Main Use Case:
- Let experts maintain Expert Discussions of open Change Requests directly in the documents without changing the original document.
- Let Concept Owners work on their Concept in a separate folder with full tooling support.
- Let users build a playground to experiment with document changes and even commit those changes.

WG-AP-ST uses own SM module. In parallel, CCT is preparing SM.
During R22-11, WG-AP-ST continues to use own SM module due to resource limitation.
If CCT SM is fixed at End of 2022, WG-AP-ST migrate to CCT SM for R23-11.
