0. Resolved, now to:
- add functions that it enables
- Jubilee: gather, scatter
- cleanup other implementations?
1. No objections, ask... Mark probably?
2. Process:
- Vector type experiment?
- Rename repo
- PR with `git subtree add`
- See https://github.com/rust-lang/rust/issues/70651 for reasoning
- Briefly: Subtrees are "sub-repo by value", easier to diff in 1 PR
- Submodules are "sub-repo by reference", require multiple PRs for 1 change
- aim at `library/portable-simd`, next to e.g. `library/stdarch`
