{%hackmd theme-dark %} # The Most Serene Solar and Intersolar Confederation > "The State is a sapling: Waters of change may drown it, and rays of fear may wither it, but well-tended it will one day bear fruit." --- Excerpt from *A Comprehensive Guide to the Tennants of Solar Statescraft*, (120 AAA), Ministerial Publishing House, Neue Waldstädte / Terra /Sol. --- While the Void between the stars is infamously turbulent, there are a small handful of regions in relative peace. Most notably among these small idyllic patches is the Sol System: The capital of The Most Serene Solar and Intersolar Confederation (SolGov for Short), where near infinite legions of state officials work tirelessly to maintain societal stability and public order. Life in the SolGov Core Sectors is shaped by the exceedingly complex and tangeled code of solar law - natural enough so that it need not be explained to citizens, yet too complicated to ever be explained to a foreigner in a lifetime. In order to maintain its current standard quality of life vastly above the galactic average, SolGov has diverted the majority of its manpower to its internal institutions, assimilating the majority of the private sector into the civil - or military - services, working in shifts around the clock to guarantee just one simple promise to the SolGov Citizenry: That the coming generations will be able to enjoy the same prosperity as their ancestors, without having to share their fears. ## CULTURE SolGov's culture is primarily dominated by a long daisy chain of perceived duties to serve, with most individual citizens feeling the need to serve society at large, society at large feeling the need to serve the government, and the government feeling the need to serve the individual citizen, with said groups also overlapping to the point where the line between individual, society and government has been almost blurred beyond distinction. The most basic of these duties to serve being the universal conscription, where each citizen must serve atleast 2 months in the military, 11 further months in either military or civil service, and 30 further years as either a military or administrative reservist. However despite the all the years passed since SolGov was formed, SolGov's culture still feels a very deep connection to it's cradle on Terra, which is even felt by non native SolGov citizens. While Terra is as now once again a pristine jewel of lush verdance, the horrible devastation that was once inflicted on it's natural beauty has caused a profound appreciation of all things considered "natural". This appreciation for the natural world, in combination with a general highly traditional way of life and highly conservative and vaguely collectivist values (not in the party-political sense) have lead to most of SolGov culture being dominated by a vaguely defined sense of spiritual connection to nature, with society and it's institutions being simply seen as a larger force of nature to which sentient beings are naturally attuned. In contemporary times, this has manifested in a few ways: * Vaguely paramilitary society, with most civilians expected to be able to answer conscription notices given only moment's notice, institutions having a clear internal rank structure and corresponding uniforms, and said rank in one government institution translating directly to the lowest rank of equal status in other institutions * Heavy Emphasis on Procedure in order to ensure societal Stability, significantly lowering both logistical and administrative effort needed to respond to crises * preferences of Wood, Horn, Leather and Plant based Textiles due to them being "living" material, with them being used liberally for interior decoration and all things intended for direct bodily contact. * a increased reliance on more rudimentary technology (faxes, phones, pens and paper), more advanced technology (digitalization in general, cybernetic enhancements, ect.) being avoided whenever possible, and a complete avoidance of reliance on synthetic lifeforms in favour of relying on organic manpower. * Exceedingly great efforts to terraform other planets into earthlike planets, biome preference given to cooler temperate zones and temperate rainforrests, with even smaller SolGov space stations containing either a small public greenhouse module or quantities of potted plants. ## RELATIONS While SolGov actively pursues it's own national interests, SolGov still sees itself (and is seen by others) as a nominally neutral nation, and as such goes out of its way to maintain cordial relations with other polities. [FILL IN REST AS SOON AS WE FINALLY KNOW WHAT OTHER FUCKING FACTIONS EXIST] ## The Department of Administrative Affairs Originally a supportive office intended to aid other institutions in tackeling miscelaneous problems with policies and interdepartmental coordination, the Department of Administrative Affairs has become to most powerfull organ of the Solar and Intersolar Governing Body. Under the Department of Administrative Affair's oversight about 40 billion administrators, officials and civil servants across SolGov Space proudly pin brass rank-pips to their meticulously starched collars, sacrificing roughly 12.000.000 Liters of Ink, 60 Hectars of blotting paper, and 24 Billion bricks of Sealing Wax in the name of a better future every single weekday. - All civil servants and administrators start their career in the Department of Administrative Affairs, and even those promoted into a different Department or Service Branch frequently interact with it. As such all of SolGov's public sector is intimately familiar with the Department. - The Department primarily only concerns itself with preserving the current Status Quo, and does not pursue any active agenda. ## Solar Companies / The Sonnensöldner As all able-bodied SolGov citizens are required to be drilled in military matters, The Most Serene Solar and Intersolar Confederation permits all who have served their 13 months of conscription to offer their services as a Sonnensöldner - A state certified elite mercenary - to either one of the many Solar Mercenary Companies or as a standalone specialist. While they are prohibited from ever breaking Solar Law or bringing another SolGov Citizen to harm, the Sonnensöldner and Solar Companies offer a wide range of services: - The Expeditionary "Red" Companies (Reisekompanien), which specialize in direct frontline combat. While trained in usage of long-arms and archery, their true colours and talents are shown in the vicious and violent slaughters that befall anyone in range of their Longswords and Polearms. Said "true colours" also apparently seem to be the visceral scarlet splotches and the rust-red gore they inevitably end up covered in, earning them the nickname of "Red" companies. - The Stewardship Companies (Verwaltungskompanien), which are elite gendarmerie specializing in military and civil policing. Be it for the sake brief assistance as chartered SWAT units, to proclaim and maintain martial law, or even to run entire nations as military juntas: For a slight fee the Stewardship Companies will gladly enforce Solar Law and help in smoothing over any administration's dificulties and restore the rule of law. The only hidden cost is that while Solar Law is enforced, local law is not, sometimes resulting in the Sonnensöldner openly overthrowing the government they are employed to support. - The Pioneer Companies (Pionierskompanien), which specialize in military engineering and frontier-establishment. Be it the building of bridges, digging of trenches, raising of breastwork, taming of savage wildernesses, or even rudimentary terraforming: Both Battlefields and Frontlines are like clay in their hands, as long as it is in accordance with their regulations. - The Information Companies (Evidenzkompanien), which specialize in intelligence and black operations. Their Field Operatives report in such detail that even a transcript of a 30 second conversation might have a few dozen pages worth of supplementary materials, their black chambers copy every piece of correspondence in their area of operations, and their Spymasters have more information on enemy logistics than even the enemy themselves. Clients of information companies are usually only dissatisfied with their propagandists' constant stream of pro SolGov brainwashing, and the fact that a copy of all dossiers gets faxed straight to Terra ## The Terran Regency While SolGov is formally separated into the "Solar" core sectors - Which function as directly democratic federal cantons - and "Intersolar" frontiers - which are under stratocratic martial law - the Sol System itself is ruled centrally from the administrative palaces that cover Terra's continents. In the deepest bowels of it's historicist office complexes, the Terran Regency tends to the governing of Intersolar sectors. As it is the last vestigial remnant of TerraGov (to the point of sometimes still refering to itself as such), the Terran Regency has secured itself a special position first sector among equals: - The Terran Regency plays an active role in both the governing of the Sol system and the military administration of Intersolar Sectors. By consequence of controlling the frontiers, the Terran Regency also directly coordinates and enforces the borders of SolGov space and any customs or tariffs. - If a state of emergency is declared — be it regionally or in the entirety of The Most Solar and Intersolar Confederation --- the Regency is granted extensive emergency powers. - The Terran Regency is the only authority permitted to pass death sentences in Solar Cantons, and only SolGov military units serving under the Terran Regency are permitted free movement among two Solar Cantons. ###### tags: `Lore`
