# Manifesto for the 21st Century Date is 10th May 2020. You have 6 months before the systems of control will be in service for the Status Quo. The options for change are being decided. Do you want to go back to how it was before? No firewalls for a particular country. No Chinese Firewall, No Russian special Internet. We need to have a right to access to information that is true and correct. That is evidence based, that has multiple supporting information. Not access to confusion, to lies, to be overwhelmed by noise that we are unable to see Fact from Lies. We need to discern truth or lies no matter who says it. Access to pure Truth as much as we have access to pure water and clean air. Copyright is a failed experiment in the Internet world. We are so close to Universal Access to Information(UAI), but the economics doesn't work in this new world. Need a Universal Access Information fund, paid by every citizen and paid to every creator proportional to readers access their work. We need a right to privacy, a right not to be surveiled and monitored and reported on. Which does not superceed the right to be a law-abidding citizen. In certain circumstances, a police organisation should ask to surveil an individual or an organisation it has reason to believe has broken the law. a court will decide if that is true or not. At that moment the police organisation will begin monitoring the person or association. It should then start watching them, listening to them, recording them and their illegal activites. We should not have a system where every message is routinely captured and reported on. Where every telephone call is routinely recorded by State based organisations, converted to text and run through text filters. We need to dismantle every system that does this now. We need a right to encryption, even if we have nothing to hide every message needs to be End to End Encrypted. No backdoors should be installed in any device or service which allows governments or police or other parties to listen and record and transcribe messages, emails, phone calls or communications We need access to good information infrastructure. Good internet connections at reasonable speeds We need to define the rules for Cyber war. No interference in elections No targetting Hospitals, Churches No crashing the banks and Stock market No targetting the Reserve Bank No stealing money out of country to fund attacks on the country To the Maslow Hierarchy of Needs - link - we need to add access to WiFi, and Batteries - link - --- ## The Universals of care we want universal medical care, access to hospitals, emergency departments, dental services, mental health services, and medicines/pharmaceticals. The government should tax every individual for access to these services. there should be basic free access for every citizen at any age. If people want access to better levels of care then they can pay for them through a single payer insurance scheme or pay for it themselves. These are elective surgeries or access to private rooms or access to their own doctor. At the same time as we expand the medical care to all citizens, we need to do something about medical service to visitors, migrants, illegal aliens, permanent residents, tourists, temp working visas, etc. An insurance system would work if they have money, but what if they are poor? At the same time we need to do something to reign in the costs of medical care and medicines. When lots of products and services these are decreasing over time, these products and services are growing at greater than inflation or Consumer Price Index. we want universal childcare for any child under 13 years. We want system that is accessible outside the school timetable if a child is of school age, and children not in school it should be flexible with starting and finishing times to reflect the working times mothers and fathers. Again there should be a universal basic care paid by the government. There should be a higher level if you want pay for extra services paid by insurance cover we want paid parental leave for mothers and fathers. There should a period that is paid, and some more time that is unpaid. We want universal education Kindergarten to Year 12. Paid for by the government. With a private school system if you want to pay extra for that. Oh wait we already have that. Additionally there needs to be an Internet equivalent of K-12 school where all the content is Free and Open Sourced and available to be re-mixed and adapted by teachers and shareable amongst teachers. and available to all students and teachers. a good model is the Kahn Academy. We want every household and every family to have good and fast connection to the Internet, and to devices that you use to connect to the Internet. Whether that is a computer, a phone, a watch, a visor, a Brain-computer interface or something yet to be invented. Something that can be used by people to connect the Internet. There needs to be good quality but cheap laptops and tablets to connect to the internet We want universal undergraduate system for all people who want to go. It needs to be paid for by the government, with a private University system if you want to pay extra for that. The Universal College System will be entirely online and free. There will a need for creating new content, which will be Open Sourced. There will be costs for the storing and transmitting the education materials. There will be costs for people to act as University Tutors who help study groups form, help organise peer assessments and online assessments. Follow up on students not completing their work and falling behind. There will be costs for virtual meetups and actual face to face meetings and face to face assessments if required. It needs to be like the Kahn Academy but for undergraduates. University Fees are another example of costs increasing at greater than inflation (CPI) when lots of other costs are reducing. We need to do something about Student Loans, Student Debt because the Uni Fees just keep rising. We need to do something about International Students because they are paying full fees to the Universities when no one else is. Is that sustainable? We want Universal Basic Income. or Negative Income Tax. Maybe we have a everybody below a threshold, say 150% of Average Annual Salary will get a subsidy of about a third of Average Annual Salary paid fortnightly if required, or let it roll into a UBI fund for the family ## Tax changes The tax system is a mess and has been warped in favour of the very rich and big business who can afford to set up special systems to evade tax. This should be remedied All taxes on individuals and business should be progressive. The more money you make, the more tax you pay, not the other way around All the tax codes are too complex and too complicated which leads to tax accountants having to engineer systems to evade tax. So lets reset the lot Taxes need to be directed to individuals and corporations. There is no trickle-down effect, letting more money pool in the hands of the wealthy is the worst curse you can inflict on a country There needs to taxes on assets or wealth. The more assets you have, the more wealth you acquire, the more tax you pay. and if you are wealthy enough to own nothing but your corporation owns it, then your corporation will be paying it. There needs a be tax threshold where you pay $0 below the theshold but some above it. There needs to be a tax on income. The more you get as income the more tax you pay. there should be a tax threshold where people who are low incomes pay no tax. There needs to be consumption tax. Like a sales tax, like a VAT or GST which charges people whenever they buy goods and services. You will never stop the people who try and bypass the formal economy but we should try. Unless you outlaw cash and don't replace it with anoymous digital cash. For corporations there needs to be a consumer location tax paid to the country and/or state of the consumer who buys your product. Irrespective of the location of the corporation a consumer location tax will direct money in proportion to the consumer buying from the company. there should be a tax threshold where businesses who have a small number of customers pay no tax. There should be a small number of exemptions to these taxes which reflect these guiding principles #1 if earning income -I- causes you to spend -C-, that should reduce your taxable income -I-. maybe by -C- or a proportion of -C- #2 if you are investing in something that is Research and Development of new products and services and systems. With a timeline that these things will turn a profit in the future. #3 ? We need a carbon tax so that the true price of carbon pollution will turn up in macro and micro-economic measures. The economy is not able to reward and punish the companies pushing carbon dioxide into the air and sea. So let's help that with a thing that the market does best, using Price signals to change direction for the economy --- ## Corporation changes CEO's who direct corporations buy backs to arrange for the stock price to increase, should be sacked by their boards and their shareholders should all agree. Even if in the short term that will boost their stock price. CEO's who reign over corporations that reduce the share price of their company should get a penalty rather than a bonus. Unless that Share price reduction is happening for every company. ie the Global Financial Crisis. Except if they are the banks and Financial sectors that caused it in the first place --- ## Work changes we want to reduce the working week from 40 hours a week to 30 hours a week, with no reduction in pay. We argue that more people will be required to be employed to cover the missing 10 hours a week. Alternatively we can do in 30 hours the same amount of work that used to take 40 hours. If you want to have workers in the gig economy then you need to pay pro-rata benefits to gig workers. about 25% of their wages should end up in paid sick leave, and Retirement funds, and Annual Leave and all other Leave types For every For Profit Sharing Economy app like taxi-rides there should also be a Co-Operative app, which is owned and run for the benefit of the gig workers and their customers --- ## Legislative changes Copyright is a complete Dumpster Fire. It needs to be overhauled. Firstly it should be aimed directly at individuals who want protection for their Intellectual Property (IP). Digital IP is a strange form of property when you share an idea, an image, a video or an audio and you still have the original idea, image, video or audio And yet you want to stop other people claiming that they created your work. Secondly the period of time that the Copyright covers is too long. and keeps growing. We need to revert back to when it was just 40 years. We will benefit far more when the works enter the Public Domain and creatives can freely remix and re-interpret images, logos, video and audio. Thirdly Corporations owning the IP of creators after they have died should be severey limited. Corporations should be focused on creating new work f We need Universal Information Access Fund(UIA Fund). A tax on every citizen in the country and the world of about $10 per month, $120 per year. (Need to scale it to equivalent $ relative to poorer countries). For that fee everyone gets access to every article, research, song, podcast, radio show, movie, book, TV show, all the things ever written, produced or transcribed. Creators get a slice of the Fund proportional to readers. So we can X number of pages * Y number of readers = $Z to go to Creators. You need to work out different rates for different media. Should be about $5 per hour of consumption by reader. (link). You need to track who read what and have that be publically available and audited by an oversight committee. If you can get people to pay more for your work, you can keep the additional money. So creators could still have donations and patrons. If you can persuade people to pay more then you can get the UIA fee + readers fee. But no Paywalls. Firstly paid Lobbyists have pushed influence throughout the electoral process. They should be outlawed Secondly influence can be bought, because candidates need money to be re-elected and fund raising is a big resource sink for elected officials. We need to publically fund all candidates to a certain threshold level for re-election. After that they can raise more money themselves. The emphasis on re-elections should be focused on money coming from lots of people, then there should be cap on big donations and Big Donors. There should changes so that companies can't hide the influence they want by organising SuperPACs. a small number of Big Donors should reduce your Public funding, while many smaller donations should increase it Elections should happen on weekends or there should be Public Holidays on those days. Gerrymandering a election, is election fraud and there should be jail and a fine for this undemocratic act. The lines of the boundaries should be so drawn that it reflects what the people in that region want, not what boundaries favour one Party. Someone has worked out how to rig this electoral system. The way the President is chosen is broken. the idea of battleground states where smaller groups of people have disproportionate influence over who will be President is wrong and should be reformed. let it be whoever has the most votes in the whole country win the Presidency The way the Supreme Court is selected, is broken and needs to be reformed. Getting presidents to nominate their candidate whilst they are in power just isn't working. it should be automatic turn taking or get a independent committee to nominate. --- ## Pandemic Prevention the next Pandemic is coming.COVID-19 was a rehearsal for something more lethal and more infectious. We can't afford to close borders and go into Lockdown and bail out companies and people. We need a dedicated Federal Department who is responsible for running the Pandemic Response. Focus on prevention and what to do in a crisis. Who would have thought that any President wouldn't want a Plan to deal with a Global Epidemic? So we need a genetic testing unit that is small and cheap and portable that can be adapted for any virus. if the next one is SIRS or MIRS or GIR then we are ready. If you can sequence it you can test for it You need to create an X-Prize for this revolution. You have a portable, cheap and flexible testing unit, you can put it on every entrance into the country. For very early response, you have every person arriving from X self-isolate, with a guard. For early response you have a testing unit for every arrival. Then you isolate the infected person. In the mean time you are developing a vaccine but you have testing on everyone entering and advising people not to travel to X. Now you may need to spend alot on developing the vaccine and scaling the manufacturing. But that will be cheap compared to Country-wide lockdown. And you have a gig economy for Contact Trackers and training contact trackers. You can also build and stockpile emergency equipment - eg gloves and PPE and Ventilators. Although next time it probably won't be ventilaters. And also temporary scaled ICU. Like the Army did in the JARVITs Centre And convert the TSA into the Contact Trackers and Virus Testers ---
