# State of Rousseau Constitution
## Preamble
We the people of the State of Rousseau, in order to form a perfect state, establish Justice, promote Transparency from the Government to the People, insure Tranqulity, to promote the well-being of the People, and to secure the Blessings of Liberty, and our Prosterity, do ordain and Establish this Document of the Systems of Government, for the State of Rousseau.

**Section I. - **
## Executive Branch
**Section I - Introduction**
All Powers of the Executive Branch of the State of Rousseau shall be vested into one Governor. He shall be assisted by his Lieutenant Governor and his Cabinet for the same Term.
**Section II - Elections**
The Governor shall be Elected by Residents of the State of Rousseau in Free and Fair Elections.
No Person who has not held Citizenship for atleast thirty days may Run for Governor of this State.
The House of Delegates and Senate, upon the electing of a New Governor, shall make the Final Decision by chusing to allow the Elected individual to serve before he is Sworn into his Office.
Before he enters Office, the Governor-Elect of the State of Rousseau shall recite an Oath of Office which shall State as following: "I solemnly swear that I will protect the State of Rousseau, that I will serve at the best interest of the People and of the State, that I will faithfully and truthfully execute the Office of Governor of the State of Rousseau, So help me God."
**Section III - Authority of the Governor**
The Governor, at his Pleasure, may chuse any of his Cabinet Officials and Advisors who will Serve for him and the State of Rousseau.
The Governor shall enact any Law he believes is deemed good for the Public and the State.
That when Congress chuses to override his decisions, that the Governor shall have no right to Veto or override the Congressional decision.
That the Governor may not enact any Law without the Presence of a Congress.
The Governor, Once a Month, shall give a State of the State address to Congress and to the General Public of the State of Rousseau.
The Governor shall be Commander in Chief of the National Guard and shall have the Right to command the National Guard with the aid of his Military Advisors. However, the Governor, may not declare War without the Advise and Consent of the House of Delegates, and he may not Deploy the Military to foreign places without the State being in a Time of War, or without Consent of the House of Delegates.
The Governor may establish alliances and relations with Foreign States and enact treaties with the Advice and Consent of his Foreign Secretary.
**Section IV - Impeachments**
The Governor, Lieutenant Governor, Cabinet and all other Civil Officers shall be subject to Impeachment if he is Convicted of Treason, Bribery, or other High Crimes and Misdemeanors.
The Senate & House of Delegates may remove any Civil Officer from Office with a two-thirds Vote.
All Civil Officers shall be removed from Office when the Public, in a three-quarters referendum vote supported by a Government Official deems him incapable of holding Office.
The Governor shall be removed from Office when his Cabinet Officials in a two-thirds deem him incapable of holding Office.
