Carbon Farm Network Software Plan 10/24

This comes out of a discussion with the goal of reaching some level of completeness this fall, doing a realistic test in December using 2024 data, starting with the 2025 season with CFN running in parallel with their spreadsheet. The 2025 season will be iterative, with fixes/enhancements being made as the software is used.
