# Making Celo Governance Easier for Everyone

Hello! If you're not familiar with Celo's governance system, don't worry – we're here to help. We've noticed that more people are sharing proposals using the Celo protocol's native governance method. Here's a simplified guide to understand the process better:

## Step-by-Step Process

1. **Express Interest:** Start by creating a forum post to see if the community and key stakeholders are interested in your proposal [here](https://forum.celo.org), make sure you post in in the Governance Category.
3. **Draft Your Proposal:** Make a draft proposal by submitting a pull request on the [Celo Governance Github Repository](https://github.com/celo-org/governance).
4. **Join the Meeting:** Add your proposal to the agenda of the next governance meeting by commenting on the next scheduletd [GitHub issue](https://github.com/celo-org/governance/issues) or [forum post](https://forum.celo.org/c/governance/).
5. **Present Your Proposal:** Attend the meeting to present your proposal. You'll have time to explain and answer questions.
6. **Address Feedback:** Listen to feedback from the meeting and forum and make necessary adjustments to your proposal.
7. **Request More Feedback:** Continue refining your proposal based on feedback until you're confident it's well-structured.
8. **Submit Your Proposal:** When you have adressed all the questions and community feels satisfied with all the concerns, you can use [Celocli](https://www.npmjs.com/package/@celo/celocli) to officially submit your proposal to the protocol and the On-Chain proces can start.
9. **Check the Visual Page:** You can also use the community-run visual webpage [celo.stake.id](https://celo.stake.id/#/) to see your proposal and others.

## What You Need to Get Started
You don't need to be an expert. These are the minimum things you'll need:
- Familiarity with [GitHub](https://github.com/) and pull requests.
- Good communication skills to explain your proposal.
- Attend a governance call to share your proposal.
- Basic knowledge of using [celocli](https://www.npmjs.com/package/@celo/celocli) if you are not familiar you can always ask for help to any Celo Governance Proposal Team.

Don't worry if you're not confident in all these areas – the community is here to support you!

## Asking for Funds? Be Responsible!
Many proposals request funds from the [Celo Community Fund](https://www.celocommunityfund.xyz/). Here are some important points to remember:
- Celo's funds are limited and in CELO, which can change in value and you always need to make your propsals in terms of Celo.
- Consider real-world costs and how CELO's value fluctuations might impact your proposal.
- Selling too much CELO can affect the community, so be mindful, you always can think and propose stages for your propsal and a schedule of how many Celos are you gonna request in the timeline detailed schedule.

## Technical Details Made Simple
- Use a multisig wallet with multiple signers for security you can always think about using [Safe](https://safe.global/).
- When submitting your proposal, provide a multisignature address for fund withdrawal.
- The value of funds is in CELO, and 1 CELO is equivalent to a big number called Wei, you can use this [tool](https://eth-converter.com/) to express Celo in Wei.

### What multisig wallet is the best to use?
> As a rule of thumb the mulisig should be at least a 2/3. Meaning that there should be at least 3 signers and to verify a transaction at least 2 of the signers must sign the transaction.
>
While CELO has two gnosis safe forks. The [old version](https://old-safe.celo.org/#/) and the [new version](https://safe.celo.org/), these will eventually reach end of life and it is not recommended to use these.

The two wallets that are recommended to use are here(with a couple a caveats):
- [Celo Terminal](https://celoterminal.com/)
- Celo terminal has a native transferFrom function that will allow you to withdraw directly from the governance contract but it should be noted that it only pulls data up until a certain previous block. After your governance proposal falls into a block that is not tracked you will have to use the smart contract inspector application within Celo Terminal to excecute the transferFrom function.

- There is no native transferFrom function but a community member did write a tutorial for others to help them withdraw funds. It can be found [here](https://hackmd.io/@bacbEY7zQzOvotKS1npyfA/BkmRUiD8h)

## What Approvals Involve
Approvers are like auditors who ensure the network's safety. They check if your proposal is:
- Aligned with code and discussions.
- Won't harm the network or cause issues.
- Can be verified by others.

Remember, appovers don't decide on policy matters – that's for the voters.

### What do the approvers look for?
It helps to know what the approvers are looking for. Firstly, the Approver role is technical – more like an auditor – and is mainly about ensuring the safety of the network and preventing attacks on governance. Here is a non-exhaustive list of items they audit:
- Every Governance proposal has to be approved by a 3-of-N multisig established before mainnet launch and comprising a range of individuals from the community. (That approval used to have to happen before the voting started; now it happens in parallel, and just has to be done before a proposal is executed).
- Make sure the proposal does what it says: Does the CGP match the code to be executed?
- Are there any unintended side-effects or ambiguities that are not covered in the CGP?
- Does the CGP and the code match the discussion on the forum?
- For proposals that refer to the M-of-N multisig, is it really a multisig, is M right, N right, are the members’ addresses stated publicly on the forum, and any reason to believe they may not be who they say they are?
- Make sure the proposal does no harm: It is all too easy to do something that irreversibly and totally borks the network. Are we certain the proposal is not going to break any dapp or part of the core contracts, or cause funds to get stranded, or put the security of the network at risk?
- Make sure voters can verify the proposal: does the released version of celocli allow a user to look at the proposal and CGP and come to their own conclusions about the above?

### What the approvers’ believe their role is NOT:
- Policy: e.g making a decision on whether X should receive funds from the community fund – that’s for voters.
- Quantitative parameter settings: Whether a parameter should be X or Y, so long as either don’t violate the bullets above, should be for voters, not approvers.

So you’ll see by this definition, Approvers are almost never going to not approve a proposal asking for funds, provided the proposal is well-formed, and consistent. In the current framing, that’s up to the voters to decide.

## Who's in Charge?
Approvers include experienced community members and professionals who understand the protocol well. They ensure the safety of the network, and their role is not about making policy decisions.

- Rob Witoff – former Chief Architect at Coinbase, former CTO at Polychain Labs, and CEO, Unit 410
- Eran Tromer – Professor of Computer Science at Boston University, and Founder, Sealance
- Kobi Gurkan – cryptographer at cLabs, and head of research at Geometry
- Plus two others who for personal reasons wish to be rotated out.
