# Statuto della Costituzione di Civitatis Vaticanae > In the name of God and in pursuit of justice, peace, and spiritual welfare, we, the people of Vatican City, solemnly establish and uphold this Constitution as a testament to our shared values and aspirations. --- ## Article I: The Papal Sovereignty ### Section I The Papal authority is indivisible, supreme, and unchallengeable within Vatican City. ### Section II The Pope, as the Vicar of Christ and the head of state, embodies the highest authority, guiding and protecting the spiritual and temporal welfare of the citizens. ### Section III The Pope, elected by the College of Cardinals, serves as the spiritual leader, moral guide, and representative of divine will in matters concerning Vatican City. ## Article II: Fundamental Rights and Freedoms ### Section I All citizens possess inherent and inalienable rights to freedom of religion, expression, assembly, and association. ### Section II The right to life, liberty, and security of person is inviolable. No individual shall be subject to torture, cruel, or degrading treatment. ### Section III Equality before the law, irrespective of faith, gender, race, or social status, is guaranteed. Unless those ideals don't aren't permitted by the bibles teachings. ## Article III: The Papal Council ### Section I The Papal Council, comprising select Cardinals, clergy, and appointed officials, advises and assists the Pope in matters of governance and policy formulation. ### Section II The Council, convened by the Pope, deliberates on crucial decisions concerning Vatican City's welfare, administrative policies, and social programs. ## Article IV: Judicial Apparatus ### Section I The Vatican Judiciary, comprising experienced jurists and legal experts, administers justice independently and impartially under the guidance of the Pope. ### Section II The pope shall create the formation of the judiciary and shall designate anyone to it. ## Article V: Legislative Assembly ### Section I A Legislative Assembly, composed of representatives appointed by the Pope from various sectors, formulates laws and regulations in accordance with the values and teachings of the Catholic Church. ### Section II Laws enacted by the Assembly require approval from the Pope to come into effect, ensuring alignment with Vatican City's principles. ## Article VI: Protection of Sacred Spaces and Cultural Heritage ### Section I Vatican City's sacred spaces, historical monuments, and cultural heritage sites are safeguarded and preserved to maintain their spiritual, historical, and artistic significance. ### Section II Conservation efforts ensure the integrity and authenticity of religious sites, artifacts, and treasures for future generations. ## Article VII: Citizenship, Duties, and Responsibilities ### Section I Citizenship is conferred based on criteria established by the Papal Council, reflecting dedication to the values and ethos of Vatican City. ### Section II Citizens bear the responsibility of contributing positively to the common good, upholding moral values, and fostering harmony within the community. ## Article VIII: Amendments and Revisions ### Section I Amendments to this Constitution necessitate deliberation and approval by the Papal Council and subsequent ratification by the Pope. ### Section II Amendments must not contravene the fundamental rights and core principles enshrined in this Constitution. ## Article IX: Supremacy of the Constitution ### Section I This Constitution stands as the supreme law of Vatican City, prevailing over conflicting laws or decrees. ### Section II All authorities, institutions, and individuals within Vatican City shall adhere to and respect the provisions of this Constitution. ## Article X: Ratification and Implementation ### Section I This Constitution, having been meticulously crafted and ratified by the Papal Council and solemnly proclaimed by the Pope, shall immediately take effect, guiding the governance and affairs of Vatican City.
