Kristian Ablan is a lawyer based in the Philippines with over fifteen years of experience in government and public policy. He has served government in various capacities as solicitor, local legislator, and policy advisor, at the House of Representatives, the Office of the Solicitor General, the Provincial Government of Ilocos Norte, the Public-Private Partnership Center, and the Commission on Elections. He was awarded Outstanding Legislator for the Youth by the National Youth Commission in 2009, and a New Zealand ASEAN Scholarship Award in 2013.

Kris is currently the Undersecretary for Administration, Finance, and Freedom of Information for the Presidential Communications Operations Office (PCOO) in the Philippines. In July 2016, President Rodrigo Duterte signed an Executive Order operationalizing Freedom of Information in the Executive Branch and Atty. Ablan was tasked with carrying out the program. Since then, he has led efforts to produce a model FOI manual for all agencies, revive the Open Data Program to compliment FOI, establish an on-line FOI facility (www.foi.gov.ph), advocate FOI ordinance for local governments (58 ordinances), and establish an inter-agency FOI exceptions committee, as the FOI Program Director. Kris is the country’s representative to the International Conference of Information Commissioners (ICIC).

In 2000, Atty. Ablan earned a bachelor's degree in legal management from Ateneo de Manila University, and in 2005, he earned a law degree from the University of the Philippines. At the University of Auckland, he also obtained a postgraduate diploma in development studies and a master's degree in public policy. Kris received additional professional development at the Harvard Kennedy School of Government, the Lee Kuan Yew School of Public Policy, and the Asian Institute of Management. He recently received a Master's Degree in National Security Administration from the National Defense College of the Philippines. Kris holds the rank of CESO II in the career executive service.

出身法界 Kristian Ablan 在菲律賓有著豐富的政府、政策參與經驗，曾在公部門擔任過許多不同的職位，包括律師、立法者和政策顧問。

目前是菲律賓總統通信運營辦公室 ( PCOO ) 主管行政、財務和信息自由的次長。2016 年菲律賓總統簽署的行政部門資訊自由法便是由 Ablan 負責法律執行。不僅致力於推廣與普及資訊自由法律，也重振了菲律賓開放資料平台，並建立了資訊自由法律線上平台 www.foi.gov.ph。

作為 OGP 開放政府夥伴關係聯盟創始的八個國家之一，菲律賓至今仍持續推動 OGP 並執行國家行動方案。菲國「總統府新聞局資訊自由暨專案管理辦公室」於今年七月特別邀請臺灣相關人員與會，分享臺灣開放政府的經驗。因此，本次也邀請了次長與會分享，期盼能建立更長遠的夥伴關係。
