## 邏輯運算 not
- 表示符號： <font color = #bf2222>!</font>
- 代表意義： 回傳 true / false
- 只有在<font color = #bf2222>所有 bit 都是 0</font> 的時候才會回傳 1，其餘回傳 0。

## 位元運算 not
- 表示符號： <font color = #bf2222>~</font>
- 代表意義：根據每一個 bit 做反相的動作
- 舉例來說：

 a = 4'b0101
 ~a = 4'b1010
