# Hamilton State Patrol Handbook #### Welcome to the official handbook of Hamilton State Patrol. In this handbook you will find information you need to fulfill your employment. Failure to abide by this handbook will result in disciplinary action. --- ### Article I. Code Of Conduct #### Department employees are held to strict standards while they maintain employment here. The following shall be the Code of Conduct established by the department that every employee must abide by. Failure to adhere to this code will result in disciplinary action. #### Section 1. General Expectations * All members of Hamilton State Patrol must act in a professional and mature manner while representing the department. * Troopers are required to use grammar while representing the department. * Troopers must show respect at all times. Harassment or discriminatory behvaior towards another employee or member of the public on the basis of their race, orienations, pronouns, regligious beliefs, ect will lead to immediate termination and a permenant blacklist from Hamilton State Patrol. * Troopers are required to follow all orders given to them by a superior officer. * Troopers may not associate with known criminals, individuals a part of terrorist, gang, or other crimianal organization, individuals who are known to obstruct law enforcement officers, and individuals known to discriminate against others on the basis of their race, orientations, ect. * Troopers may not leak department channels, classified information, or other department related information without approval of the Colonel's Office. Any employee who is found to have leaked information to state officials, a criminal organization, or an individual not employed by this department without going through the chain of command will be terminated. The Colonel's Office will be responsible for distributing department information to state officials. * Troopers may not express their political beliefs while representing the department, nor may they use their position to endorse a political candidate. #### Section 2. Activity * All members of Hamilton State Patrol will remain active while employed with this department. * Troopers are responsible for completing one (1) thirty (30) minute log each week. * Logs must be submitted every Saturday night by 11:59 PM EST. * Troopers who fail to submit their logs on time without a valid excuse will receive a strike. * Troopers may obtain a valid excuse by filing an inactivity notice on the Hamilton State Patrol discord server. Notices must be filed two (2) days before logs are due to be valid. * Emergency exceptions for incidents outside of an employee's control will be granted by department command on a case by case basis. #### Section 3. Radio Usage * Employees of Hamilton State Patrol will use the radio with proper etiquette. * Employees will use their call sign before any message they transmit over the radio. * In times of emergency, not using your callsign before transmitting over the radio is allowed. * All employees are to utilize the appropriate communications channel. Employees shall not transmit in channels they are not authorized to utilize. #### Section 4. Public Altercations * Employees of Hamilton State Patrol will conduct themselves with professionalism when confronted by members of the public. * Troopers who are engaged by the public will not submit to public pressure and will conduct their law enforcement duties in accordance to law. * Troopers will follow the identification and supervisor mandates when requested. * Troopers who fail to carry out their law enforcement duties and/or fail to remain professional during conflicts will receive disciplinary action. #### Section 5. Duty To Intervene * Hamilton State Patrol employees are mandated to conduct their duties in a legal and ethical manner. * If a employee of Hamilton State Patrol witnesses another trooper or law enforcement officer using excessive force on a member of the public, they are **required** to intervene. Employees who fail to intervene in an excessive force incident will also be held liable and will receive disciplinary action. --- ### Article II. Department Structure #### Hamilton State Patrol is divided into two (2) bureaus. The Patrol Bureau and Administrative Bureau carry out the department's operations. Each bureau is overseen by a Major and contains numerous divisions. Each division is overseen by a Captain. #### Section 1. Patrol Bureau ##### The Patrol Bureau houses the Patrol Division and Special Operations Division. Each division is broken up into several units. The Patrol Bureau is responsible for all primary functions conducted by the department such as patrol and investigations. * Patrol Division ##### The Patrol Division is responsible for patrolling the roadways of the State of Hamilton, conducting traffic enforcement, assisting other law enforcement partners as needed, and answering calls for service in the unincorporated areas in the State of Hamilton. ○ Troops The Patrol Division houses Troop A, Troop B, and other Troops that consist of troopers who serve the citizens and tourists in the State of Hamilton. * Special Operations Division #### The Special Operations Division, SOD for short, is responsible for all investigative and protection services performed by the department. It houses the State Investigations Unit and State Protection Unit. ○ State Investigation Unit The State Investigation Unit (SIU) is responsible for investigating all major crimes, gathering evidence, conducting investigations, and assisting all law enforcement partners as needed. ○ State Protection Unit The State Protection Unit (SPU) is responsible for protecting high profile government officials such as the Governor and Lieutenant Governor. The State Protection Unit also provides protection to all foriegn heads of state visiting the State of Hamilton. ○ Rapid Response Team The Rapid Response Team is responsible for conducting tactical operations to ensure the protection of major state buildings such as the capitol, Governor's residence, ect. and to ensure the protection of all protectees. #### Section 2. Administrative Bureau ##### The Administrative Bureau houses the Administrative Division and Training Division. It is responsible for maintaining the policies of the department, conducting internal investigations, community outreach, and ensuring all troopers and candidates meet the training requirements of the department. * Administrative Division ##### The Administrative Division is responsible for conducting internal investigations during reports of alleged misconduct from Troopers in the department and they are also responsible for all press releases and community events the department releases. ○ Internal Affairs Unit Internal Affairs conduct investigations on Troopers reported to have violated department policy. The Internal Affairs Unit manages the Hamilton StatePatrol Misconduct Tip Line and releases decisions regarding whether misconduct has occurred. ○ Public Affairs Unit Public Affairs conducts community events and press releases for the department. The troopers assigned to this unit are strong believers in community outreach and have the aspirations to make a profound impact on the lives of everyone within the State of Hamilton. * Training Division ##### The Training Division is responsible for ensuring all troopers and candidates meet the training requirements released by the department. This division handles the intake of all candidates, maintains the Hamilton State Patrol Academy, and supervises the ride along program for new hires. This division is also responsible for submitting curriculum changes as needed. The training division consists of the Training Unit and a unit that contains all of our candidates pending training. The Training Division is the only division in the department without a unit under them. --- ### Article III. Chain Of Command #### Hamilton State Patrol utilizes a chain of command for all questions and concerns relevant to the department. This chain of command is mandatory for all employees to abide by. At no time should an individual contact a member of the Colonel's Office unless the situation at hand is emergent, they have exhausted the chain of command, or the question involves a member of the Colonel's Office or one of the bureau Majors. #### Section 1. Chain Of Command Structure -- ##### Colonel - The Colonel is the director of the department who oversees all divisions to ensure the department runs smoothly. They work alongside the Lieutenant Colonel to create an active and respectable department for the State of Hamilton. ##### Lieutenant Colonel - The Lieutenant Colonel is the deputy-director of the department. He/She assists the Colonel with the daily operations of the department. They pass along the orders from the Colonel and report directly to him/her. ##### Major - The Major is incharge of one of the two bureaus. They are to make sure the bureau is running smoothly and is operational. They are required to give the Colonel's Office a weekly update of the divisions. They report directly to the Colonel, Lieutenant Colonel, or their designee. ##### Captain - The Captain is a division leader. The division leader is required to create documentation and other policies for the division to operate. These policies and documentation shall be reviewed by a member of the Colonel's Office before implementation. They make sure that all of the members of the division are active and submitting their weekly patrol logs. They report directly to their respective Major. ##### Lieutenant - The Lieutenant is the Second in Command within their division. They are to help the Captain with their duties of leading the division. The Lieutenant is a supervisory officer within the division. They should help the Captain with the check-ins and notify the Captain if they see any division member violating policy. ##### Sergeant - The Sergeant is a leader of a unit, He/She will command every member of that unit and provide an active unit for the department. Sergeants report to the Lieutenant and Captain of their division. ##### Corporal - The Corporal is a senior officer within their unit. They assist the Sergeant with managing the unit. They are responsible for maintaining the standards and integrity of the department and making sure the unit is operational as well as active. ##### Trooper First Class - The Trooper First Class is a Trooper who has shown dedication, activity, problem solving, and leadership skills. They are responsible for assisting Troopers with questions and concerns they have. Troopers assigned to the Internal Affairs Unit or State Investigations Division are also ranked Trooper First Class however they possess no command power over lower ranking troopers. ##### Trooper - The Trooper is a regular officer within Hamilton State Patrol. They must take care of the duties given to them by division and unit leaders. They are Troopers that have passed the initial application process, academy, and final examination along with it. --- ### Article IV. Leadership #### The leadership refers to the department leadership and not the leadership of the bureau, division or unit within the department. The department leadership are those who you should seek if there are any issues, questions, or concerns within the department. Department leadership are commanding officers and are the most qualified to answer all questions and deal with any and all problems within the department. Follow the chain of command for any requests. #### Section 1. Colonel's Office * Colonel - The Colonel serves as the department director. The Colonel reserves the final say so on all matters regarding Hamilton State Patrol and decides the final outcome of all administrative matters. * Lieutenant Colonel - The Lieutenant Colonel is the department’s deputy director and serves at the pleasure of the Colonel. The Lieutenant Colonel manages the day to day operations of the department and handles all matters requiring the review of the Colonel’s Office. #### Section 2. Senior Command * Major - The Major serves as the bureau’s director and manages the bureau assigned to them. They handle all matters regarding divisions, units, and other Troopers assigned to them. * Captain - The Captain serves as the division’s director and manages the division assigned to them. They handle all matters regarding their division and units. --- ### Article V. Use of Force #### The State of Hamilton affords law enforcement officers the ability to use force to carry out their official duties. For force to be authorized the individual force is being used on must be committing an offense whether it is obstruction, evasion, ect. Force may NOT be used on compliant individuals regardless of the crime they commited. Troopers who use force against compliant individuals open themselves to lawsuit and legal/disciplinary action. Hamilton State Patrol Troopers follow the Use of Force continuum. The continuum is displayed below. #### Section 1. Continuum ##### Professional: Subject is being compliant and non-aggressive. Troopers should interact with the subject in a professional and non-violent manner. If necessary, troopers will effect an arrest. ##### Intervention: Subject has become non-compliant, aggressive, or being difficult. Troopers shall issue reasonable commands to attempt to gain voluntary compliance. If the subject fails to become cooperative in following commands the necessary force shall be utilized to take the subject into custody. Force should be reasonable in nature and can include OC, taser, or fists. ##### Deadly: Subject poses imminent danger to the trooper or the lives of others around them. Deadly force is authorized to eliminate the threat being posed. At the time the subject no longer poses a threat troopers shall cease using deadly force and effect an arrest if viable. Troopers shall also render aid if viable. #### Section 2. Further Deadly Force Options ##### A law enforcement officer may shoot at a fleeing suspect if the suspect poses an imminent threat of great bodily harm or death to the public shall they escape. Troopers should reasonably decide whether they are in a position to apprehend the subject before resulting to this justification. If it becomes necessary for a trooper to stop a fleeing suspect the trooper should render aid if viable. A trooper may also fire on a car, boat, or helicopter only if the individual operating the vehicle has committed felony evasion. ### Article VI. Department Equipment #### Hamilton State Patrol utilizes various equipment, tools, uniforms, and devices critical to our operation. Department equipment is to be used in an appropriate manner. Employees may not utilize non-department issued equipment, tools, uniforms, vehicles, ect. unless specifically given permission to by the Colonel's Office. The Special Investigations Unit may utilize public weapons to conduct operations. #### Section 1. Uniforms * Hamilton State Patrol employees are required to wear their uniforms while representing the department. * Employees must wear the in-game uniforms or the uniforms listed on the group store. * Employees must wear the formal uniform to any event deemed formal by the department. * Employees may not wear unrealistic skin colors. * Employees may not wear unprofessional faces. * Employees may not wear unprofessional hats. * Employees may not wear t-shirts, pins, collar brass, or any other accessory unless approved by a member of leadership. * Employees may not wear custom uniforms. * Employees may not wear any packages. * **Supervisors reserve the right to instruct employees violating or potentially violating this section to remove the violating object, clothing, or skin tone. Employees who fail to comply with that instruction will face discipline.** #### Section 2. Tools * Hamilton State Patrol employees are required to use tools provided to them by the department. * Employees may not use tools that are non-department issued unless specifically given permission by the Colonel's Office. * The Special Investigations Unit may utilize **legal** public weapons purchased from the gun store to conduct operations. #### Section 3. Vehicles ##### The Hamilton State Patrol fleet consists of numerous vehicles that aid us in carrying out our operations. Our fleet is regulated by division and rank to control who is driving a specific vehicle. * Ford Crown Victoria (Marked) - The crown victoria can be utilized by any trooper assigned to any division within state patrol. * Dodge Charger SRT (Marked) - The marked dodge charger can be utilized by any trooper assigned to any division within state patrol. * Dodge Charger SRT (Slicktop) - The slicktop dodge charger can be utilized by a Cpl+ assigned to any division within state patrol. * Dodge Charger SRT (Unmarked) - The unmarked dodge charger can be utilized by any troopers assigned to the Special Investigations Division or any Lt+ within state patrol. * Dodge Charger SRT (Ghost) - The ghost dodge charger can be utilized by any Sgt+ within state patrol. * Ford F150 (Marked) - The marked Ford F150 can be utilized by any Cpl+ assigned to any division within state patrol. * Ford F150 (Slicktop) - The slicktop Ford F150 can be utilized by any Cpl+ assigned to any division within state patrol. * Ford F150 (Unmarked) - The unmarked F150 can be utilized by any troopers assigned to the Special Investigations Division or any Lt+ within state patrol. * Ford F150 (Pro-ops) - The protection operations Ford F150 can be utilized by any troopers assigned to the Protections Division actively conducting a protection detail. The vehicle will not be driven when a protection detail is not actively being conducted. * Ford Explorer (Marked) - The marked Ford Explorer can be utilized by any troopers assigned to any division within state patrol. * Ford Explorer (Supervisor) -The supervisor Ford Explorer can be utilized by any Sgt+ within state patrol. * Ford Explorer (Unmarked) - The unmarked Ford Explorer can be utilized by any trooper assigned to the Special Investigations Division or any Lt+ within state patrol. * Ford Explorer (Slicktop) - The slicktop Ford Explorer can be utilized by any Cpl+ assigned to any division within state patrol. * Chevy Tahoe (Marked) - The marked Chevy Tahoe can be utilized by any trooper assigned to any division within state patrol. * Chevy Tahoe (Slicktop) - The slicktop Chevy Tahoe can be utilized by any Cpl+ assigned to any division within state patrol. * Chevy Tahoe (Pro-Ops) - The protection operations Chevy Tahoe can be utilized by any troopers assigned to the Protections Division actively conducting a protection detail. The vehicle will not be driven when a protection detail is not actively being conducted. #### Section 4. Database * The Hamilton State Patrol Database is overseen by the Colonel's Office, Bureau Command, and Division Command. The database will be updated consistently to reflect changes made in the department. * The database may not be edited or altered aside from updates to the sections already in it. Any addition, removal, or alteration to the database made without approval from the Colonel's Office will result in disciplinary action. --- ### Article VII. Mandates #### Mandates made by the department will be listed here. Violations of the following mandates will result in disciplinary action. #### Section 1. Patrol Mandate ##### Troopers not assigned to the Special Investigations Unit or actively involved in a protection detail or administrative matter are mandated to patrol the unincorporated areas of the State of Hamilton. The unincorporated areas within the state are not provided police services by the county or municipal police departments and rely on state patrol for primary law enforcement services. Troopers may patrol incorporated areas and any roadway in the State of Hamilton but should ensure the unincorporated areas receive coverage. #### Section 2. Supervisor Request Mandate ##### Hamilton State Patrol troopers, when requested to, must provide a supervisor. A supervisor page that lasts longer than five (5) minutes shall be considered ‘void’ and the trooper may go about whatever they were doing. Troopers who are unable to request a supervisor due to any real-life situation, etc may, instead, provide said civilian with their supervisor’s username. Troopers at or above the rank of Sergeant may deny a supervisor request, but must report the incident to their superior and must provide the civilian with their superior’s username. #### Section 3. Identification Mandate ##### Troopers, when requested to, must provide their name and badge number when requested to in-game. The only exception to this rule is if said trooper is in SIU. #### Section 4. Candidate Ride Along Mandate ##### After passing the Hamilton State Patrol Regional Academy and the final examinations that go along with it, the probationary troopers are assigned to a division. Once the probationary troopers are assigned to a division they are mandated to ride along with a Sergeant or above for a shift before they are released to patrol on their own. #### Section 5. Public Ride Along Mandate ##### The public, upon request, may conduct a ride-along with a trooper that holds the rank Sergeant or above. Members of the public who request a ride-along must not have a active criminal case pending against them, must not have a lengthy criminal record, and must not be involved with any terrorist, gang, or other crimianal organization, nor associate with individuals who are known to obstruct law enforcement officers or individuals known to discriminate against others on the basis of their race, orientations, ect. Members of the public may be denied a ride-along as the department sees fit. --- ### Article VII. Promotional Guidelines #### Hamilton State Patrol maintains strict promotional requirements to ensure the department has competent, experienced, and disciplined supervisors and senior troopers. The department will not promote any individuals to a position without them meeting these requirements unless the individual is interviewed and exempted by the Colonel's Office. #### Section 1. Corporal ##### For promotion to Trooper First Class a trooper must * Have been an employee of the department for at least ten (10) days. * Have possessed the rank of Trooper for at least fourteen (14) days. * Interview with the Sergeant of the Unit. * Not have had disciplinary action taken against them in the last thirty (30) days. * Not have had a suspension or demotion issued to them in the last sixty (60) days. ##### For promotion to Corporal a trooper must * Have been an employee of the department for at least ten (10) days. * Have possessed the rank of Trooper First Class for at least fourteen (14) days. * Interview with the Sergeant of the Unit. * Not have had disciplinary action taken against them in the last thirty (30) days. * Not have had a suspension or demotion issued to them in the last sixty (60) days. ##### For promotion to Sergeant a trooper must * Have been an employee of the department for at least ten (10) days. * Have possessed the rank of Corporal for at least fourteen (14) days. * Interview with the Lieutenant of the Division. * Not have had disciplinary action taken against them in the last thirty (30) days. * Not have had a suspension or demotion issued to them in the last sixty (60) days. ##### For promotion to Lieutenant a trooper must * Have been an employee of the department for at least ten (10) days. * Have possessed the rank of Sergeant for at least fourteen (14) days. * Interview with the Captain of the Division. * Not have had disciplinary action taken against them in the last thirty (30) days. * Not have had a suspension or demotion issued to them in the last sixty (60) days. ##### For promotion to Captain a trooper must * Have been an employee of the department for at least ten (10) days. * Have possessed the rank of Lieutenant for at least fourteen (14) days. * Interview with the Major of the Bureau. * Must have a letter of recommendation from the Colonel or Lieutenant Colonel. * Not have had disciplinary action taken against them in the last thirty (30) days. * Not have had a suspension or demotion issued to them in the last sixty (60) days. ##### For promotion to Major or Lieutenant Colonel a trooper must * Have been an employee of the department for at least ten (10) days. * Have possessed the rank of Major for at least fourteen (14) days. * Interview with the Colonel. * Write a formal interest letter for the position listing relevant experience and why you should be chosen. * Not have had disciplinary action taken against them in the last sixty (60) days. * Not have had a suspension or demotion issued to them in the last eighty (80) days. --- ### Article IX. Outside Employment #### Hamilton State Patrol maintains strict standards for outside employment. Employees may not be employed by: * A private security company operating within the State of Hamilton without expressed permission from a member of department leadership. * A company that discriminates against another person on the basis of their race, orientations, pronouns, religious beliefs, ect. * A company involved in any terrorist, gang, or other crimianal acts. * A company that employs individuals who are known to obstruct law enforcement officers. * A company that employs individuals known to discriminate against others on the basis of their race, orientations, ect. * A company that employs individuals known to be involved any terrorist, gang, or other crimianal acts. #### Employees found in violation of this Article will receive disciplinary action. --- ### Article X. Appeals Process #### Hamilton State Patrol affords the right to appeal disciplinary action to all employees. The appeals process is outlined below. #### Section 1. Beginning Process * Employee must have received a strike, written warning, suspension, demotion, termination, or blacklist. * Employee must fill out the appeals form in the discord server and submit it to their Bureau's Major. If the Major issued the disciplinary action the appeal is to be submitted to the Lieutenant Colonel. If the Colonel's Office issued the discipline the appeal shall still be given to the Colonel's Office. * Employee must wait until their appeal is received and reviewed. #### Section 2. Appeals Board * Upon the appeal being received and reviewed an Appeals Board will be established. The Appeals Board will consist of 7 current employees, one (1) major, three (3) supervisors, and three (3) troopers. Employees serving on the board will be randomly chosen. * The appeals board review will be public to department employees. * The board will hear an explanation and receive evidence from the individual who issued the disciplinary action. * The board will then hear an explanation and receive evidence from the individual who received the disciplinary action. * The board may request additional evidence from either party. #### Section 3. Appeals Outcome * The board shall then be afforded at least twelve (12) hours to render a decision. * Shall the board rule to uphold the disciplinary action,the action will stand. The employee may appeal the board's decision to the Colonel who will have final say so on the validity of the disciplinary action. * Shall the board rule to reverse the disciplinary action, the action will be reversed. The issuing party may appeal the board's decision to the Colonel who will have final say so on the validity of the disciplinary action. The Colonel will rarely, if ever, reverse a board decision and if so, shall publicly make a release to the department on why that decision was made. --- ### Article XI. Disciplinary Guidelines #### Hamilton State Patrol maintains the outcome of any policy violation on the chart below for employee review. The Colonel's Office reserved the right to exceed a disciplinary level as needed. #### Disciplinary Outcomes | Offense | Description | Punishment | | ------------------------- |-------------|---------------- | | Minor Handbook Violations | Minor handbook violations are violations of the handbook that do not cause injury to the public, members of the department, or the reputation of the department. Such examples include uniform violations, vehicle violations, radio usage violations, ect. |Will be disciplined with a written warning or suspension no greater than one (1) week. | | Major Handbook Violations | Major handbook violations are violations of the handbook that do cause injury to the public, members of the department, or the reputation of the department. Such examples include immaturity on duty, conduct unbecoming, failure to identify, failure to provide a supervisor, gross disrespect, violating the chain of command, ect.|Will be disciplined with a suspension no less than one (1) week nor greater than two (2) weeks. | | Activity Violation | Activity violations are violations of the department mandatory activity policy. Troopers who obtain three (3) activity strikes are written up for violation of the activity policy. |Will be disciplined with a two (2) day suspension for the first offense, a seven (7) day suspension for a subsequent offense, and termination for a third offense. | | Duty to Intervene Violation | A "Duty to Intervene" violation occurs when a department employee fails to intervene in an excessive force situation involving a fellow trooper or another law enforcement officer. |Will be disciplined with a suspension no less than two (2) weeks nor greater than four (4) weeks. | | Abuse of Tools Violation | An "Abuse of Tools" violation occurs when a department employee utilizes their department issued equipment in a manner it is not intended for. | Will be disciplined with a suspension no less than one (1) week nor greater than two (2) weeks.| | Excessive Force Violation | An "Excessive Force" violation occurs when a department employee violates the Use of Force guidelines the department establishes and/or uses excessive force against a member of the public in a manner that violates their rights to not be unlawfully seized. |Will be disciplined with a suspension no less than five (5) weeks nor greater than ten (10) weeks. | | State Law Violation | State Law violations occur when a department employee violates state law. |Will be disciplined with a suspension no less than three (3) weeks nor greater than six (3) weeks. | | High Crimes Violation | A "High Crimes" violation occurs when a department employee commits treason, assasination, murder, sediton, terrorism, or other related offense whether committed or attempted, on or off duty. |Will be disciplined with immediate termination. | | Resignation w/o Notice Violation | A "Resignation w/o Notice '' violation occurs when a department employee resigns or leaves the server without giving twenty four (24) hour notice to their supervisor.|Will be disciplined with a blacklist to expire after eight (8) weeks. | | Game Ban | Self explanatory. |Immediate Termination | --- Signed by, jt31050225 Acting Colonel Hamilton State Patrol
