Update Governance Guidelines A new section will be added to the Governance Guidelines under **“Grants Programs”**: ### Grants Program Accountability > All future community grants programs administered through or by Nouncil must include a clear requirement for final reporting by grantees. > > If a grantee fails to submit a final report within the designated reporting window (set by the program’s administrators), they may be publicly marked as non-compliant and formally removed from Nouncil, including Discord access and eligibility for future funding. > > The removal process may be executed by any two Nouncillors via a removal proposal, following the existing procedure under “Removal of Members.” --- ## Note During Round 2 of the Permissionless Grants Program, **35 projects** were funded. Of those, only around half were completed and reported. With many reports submitted late and others still missing, it's important for Nouncil to acknowledge this breakdown, learn from it, and take steps to uphold standards moving forward. This bill aims to codify that expectation and enforce appropriate retroactive action.
