Abbott on June 7, 2021, creates an official Working Group made up of legislators and citizens who will investigate the benefits of blockchain technology for Texas. Members of this Group include Texas Blockchain Council executives and advisors: Natalie Smolenski - Past Chair, Lee Bratcher - President, Christopher Callicot - Advisor, and Peter Vogel - Member. This is along with Rep. Tan Parker who authored HB 1576 and has been instrumental in making Texas a leader in welcoming digital assets. The Act takes effect on September 1, 2021. * By October 1, 2021, the appropriate appointing authorities will appoint the stated members of the group. * By November 1, 2021, the group shall hold its initial meeting. * By October 31, 2022, the group shall submit a report that includes a master plan. The Texas Work Group on Blockchain Matters held a public hearing on Friday, May 20, 2022. Abbott on June 15, 2021, will take effect on September 1, 2021. The Act will amend the Uniform Commercial Code to better adapt commercial law to virtual currency and digital asset control. The Act takes effect on September 1, 2021. On May 20, 2021, it passed out of the Senate Business & Commerce Committee and is awaiting a vote by the Senate. If successful, this bill would have created a Working Group comprised of legislators and citizens who will investigate the benefits of digital identity for Texas. This bill fell short of final passage due to procedural delays on the Local & Uncontested Calendar in the Senate. Support for the working group was overwhelming and bipartisan in both chambers (Senate | Unanimous; House | 143 Yeas, 3 Nays, 2 PNV). It has been proposed that HB1576’s Working Group form a Sub-work Group on Digital Identity Matters.
