Dockerfile is changed.

Because of this,
Cppcheck version is also changed.
Therefore,I think it is better to intall Ubuntu 20.40 than Ubuntu 18.04, If you will intall Ubuntu.

I think that the code does not case "Shifting by a negative value is undefined behaviour".
Perhaps, this is false positive.
I think after I finish creating ST_Statemanerger for review, I will investigate it again.
