## Testing out migration plugin in FIPS

* Create two pulplift FIPS boxes with pulp 2 and pulp 3
* Use existing boxes `pulp3-source-centos8-fips` and a pulp 2 box (which one? derived from `pulp2-nightly-pulp3-source-centos7`?) with NFS
* Pulp 2 box NFS hosts /var/lib/pulp for the pulp 3 box

## Testing FIPS

* Add FIPS workflow to plugin_template https://pulp.plan.io/issues/3800
* Nightly
* Run the functional tests in a FIPS box
