**Mr. Nodar Kherkheulidze** holds his MPA degree from Eastern Washington University (EWU) and has over 16 years of professional experience in public administration, both in practice and academia. In the government, Mr. Kherkheulidze served as the Chief of Staff of the European Integration Committee, Deputy Director of the Administrative Department at MFA, and Chief of staff for State Minister's office on Conflict Resolution Issues. After eight years of civil service in the legislative and executive branches of the government, Mr. Kherkheulidze joined academia in 2012 and today directs Public Administration programs at the University of Georgia. Since 2014, he has actively collaborated with various local and multinational non-profit organizations to provide consultancy in PA research, public policy analysis, good governance, policy and capacity development, monitoring, evaluation, accountability, and learning (MEAL). Mr. Kherkheulidze has joined the OGP IRM team in 2019 and has conducted research and assessment of National and Local action plans, including the Open Parliament action plan for 2018-2019.

Nodar Kherkheulidze 在學術 / 實務上已有逾 16 年的公共行政經驗,期間曾出任歐洲一體化委員會的幕僚長、外交部行政司次長、政務委員辦公室主任等職務。在八年的公務職涯後,Nodar 重返學界服務,在喬治亞大學指導公共管理課程。
自 2014 年以來,他與各個當地及跨國非營利組織積極合作,在 PA 研究、公共政策分析、政策治理、能力發展、監測及評估、問責和學習等方面提供諮詢。Nodar 更於 2019 年加入 OGP IRM 團隊,對國家和地方行動計畫進行研究和評估,包括 2018-2019 年開放國會行動計畫。
簡言之,Nodar 為對於開放國會進行獨立審查有經驗的研究員,曾經負責喬治亞共和國國會的開放行動方案之 IRM 研究,因此對於以民意代表組成的立法機構,能夠掌握其所需的開放精髓和特性,提供專門的見解。
這次除了邀請 Nodar 來進行分享,也希望未來能進一步請教 / 邀請他協助臺灣開放國會行動方案之 IRM 推動。
