PSP Finals 2019: Proposal from Vietnam

1. Vietnam National University Hanoi (VNU) is willing to host the PSP Finals 2019.
Time: mid-December to before Christmas
Number of teams: ~50
2. All slots for WF will be decided based on the result of PSP Finals.
3. For selection to the PSP Finals:
Our thoughts here are based on the fact that teams can participate in 2 regionals. In case we limit teams to 1 regional, this should not affect the solutions.
- All WF medalist should get 1 team automatically qualified.
- After that, we proposed 2 solutions:
- Based on regionals' size: using Shieh-Ishihata formula (except using team-rank instead of university-rank)
- Base on previous year's performance:
- For 2019, each regional get the same X teams (if we have 7 regionals, X=7)
- From 2020 onward: we ranked the regionals using the average rank of teams from that region in the last PSP Finals. (if we have 7 regionals, it could be 4+5+6+7+8+9+10 or 6+6+7+7+7+8+8). The problem is with this is: there are countries that don't host regionals every year. This problem can be resolved if we have a consistent list of hosts.
- Apart from this:
- We should limit the number of teams from the same university to 3 (this number can be discussed).
- We should have 1-3 wild cards for countries that do not have any team qualified.
4. For organizing PSP Finals:
- PSP Final Contest director is from the host university (country).
- PSP Problem setters/Judging team should consist of at least 3 different regionals.
- PSP Final Sponsorship Management is from the host university (country).
