廖世偉教授在矽谷工作 22 年,任職過史丹福大學、Google 和 Intel。參與過 Intel 超執行緒技術研發平行運算及最佳化編譯器開發。曾用機器學習技術助 Google 提高資料中心利用率,也是 Android Compiler、Virtual Machine、RenderScript Engine 的原作者,更因對 Android 的貢獻而獲得 Google 內部最高的創始人獎。2013 年重回史丹福研究區塊鏈和 FinTech,2015 年在臺灣大學開設區塊鏈及 FinTech 課程培育臺灣區塊鏈人才。廖世偉教授目前任教於臺灣大學資訊工程學系,同時也是臺灣大學物聯網研究中心教授及系統晶片研究中心研究員。此外,也是亞太區塊鏈發展協會的主席和臺灣區塊鏈大聯盟的召集人。
共識實驗室秉持著改變世界的精神,持續致力於區塊鏈、大數據、人工智慧等領域發展,是臺灣第一個運用區塊鏈技術揪出河川污染元兇的開發研究團隊,嚴格遵守中立性、學術性、為民奉獻的準則。我們貢獻這個大學於宇宙的精神與世界頂尖大學持續地進行學術合作,並且與國際科技大廠進行產學合作,積極探尋人類下一步的可能性。
Everything for real: impact, learning-by-doing, inter-disciplinary
Prof. Liao worked in Silicon Valley for 22 years and served for Stanford University, Google and Intel. He participated in the development of Intel hyper-threading technology for parallel computing and optimized compiler development. He has used machine learning to help Google improve the utilization of data centers. He is also the primary author of Android Compiler, Virtual Machine, and RenderScript Engine. He won the highest founder award within Google for his contributions to Android. In 2013, he returned to Stanford to study blockchain and FinTech. In 2015, he opened blockchain and FinTech courses at National Taiwan University to cultivate Taiwanese blockchain talents. Prof. Liao is teaching in the Department of Information Engineering, National Taiwan University, he is also a professor at the IoT Center and a researcher at the System-on-Chip Center at National Taiwan University. In addition, he is also the chairperson of the APAC Blockchain Development Association and the convener of the Taiwan Blockchain Alliance.

全球經濟近期巨變,產業結構之變遷,全球金融環境亦急速蛻變,各大金融機構均需紛紛尋求推動新金融商品如供應鏈金融之創新。由於近年全球各地信用風險帶來的危機頻仍,傳統之監理方法已出現疲態,分散式智慧金融共享平台計畫將累積前三年計畫的能量及成果,持續制定更為嚴謹之風險管理制度及研發出更安全、更低成本、更高效率、更延展性的區塊鏈基礎建設,幫助基礎建設之上的區塊鏈應用能更上一層樓,實現供應鏈區塊鏈。此計畫也持續研發 AI 投資組合,並希望降低傳統 AI 的黑箱,能奠基於前三年的成果,往 Explanable AI 前進,致力保護投資人。監理科技部分,供應鏈區塊鏈及以上 AI 投資組合都需要監理科技輔助,以求消費者保護及曝險金額的監理,並發展出一套可供金管會參考的監理流程,以用科技管理金融科技。
As the world embraces recession and industry faces disruption, we are wading through new financial environment. Many institutions are seeking new products such as innovative supply-chain finance. Recent credit risk events motivate new RegTech that predicts better and exhibits more transparency. Based on the multi-year results so far, we shall develop safer, lower-cost, higher-efficiency, and more scalable blockchain infrastructure. The blockchain application on this solid foundation is supply-chain blockchain. We shall also investigate in the area of more intelligent portfolio based on AI. Our intelligent portfolios advisor platform will be improved to reduce the blackbox prevalent in today's AI. Explainable AI is the holy grail. We want to protect the investors. The projects above, both AI and blockchain applications, need the support from our RegTech project. We aim at the risk control and a regulatory process that benefits both the regulators and consumers.
