Adherence to it should ensure preservation of international peace and security even when states pursue their strategic ends in cyberspace; that countries respect each other’s borders and do not intervene in other states’ affairs also in the virtual context; and in case conflict does break out, the rules that apply will provide foreseeability and protection to civilians.
