Once you get the weapon to level 8, use that chest to get the Power Skill upgrade.

Mount Prices Lvl 20 (60% ground mount): Apprentice Riding (4g) and the mount is 1g for a total of 5g. Lvl 40 (100% ground mount): Journeyman riding (50g) and the mount is 10g for a total of 60g. Lvl 60 (150% flying mount): Expert riding (250g) and the mount is 50g for a total of 300g. Lvl 70 (280% flying mount): Artisan Riding (5000g) and the mount is 100g for a total of 5100g. Lvl 77: Cold Weather Flying 1000g. See Wowhead - Cold Weather Flying. These rates are non discounted and you can get up to a 20% discount on both riding skill and the mount itself depending on rep levels and what vendor you buy from.
