# The Administration Tier List - by Purple Lurple
## Administration? What?
#### I don't remember the last time I've done a tier list, it was probably a memey one. This time I will actually put effort into it, by delving into the administration of various countries. I will not take into account the diplomatic situation too much, as lately I am not up to date on what's happening in the world anyway and these things can easily change. The only things I will focus on is how the country has been managed, and what could be done to improve it. Thus the higher the tier, the less I can criticize about the management. I will not rate all countries, I will rate all GP's and a few to my liking. Sorry if yours is not one of those (although you may always pay me with ducats to rate it anyway).

### S Tier
**Oirat**
Doing well in ideas considering all the coring he's done.
Estates great, economy decent (for a horde). Can lower autonomy on the gold mine after this war and make some extra ducats.
Is over governing capacity but tech 8 adm will help (and his next reform, if he wants that one).
Quite some debt, but that's to be expected from a horde and having had to fight so many players.
Improved by:
- honestly, I couldn't find anything except him still running war taxes. But this might be a conscious decision considering he is so ahead in mil points.
**Brunei**
Second highest income. Maxed on ideas. Good amount of dev clicks`.
Is above governing capacity because of his mandala reform, not sure if he wants to keep that wth the malus governing capacity now gives to dev cost.
I would run a third colony with this income. not many better things to spend your money on.
Nothing more to say, a well managed country.
Improved by:
- for the 2nd highest income he probably could have spent more on advisors, in which he is #6 right now
**Orissa**
May not have a high rating on most tier list, because he's pretty poor, boxed in and not very strong. But his country management has been impeccable. great amount of dev clicks & ideas for someone in his situation, 1v2 death war (that he won, by the way).
Has culture converted and can almost shift telugu.
Estates great, advisors at a good level for his income.
He will really want a stab for prosperity, but is likely waiting on some more conversions to make it cheaper.
Improved by:
- the only real improvement I can mention is him running missionary strength edict in 3 states, while having only one missionary. Ironically, the state he is using that missionary in isn't one of those 3!
**The Fire Nation**
Great use of vassals for expansion, allowing him to finish eco ideas at a good timing, and conveniently also allowing some nice reconquest wars in the future. Overal great management for estates and advisors. Has low crownland but probably due to him juggling it at low % for ducats, to gain an edge in this volatile region.
Improved by:
- fixing diplo relations. Do you really need access to wei, oirat and uesugi?

### A Tier
**Uzbek**
Not far behind on ideas. Good on tech
Will probably click that sikh button at some point considering how OP it is
Can lower a lot of autonomy but it will spawn rebels he might not want to deal with right now, as he has low manpower.
Can gobble up plenty of lands still from Timurds and Delhi (which he currently is doing).
Many formation options
Overall well managed. Hordes aren't easy and this debt is pretty low, considering bahmanis deathwarred the hordes
Improved by:
- can earn slightly more from trade by transering from siberia
- is running war taxes for 2 mil/month. but ahead in mil so maybe it's a conscious decision. still painful though
- Thunder likes pressing that free money button, but In my opinion it's better to take loans. he is going to be forced to spend a lot of mana (so much mil banked, still having to core a lot) that the increase in all power cost (from corruption) will hurt him a lot.
**Ottomans**
Had to bankrupt after the mamluk war, country looks pretty good keeping that into consideration. I'd have gone greedy and taken the important part of mamluks, and one syria province. to do a nice reconquest later. But maybe he felt it would spread him too thin.
In debt again, but good income so should be handled quickly.
3-2-2 advisors is alright considering the other great powers. He could afford more, but has popped the building construction mission so likely wants a good balance to make use of it.
Has military reform for 9 more years AND a strict ruler. could quite easily start a big war without making it a deathwar.
Good amount of dev clicks. Good on ideas & Estates.
Improved by:
- remove two missionary edicts, you aren't using your missionaries anymore
- lowering autonomy
- is over diplo limit, but has to drop great horde anyway cus they're both top 5 GP.
**Lanfang**
Looks decent already, and is actually much stronger once he finds the admin to core all the land he unstated ( to switch to Siam culture). That's over a 1000 admin though to restate, and he hasn't even started on eco ideas. AND has soooo much free land in indochina, since all the players there died/left. Good thing he is on admin focus. Still has quite a bit to conquer & core before he can form Siam. I would keep using vassals like he already has been using.
Improved by:
- collecting in siam, at least until you have restated your Malacca land. You're just giving Brunei free money now.
- getting a lvl 2 adm advisor, every little bit helps.

## B Tier
**Cologne**
The best managed country in Europe. On par with ideas and tech. Not many dev clicks but has been struggling with terrible rulers. Third in building value, and he hasn't even popped the building mission yet. Should probably have spent more on advisors though, a lot of those workshops barely do anything.
Improved by:
- spending more on advisors.
- ask burgundy to help you become Norse! they can help you gain Northumberland and let you borrow Zelande. Leeroy worked very hard on this religion!! I bet it's really cool.
**Bahmanis**
Recently lost a war against the hordes, currently bankrupt because of it, so I'll refrain from mentioning his current economic state too much.
1-1-1 advisors, pretty normal during bankruptcy. Seems a bit behind on ideas, even considering the bankruptcy. looking at his past rulers, he's had shitty ones since 1467, ouch. Surprisingly low amount of dev clicks, only 2.
looking at skanderbeg, has spent very little on advisors (for a major country), and the most out of anyone on fort maintenance. maybe it was because of his diplomatic situation, but I think if you can spend that much on forts you can also spend more on advisors. Estates good.

- see if you can mothball more forts in the future, if the diplomatic situation allows for it.
**Great Horde**
Took admin tech 8, I would have finished eco first. Screwed up his timing of national focus and is therefore stuck on mil, instead of adm to fill out eco. Estates good
Low dev clicks for one being ahead on all techs, could probably have done that more efficiently by falling behind on dip.
has quite some debt, but his balance will be a lot better after coring and lowering autonomy. The debt will still be hard to pay off.
This provides an opportunity however, he could go into a death war and just bankrupt afterwards :), essentially making it free money!

**Qara Qoyunlu**
Almost on time with ideas. Which is good considering the death war he had to do. He took admin tech 8 instead of finishing eco, I'd have done eco first.
Is one of the few countries that actually lowers autonomy everywhere.
He has more buildings than I would have expected from one in his situation.
Correctly used vassals instead of just coring everything.
Estates look good.
Low dev clicks for someone ahead on every tech
Has banked manpower but very few troops, because he wants to finish his manpower agenda.
This comes at bad timing though because with AI mazandaran declaring on AI Timurids, this could be easy expansion before uzbek gobbles it all up.

## C Tier
**Ngati Toa**
who? Yes, the polynesian that is actually being played. So obscured, you won't even find him in #player info.
Has spent the most amount of mana on devving, out of everyone. but only to reach a mid-to-high dev click counter. how? by devving two woods to 36 and 41 of course ;)(not even for two institutions)
A lot of ideas. took tech 9 mil already for some reason, should have devved the mil instead.
other than the inefficient devving he is doing alright, popped his golden era. maybe to fill ideas faster . Estates are good.

**Burgundy**
Has 14 heavies that he's paying for, while being allied to the others that have defeated england with him. He might have a good reason for it, but it seems strange to me, so much wasted money. Could easily afford higher level advisors, even while paying for these heavies. He lowered autonomy everywhere, which is good.
Improved by:
- estates could be better
- dip focus to fill out ideas wouldn't have been a bad idea.
- a stab would have been much better than taking admin 8
- the heavies, are they really needed?

## D Tier
**Aragon**
Is #2 GP, big Naples *and* Savoy as subjects, 4th highest income and estates look good. Not bad, but things could be a lot better. He stayed on mil focus too long (still is) and therefore only has 7 quality ideas and 0 in economic. He's also overflowing on mil now, which is not efficient. He should have gone admin focus a while ago. Should probably also have used more vassals instead of coring everything, not just for the adm points he could have used for eco ìdeas but also because he's above governing capacity already.
Improved by:
- adm focus to fill out eco
- get the 50% cheaper adm advisor that is just sitting there, lvl up to 4
- higher level advisors in general, but perhaps after building some of those juicy temples
- improve relations with the pope. 7 cardinals, highest tied with france, but they're just being wasted due to the relations modifier
- with England defeated, I feel like you don't need those heavies anymore. they're costing you a lot every month
- lower autonomy everywhere

## F Tier
**France**
It's rare to see the #1 GP this mismanaged. only 3 ideas. barely any estate priviliges. behind in tech. only running lvl 1 advisors. sure, it looks like he's been very unlucky with rulers. a 1-1-1 for 8 years, 2-3-0 for 13 years and now this 4-0-0 for 7 years. But for a country like france, you really shouldn't be dependent so much on ruler skill. Only 2 dev clicks as well so it's not like that's where his mana went.
he has expanded administration 4 times for a whopping 110 reform progress. In my opinion it's better to get new government reforms and just have a vassal around until you get more governing capacity.
with england defeated and you being allied to the other nations expanding there, is there really still a need for those heavies? let alone making 5 more. Seems like that money could be better spent.

- deleting/selling heavies
- lowering autonomy
- using vassals for expansion
- fix estates.
- improve relations with pope, to actually use your 7 cardinals better
