With by - maybe started reading at 9 o'clock and after 2 hours I finished five pages. (9-11) we're sure the person stopped the action at 11 o'clock

With before - maybe started reading at 9 o'clock, but I stopped at 10 o'clock, we're not sure when the person actaully stopped, just know at 11 o'clock the person finished five pages.
