisciplinary architect and researcher, occasionally also programmer, media artist, curator, teacher, and librarian. Constantinos studied architecture at NTU-Athens, and the Chair for CAAD ETH Zurich, and pursued studies in computer music at IEM KU Graz. His work has been presented in seminars and exhibitions, published in academic conferences and journals as well as by international press, and received awards in international competitions. He has developed and taught courses on creative programming and experimental VR videogame design in both academic contexts and festivals. Between 2015 and 2019 Constantinos was assistant professor at the Institute of Architecture and Media of TU Graz, while since 2019 he is a doctoral researcher at the School of ARTS of Aalto University.
