Military Principles
---
### Principle \#1 - "Mission Statement"
The National Guard exists as the backbone of state security, ensuring that the state retains the ability to meet a threat with military force. To this end, the Mayflower National Guard maintains its mission as ensuring combat readiness of all comprised personnel.
#### **Infantry Regiment**
- **17th Infantry Battalion**
- The Infantry maintains its mission statement as providing the bulk of all personnel for regular military ground operations and is responsible for ensuring their combat readiness.
- **Honor Guard Company**
- The Honor Guard is responsible for static security and ceremonial performance outside venues of state heritage that cry for an enhanced and formal body to be present and honor the colors of the flag the Guard proudly flies.
- **8th Special Forces Detachment**
- The Special Forces is an agile and flexible force capable of executing multiple special operations missions. Designed and trained to be the quickest deploy-able unit in the National Guard capable of conducting operations in all types of terrain and weather using various insertion methods, the Special Forces is the prime response team for the Mayflower National Guard.
#### **Field Support Regiment**
- **122nd Military Police Battalion**
- **67th Military Police Company**
- The Military Police maintains is mission statement as to ensure adherence to all policies and orders issued by the chain of command, ensuring the security of all military operations and personnel, and upholding the responsibility for maintaining combat readiness among its members.
- **31st Military Intelligence Service**
- The Military Intelligence Service is responsible for ensuring adherence to all policies and orders issued by the chain of command and investigating any breaches of those orders, as well as investigating any potential threats to state security.
- **2nd Training Unit**
- The Training Staff maintains its mission statement as being the maintenance of combat readiness in the guard as a whole and the effective militarization, training, and certification of all newly inducted personnel.
- **Administrative Operations Group**
- The Administrative Operations Group shall serve to support the Guard and facilitate administrative functions, so as to assist the Guard's leadership in furthering the force's ability to, among other things, reach out to the community, elaborate effective and enlightening documentation, put forward its own development projects, facilitate access to platforms and so forth.
#### **Judge Advocate General's Corps**
- The Judge Advocate General's Corps incorporates members of the military that are certified to practice law and advise Mayflower National Guard's command on legal matters, while also investigating transgressions of Defense Policies Punitive Articles and prosecuting violations of the Mayflower Criminal Code under military jurisdiction.

### Principle \#2 - "Rules of Engagement"
***The Rules of Engagement are as follows:***
- The reasonable use of force in defense of yourself, others, or property.
- Use the minimal amount of force as is necessary.
- Property may not be seized to accomplish one's mission, unless that said property is considered illegal (police-grade weaponry, etc.)

### Principle \#3 - "Peacetime Deployment"
#### **Section 1**
- Guardsmen may travel between installations should authority be issued by a Corporal+, who must be in-game to supervise such movements.
- This shall not extend to Hughes Biochemical Facility
- Once the Corporal+ leaves the game, guardsmen are authorized to return to BMA.
- Members of the Military Police shall hold the authority to move installations at their own discretion in efforts to enforce legislation and safeguard military installations.
- Members of the 8th Special Forces Detachment shall hold the authority to move installations at their own discretion.
- Members of the Honor Guard Company may move to different installations, so long as they have two+ members online. They are restricted to their duties outlined within their respective policies.
#### **Section 2**
- When traveling between installations or traveling for any other reason, all personnel must adhere to the General Order defining *routes of passage* or any superseding order unless authorized to use other routes.
- No guardsmen may stop during travel to an installation unless exigent circumstances are present, as stated in such general order.
- Any other order specifying exemptions other than this order without direct authorization from either the Adjutant General or the Deputy Adjutant General shall be considered null and void.
#### **Section 3**
- Personnel may be recalled to the Blackadder Memorial Armory at any time, for any reason, by any company-command level officer (Captain/Major+).
#### **Section 4**
- Below are the approved installations guardsmen may travel to:
- Old County Jail
- Lander Head Quarters
- West Point Armory
- Fort Standish
- Plymouth Refinery
- Camp McEntee
- This shall only extend to the security of the perimeter.

### Principle \#4 - "Disciplinary Sanctions & Zero Tolerance Policy"
It is the prerogative right of the National Guard to administer self-discipline. The disciplinary process consists of seven stages, ranging from a verbal warning to a courts-martial and discharge. Note that a transfer between any entity within the Mayflower National Guard is not classified as disciplinary action.
***The available sanctions are as follows:***
1. **Preliminary Discharge**
> Used by Logistics to remove Privates from the National Guard who have been deemed unfit during a cohort.
2. **Verbal Warning**
> Used by a Platoon Commanding Officer to discipline guardsmen for slight transgressions of the defense policy that do not warrant a written warning.
3. **Company Commanders Warning**
> Used by a Platoon or Company Commanding Officer or MIS Command as the second tier of discipline against guardsmen who transgress the Defense Policy or Punitive Articles.
> Sanctions available: Up to a three day suspension or as the Punitive Articles may direct.
> Note that accumulating two CCWs or GCWs will result in a dishonorable discharge.
4. **Group Commanders Warning**
> Used by a Group Commanding Officer, Group Executive Officer, Group Sergeant Major or MIS Command as the third tier of discipline against guardsmen who transgress the defense policy.
> Sanctions available: Up to a seven day suspension or as the Punitive Articles may direct.
> Note that accumulating two CCWs or GCWs will result in a dishonorable discharge.
5. **Administrative Leave**
> Used by MIS Command, the Judge Advocate General's Corps, and Command Group (Colonel+) when there is reason to believe the individual may commit one or more of the following: Defense Policy violation, Punitive Articles violation, a crime defined in the Mayflower Criminal Code, or poses a security risk. This is not a form of punishment, rather, a temporary suspension of duties to ensure safety. When someone is placed on administrative leave, they may not represent the Mayflower National Guard in any capacity; may not go on team, and may not carry a service firearm off duty regardless of rank.
> Sanctions available: Normally up to a seven day administrative leave period; however, the Adjutant General and/or his Deputy may authorize extensions of up to seven days at a time. May be extended every seven days as long as there is a valid cause to do so.
6. **Criminal Action**
> When a guardsmen violates a section of the Mayflower Criminal Code or Vehicle Code, they are subject to prosecution by the Judge Advocate General's Corps. The procedure for criminal actions is maintained by the Mayflower District Court.
If an offense is deemed to be too severe for a Company Commanders Warning to be appropriate, the Platoon or Company Commander may pass the incident up the chain of command to the relevant Group Commander, Deputy Commander, or Sergeant Major, who will then either pass it back to the Platoon or Company Commander or issue a Group Commanders Warning.
#### **Retraining**
> Retraining sessions are to be given as a form of discipline by commanding officers to offending guardsmen, with the content available regulated by the Training Staff. It is the duty of the offending guardsmen to schedule with the Training Staff, with assistance from the issuing commanding officer if needed, a training session to review the material that the guardsmen is lacking in knowledge of. It is recommended that retraining be given in conjunction with another form of discipline; however, it is not required to do so. Follow-up training may be requested by the 2nd Training Unit if they deem it necessary, with approval from the issuing commanding officer and the commanding officer of the 2nd Training Unit. Retraining sessions may be attended while on suspension; however, a guardsmen must obey the regulations of suspensions seen below during this time.
#### **Suspension/Administrative Leave**
> While on suspension, a guardsman is not allowed to go onto the Mayflower National Guard team unless stipulated otherwise by a Lieutenant Colonel or above. The offending guardsman is not allowed to use any Mayflower National Guard property, including the Flashlight, Baton, Radio, TI26, Handcuffs, B17, R21M, or any munitions.
#### **Appeals of Non-Judicial Discipline**
> All disciplinary action taken by a person who is not a Military Adjudicator may appeal the decision in a civil suit before the District Court in the form of a civil action or a petition before the Disciplinary Appeals Tribunal, as established in [Memo \#10](#Memo-10---“Disciplinary-Appeals-Tribunal”).
#### **Appeals of Criminal Action**
> All verdicts rendered by the Mayflower District Court may be appealed to the Mayflower Supreme Court who shall hear the case with appellate jurisdiction. The initiation of a criminal action appeal shall be stipulated and regulated by the Mayflower Supreme Court.
#### **Discharge**
> Discharges are issued for a conviction in any court of law of more than one Mayflower Criminal Code charge defined as a misdemeanor or any felonies defined within the Mayflower Criminal Code unless stipulated herein. Commanding Officers may discharge guardsmen without a court verdict if the discharge is either HOnorable or General. Commanding Officers may discharge guardsmen dishonorably if exigent circumstances are present (i.e. gross misconduct, extreme insubordination, and offenses of a similar magnitude), and as regulated by the Adjutant General or his Deputy.
> Furthermore, after a guardsmen is discharged, regardless of status, MIS is to be informed and given the opportunity to search that individual's vehicles prior to their discharge. MIS Command has the ability to waive the need for a search prior to discharge if they deem it unnecessary.
#### **Zero Tolerance Policy**
- You may be dishonorably discharged from the National Guard, or any other form of approved disciplinary action; for any of the following reasons:
- Result of a Courts-Martial
- Breaking of Guard policy
- Failure to abide by a lawful order
- Being deemed unfit for service in the Guard by Command Group (Colonel+)
- Failure to maintain:
- Activity Standards
- Professionalism
- Respect to everyone
- Damaging the image of the guard
- This includes:
- Recklessly using Guard issued equipment
- Misconduct while on-duty
- Anything else that has damaged the image of the Guard
- Defacing National Guard Documents
- This includes:
- Any person who modifies, destroys, replicates, falisifes, or abuses Guard-affiliated documents, and does so intentionally or negligently, shall be in violation of the Zero Tolerance Policy, and subject to a dishonorable discharge.
- Violating the Guard's Non-Disclosure Agreement
- Excessive disciplinary history
- Continuous disrespect to other members of the guard
- The "**Zero Tolerance Policy**" will be enforced by Command Group (Colonel+).

### Principle \#5 - "Disciplinary Procedures"

#### **Definitions**
- "**JAG Corps**" shall refer to the Judge Advocate General's Corps.
- "**MIS**" shall refer to the Military Intelligence Service.
- "**JAG**" shall refer to the Judge Advocate General.
#### **Section 1**
- In accordance with the binding policies as it pertains to complaints, MIS with authority to investigate all complaints submitted through the tipline.
#### **Section 2**
- MIS shall author a report and list of violations found through and by their investigation following its conclusion.
- The commanding officer of the complainee and the JAG shall be served said report.
#### **Section 3**
- When violations only extend to a transgression of the Defense Policy or Punitive Articles, MIS shall be responsible to come to a conclusion favorable or unfavorable of discipline.
- If favorable of discipline, MIS shall issue sanctions so long as it is in compliance with [Principle \#4](#Principle-4---“Disciplinary-Sanctions-amp-Zero-Tolerance-Policy”) *and* the Punitive Articles; this cannot include jail time and/or other judicial punishments.
- The discipline record must be filed on relevant records following issuance.
- If unfavorable of discipline, the record is sealed and not released to the public.
#### **Section 4**
- When the investigative report is sent to the JAG and violations extend to a transgression of the Mayflower Criminal Code or Vehicle Code, a criminal action shall be initiated unless dismissed.
- Criminal Actions may result in an acquittal or a conviction.
- If acquitted, the defendant is found not-guilty and the case is closed.
- If convicted, the defendant is found guilty and the court may direct punishment so long as it is in compliance with state law; this can include jail time and/or other judicial punishments. The discipline record must be filed on relevant records following issuance.
#### **Section 5**
- Convictions may be appealed to the Mayflower Supreme Court.
- Disciplinary action may be appealed with branch command its process shall be governed by branch policy.

### Principle \#6 - "Military Service Logs"
*Military Service Logs (MSLs)* are a method deployed by the National Guard to monitor and track the activity of guardsmen on team. Failure to complete these will result in administrative action.
**IT IS ORDERED SO;**
#### **Section 1**
- National Guardsmen shall be required to meet an MSL quota weekly.
- Each Guardsmen shall complete at least one **30-minute MSL**.
- MSLs can only be completed in servers with **30 or more players**, unless attending an official National Guard event.
- Unless stated otherwise by the Adjutant General or his Deputy.
- Failure to meet the quota will result in disciplinary action taken by group command.
- Three missed logs will result in a general discharge from the National Guard.
- The Administrative Operations Group shall be responsible for the logging of activity strikes.
- MSLs shall be logged in the `#msl-submission` channel in the Mayflower National Guard Discord.
- MSL submissions can be viewed by running the `-vl` command in the `#bot-commands` channel in the Mayflower National Guard Discord.
- The **MSL Cycle** will reset every Saturday at 11:59PM ET.
- For an MSL Cycle to be voided by a Leave of Absence, the Leave of Absence should be filed **fourty-eight hours** prior to the cycle ending. Under certain circumstances, with required approval from your respective Group Command, an exemption may be made to this rule.
- The following commands are exempt from **MSLs**:
- Command Group
- " Adjutant General "
- " Deputy Adjutant General "
- " Administrative Operations Group "
- " Governor Aides "*
- " Judge Advocate General's Corps "
- " Regimental Command "
- " Company Command "
- "Military Intelligence Service "
- Members of the Military Intelligence Service must comply with internal activity requirements.

### Principle \#7 - "Equipment & Radio Policy"
#### **Definitions**
- "**R21M**" shall refer to the Delino R21M.
- "**B17**" shall refer to the Bennetti 17.
#### **Section 1 - Firearms Regulations**
- When at a National Guard installation outside of deployments, you are permitted to use the R21M rifle (insofar as the uniform policy permits), and the B17 sidearm. A Hawthorn 500 is a permissible alternative to the R21M. You are advised to have **three** 5.56mm magazines for the R21M and **three** 9m magazines for the B17.
- Members of the Military Intelligence Service and the Special Forces Detachment are permitted to utilize civilian firearms when conducting special operations authorized by their respective command or oversight.
- No members are permitted to take an R21M rifle, a Hawthorn 500 or any ammunition for either firearm off-duty or to store them in personal vehicles. Nor are they permitted to glitch or otherwise place anything that resembles department equipment on their person while off-team.
- Glitching department equipment can result in a game ban.
- Those at or above the rank of Corporal may carry a Bennetti 17 and no more than **five** 9mm magazines while off-duty. These individuals remain prohibited from storing these articles in a personal vehicle.
- While attending court-martials, no guardsmen, military policemen excepted, shall be armed with a firearm.
#### **Section 2 - Equipment Regulations**
- When at a National Guard installation, either during or outside of deployments, guardsmen are permitted to have all tools available to themon their person (insofar as in-game mechanics would allow for).
- Guardsmen are not permitted to take any guard-issued equipment off-duty or store it in personal vehicles.
#### **Section 3 - Radio Usage**
- Telephony procedures shall refer to all radio codes on the following [document](https://docs.google.com/document/d/1e3i0ztyRjt_tTv8kVX87s2oBPnNsOZCDU0RltudX7Wc/).
- Callsigns are to be used as stated on the Mayflower National Guard database.
#### **Section 4 - Radio Policies**
- The usage of the radio shall be limited and restricted to avoid unneeded distraction from duties.
- The usage of `GUARD-1` shall remain unrestricted; however, respective telephony procedures shall be followed.
- The usage of `ES-1` and `GLOBAL` shall only be permitted if:
- Non-Guard employees are directly making attempts to contact guardsmen.
- A crime is being committed infront of a guardsman and as such, it is to be reported.
- To notify Non-Guard employees of activity at specific installations and closures of the "Military Exclusion Zone".
- Civilian Law Enforcement assistance is required in the absence of the Military Police.
- Military Police Constables may utilize `ES-1`, `GLOBAL`, `LE-1` and `LE-2` to actively communicate with CLEOs to assist them with their duties, this may include but is not limited to:
- Inquiring into a description of a criminal to assist with apprehension.
- Notifying their response to incidents such as a `10-58` call.
- Requesting assistance from Civilian Law Enforcement.
- Any other reason deemed appropriate to assist them with their duties.
- Guardsmen may use law enforcement ten codes (`10-##`) when communicating with Civilian Law Enforcement; however, they shall be required to use guard telephony codes when communicating with guardsmen.
