Previously a full-time senior engineer, Hsiao later became increasingly interested in social issues, and launched the "National Treasure" civic tech project. He has recently produced an updated translation of the 《愛沙尼亞數位治理之法律架構》( The legal framework of digital governance in Estonia )。 In 2018 and 2019, he joined the OGP summit, and he currently serves as a MSF member for Open Government and Open Pariliament in Taiwan.

過去為專職的資深工程師，後來開始關心社會議題，發起國家寶藏的公⺠科技專案，近期更翻譯整理出版《愛沙尼亞數位治理之法律架構》。曾參與 2018 、2019 國際開放政府高峰會 ( OGP Summit )。目前為開放政府和開放國會的 MSF 委員。
