--- tags: robloxca --- # Structural Reforms ## Regimental Enlistment Many RTs are constantly failing because of the lack of Militias that have discord. In order to change this we will change the rank of Enlistment to be given out to everyone who is in the main discord. Militias will be given a handbook and in there it will be explained that they need to join the discord and write a special command *(example, !rankup)*, and then they will be ranked Enlistment. In this handbook there will also be a few basic commands but trainers should not presume Enlistment know these commands, Enlistments will still need to be trained properly. If trainers start assuming the Enlistment know these commands then these tips will be removed from the handbook. These tips will just make it so hopefully half of the Enlistments know some of the commands, thus saving the trainer's time. To comply with ROBLOX TOS we will not put the discord link in directly but tell people to go to "Social Links", which might confuse a few people and also block out everyone under 13 to join the discord. This can sadly not be avoided or worked around, we have to work with ROBLOX' TOS. **TL;DR, free promo to Enlistment for being in the discord, RTs are now for Enlistment+** ## Recruitment Trainings (RTs) RTs should be focussed on drilling the men to know the basic commands *(these commands will be specified later in the new handbook)*. This means you won't have to drill the men to know parade commands like Support Arms for example. Instead trainers should focus their attention on drilling the basic commands until they know them out of their head. This means going over the same commands multiple times in random order until everyone gets everything correct on 2 consecutive tries. RTs will now also include some of the basic Military Law *(which laws that should be taught will be specified later in the handbook)*, these commands should be taught in a professional matter by explaining the laws, giving some examples of what would break the law and then at the end doing a quick quiz to make sure they paid attention. In order to speed the RT up, trainees will be required to join the regimental discord and join the Training Comms channel, from which the NCO has permission to speak and the trainees do not. **TL;DR, less drills but more thorough, Military law will also be taught and trainees are forced into a VC** ## Private & Lance Corporal Because of the [Regiment Enlistment Reforms](#Regimental-Enlistment) Private will now become the rank that people get after passing their RT. Thus Privates are assumed to know the basic commands. Lance Corporal will now be the rank where we now assume they know all the commands. Thus it should only be given to people who have been in a couple of trainings. **TL;DR, Enlistment becomes Private, no more intermediary rank from joining to regiment to Lance Corporal** ## Trainings Trainings must now also teach Military Law to prepare the Lance Corporals. ## Executive Punishment (EPs) There are currently two methods of punishment. The Non Judicial Punishment and the Judicial Punishment. Non Judicial Punishments were given by NCOs and mostly were hell / jumping jacks, they didn't require evidence but wouldn't stick on your criminal record. Judicial Punishments were given MPs and would stick on your criminal record but required evidence. Executive Punishments are a new sort of punishment, which will stick on your criminal record and don't require any evidence. They will not give you any points in the class system but it will be logged on your criminal record. These punishments can only be given by officers and it can be any punishment the officer wants. There will be no limit but the officer is required to at least be reasonable about it. An example of an Executive Punishment can be found here: https://www.nixpca.com/report?id=2642 This is a great way to go outside of the law and create custom punishments for people that hurt the group in ways that aren't described in the Military Law. This type of punishment may only be used by officers and it allows for them to fight trolls or punish members being immature in front of them. This type of punishment is made to allow for officers to give NJPs which are tracked on the website. This way people will fear / respect officers more because they know officers are above them and can give them punishments whenever and wherever they want. Officers should be differentiated from normal enlisted men. Executive Punishments may be executed by officers or MPs but may only be given by officers. Officers can give EPs to anyone below their rank, including officers and MPs. While you don't need evidence, under the Evidence section of the report you must fill out the reason why they are getting punished and under the Notes section you must fill out what their punishment is. This will allow other officers and MP to judge how harsh your punishment is, so be sure to give as much context as possible in the Evidence section. **TL;DR, a new type of punishment is introduced that officers can use to keep track of their "NJPs"** ## Discharges In the past regiments used to exile members in order to get rid of them. Exiles have now been renamed to discharges and will have a new system. There will be 2 types of discharges, honorable and dishonorable. A honorable discharge is when a member gets kicked out of the regiment while keeping his rank, a dishonorable discharge is when a member gets kicked out and gets demoted to Lance Corporal. This means that if an officer gets a dishonorable discharge he's immediately decommissioned and gets demoted to Lance Corporal. If a NCO gets dishonorably discharged he gets demoted to Lance Corporal. If a enlisted member gets dishonorably discharged, he simply keeps his rank. Dishonorable discharges should be given to immature / insolent / insubordinate / indolent / incompetent / lazy / inactive / ... members. This system will make sure other regiments don't get terrible NCOs when they recruit a NCO. If an officer leaves his regiment without prior notice it's considered a dishonorable discharge. When an officer gets a dishonorable discharge then the HICOM should contact HQ about his decommission. A honorable discharge is now given to officers requesting to leave their regiment or whenever you have to get rid of someone for lesser issues. For example if a NCO doesn't fit in with the rest of the NCO corps and people don't like him then it might be best to remove him from the regiment. If a NCO / enlisted member leaves his regiment himself it's considered a honorable discharge. **TL;DR, exiles have been renamed to (dis)honorable discharge depending on the situation.** ## HICOM decommission powers HICOM will have the ability to decommission officers and place them at any NCO / enlisted rank they want. They can do this by contacting HQ. This should only be done when a officer voluntarily wishes to retire and wants to serve as a NCO / enlisted because he doesn't think being an officer is fun / fits him and much rather would like to serve as a lower ranked member. However, regiments are NOT allowed to set for requirements that officers are to be decommissioned upon joining the regiment. This drains the officer corps and decommissions should only be given to officers who have served in their in their regiment for atleast two weeks. **TL;DR, HICOM can decommission people on request but can't require it.** ## Ensign Ensigns will be seen as probationary officers. Ensigns will be able to request COs to join their regiment. COs are to always accept this request because COs have made arbritary rules in the past as to say: "we don't want any officers that came from X regiment". Regiments are not allowed to blacklist any officer because if they should be blacklisted then they should be decommissioned instead *(and thus HICOM should request this instead)*. The CO will then allow the Ensign to prove himself by giving him a task in a testing period. This could include doing some paperwork or hosting requirements, the Ensign should read up on all the documents the regiment provides him so he can start his task competently. Once the Ensign joins the regiment he should get the Lieutenant rank in the regiment and remain as an Ensign in the main group. If an Ensign did a good job then the CO can accept him or refuse him. If he gets accepted he gets placed as a Lieutenant, as a permanent officer. If the Ensign did a good job but the CO doesn't want him for whatever reason, like having too many officers or being in the process of doing reforms then he can tell the Ensign when he can reapply and honorably discharge him from the regiment. A CO can also deny the Ensign if he simply doesn't get along with him, however, an Ensign should always have a chance to prove himself to be a worthy Lieutenant and to show he can serve the regiment before the CO makes such a decision. If an Ensign did a bad job then the CO should dishonorably discharge him for incompetence. An Ensign should decide on a regiment and join one, because if he does not then after 3 days HQ will contact him and force him into a regiment of HQ's choice. If he doesn't comply after 4 days then he gets decommissioned and placed Master Sergeant. **TL;DR, Ensigns can choose their regiment** ## Officer Tests Officer tests will now only be able to be done by Master Sergeants, once they have completed their OT they will be ranked Ensign and will be probationary officers and be given a test, as outlined in the [Ensign reform](#Ensign). **TL;DR, MSGT+ to become Ensign.** ## Corporals Corporals will now be able to host without supervision. However, in order to become a Corporal the Lance Corporal should host a training supervised by an officer. After this he will be allowed to host unsupervised for his regiment, however COs will be able to require supervision for their regiment at their own discretion. Corporals also need to have a working microphone in order to give commands during raids / trainings. If you don't have one all you can do is listen and serve. **TL;DR, no more required supervision and need a mic** ## Staff Sergeants Staff Sergeants will no longer have a second NCO test, there will now only be a single NCO test at the rank of Corporal. **TL;DR, no more second NCO test** ## Enlisted System Regiments have complained that some regiments promote others faster than other regiments. Therefore there will now be an uniform ranking system. This means that you should follow these requirements pretty closely. But please note that if a NCO is on an inactivity notice, then that time will not be count as service in the CA or in his regiment. **TL;DR, follow the rank structure more closely** 1. **Militia** - Join the group. 2. **Enlistment** - Join the discord. 3. **Private** - Know the basic commands and the basics of the Military Law. 4. **Lance Corporal** - Know all the drill commands and all of the Military Law. 5. **Corporal** - Pass the NCO test. 6. **Sergeant** - Have been a Corporal for at least 1 week. 7. **Staff Sergeant** - Have been a Sergeant for at least 2 weeks. 8. **Master Sergeant** - Have been a Staff Sergeant for at least 2 weeks. ## Officer Ranks Officer ranks are now tied directly to the amount of NCOs they control below them. While Lieutenants are waiting for a leadership position they will basically act like privileged NCOs with officer / NCO duties. This change is made to make a basis on how to rank officers and to be more historically accurate. This will also create a much stronger Chain of Command. When a NCO knows a specific Captain is responsible for him then he will contact that Captain first before going straight to the CO. New Captains should be chosen based on the most seniority and the most senior Lieutenant in that regiment should be picked to become the new Captain. However COs will be allowed to override this rule and pick their own Captains. Captains should have 5 NCOs under his control and he will deal with their questions directly and make sure that any paperwork such as logging trainings is dealt with. A Captain can have 3 NCOs under his command when another Captain goes over the 6 NCO limit. The Major *(or a higher rank if there is no Major)* is responsible for managing the Captains' NCOs. This will also allow the Captain to take care of his NCOs and form more personal tighter bonds with them. It also allows for the Captain to take their current irl situation into account and to keep track of how long they have served in his regiment. If there are less than 3 NCOs in the regiment then there will be no Captain. The NCOs together with their Captain are a **Platoon**. Majors are responsible for the Captains, he should assign them NCOs to directly control and when required can instruct the Captains to hand over their paperwork so he can compile a report for the CO. A Major should control 2 to 5 Captains. The Captains get assigned to the Major by the Lieutenant Colonel *(Or the Colonel if there is no Lieutenant Colonel)*. If there are less than 2 Captains then there will be no Majors in the regiment. The Major together with his Captains and all their subordinates are a **Company**. A Major should strive to have 4 Captains under his control. Lieutenant Colonels are responsible for 2 to 7 Majors but should strive to be responsible for 4 Majors. The Lieutenant Colonel helps split huge regiments into bite sized chunks. A Lieutenant Colonel, his Majors and his subordinates are a **Battalion**. This will help larger regiments split up the work and allow them to expand more easily. A Lieutenant Colonel is considered part of HICOM and gets all the Colonel's powers to help manage his Battalion. Colonels are responsible for an entire regiment, there should be one Colonel per regiment and he is directly responsible for managing his regiment and reports directly to HQ. Brigadier Generals are responsible for a **Brigade** which have regiments grouped based on function. Every Brigadier General should have 2-5 regiments under his control. The Major General is responsible for the whole Continental **Army** and gets to choose his Brigadier Generals to help him run the group. **TL;DR:** 1. **Ensign** - Pass your OT. 2. **Lieutenant** - Be accepted by the CO to become a permanent officer. 3. **Captain** - Have 3-6 NCOs under your control. 4. **Major** - Have 2-5 Captains under your control. 5. **Lieutenant Colonel** - Have 2-7 Majors under your control. 6. **Colonel** - Get chosen by HQ to lead a regiment. 7. **Brigadier General** - Have 2-5 regiments under your control. 8. **Major General** - Control the entire Continental Army. **NOTE: Regiments need to stick to the recommended amount of subordinates, only MP will be allowed to use the minimums for their officer ranking system.** ## New RT system Captains have to log all the trainings and report those to their Major, who will compile the reports from his subordinates and pass them on to the Lieutenant Colonel, who will look at the Captains who have the most RTs and trainings done. This will give the Lieutenant Colonels and easy way to pick who should be the next Major. This means that Captains are incentivised to get their NCOs to host and this means that the NCOs can't just not host without anyone noticing. Officers get promotions based on competence and getting their NCOs to do work, also hosting more RTs leads to more members which leads to more NCOs which then leads to more officer spots. And having more officer spots allows for promotions in the officer corps. So all officers are incentivised to do their job. Combining this with the fact that trainings will be more easy to host without having to go through checking if everyone has discord and then going through all the mundane commands, instead only having to invite the trainees to the regimental discord, getting them in a VC and then drill them a select set of commands, which is a lot more fun and easy, I believe that we don't need RT requirements anymore but that RTs will naturally come from reforms and the new regimental structure. **TL;DR, hosting requirements abolished**
