# Norlund-Carbon Alliance
## Preamble
The Norlundic People and the Cantons, together with the Carbon Federation (“the Signatories”), resolved to strengthen liberty, democracy, independence and peace in a spirit of solidarity and openness towards the world,
in light of current global tension,
and in the knowledge that only those who use their freedom remain free,
form the following Alliance:

## Article 1 - Aims
1. Norlund and Carbon agree to form a military alliance. They will assist each other in defensive and offensive operations.
2. The alliance shall protect the liberty and rights of the people in both countries and safeguard the independence and security of the Signatories.
3. It is committed to a just and peaceful international order.
## Article 2 – Good Faith
1. The Signatories and its leaders shall act in good faith.
2. The Signatories shall not show any hostilities towards each other.
3. Every person has the right to be treated by state authorities in good faith and in a non-arbitrary manner.
## Article 3 - Defence
1. The Signatories agree to defend each other if attacked by a hostile, external military force.
2. The Signatories understand that assistance will be provided only if victory is achievable.
## Article 4 – Offense
1. The Signatories agree to assist each other in offensive military operations.
2. The Signatories understand that assistance will be provided only if victory is achievable.
## Article 5 – Vengeance
1. If the Alliance is not able to fulfil its duties by mutual assistance, parties who caused the Alliance to be invoked will be considered an Enemy of the Alliance and will be prosecuted.
## Article 6 – Heaven
1. Norlund agrees to assist Carbon in constructing Heaven Vault.
2. Norlund agrees to provide manpower in defending Heaven Vault.
## Article 7 – Modifications
1. The terms of the Alliance may be modified by agreement of Norlund and Carbon.
2. Large changes to the terms should be ratified by a referendum in Norlund.
## Article 8 – Transparency
1. The Signatories agree to be transparent in actions that concern the Alliance with their Citizens, where it does not damage its national security.
