> "When one talks about racial equality, one has to live that opportunity. And I did on the basis of living in Roxbury, in the Mission Hill projects. I lived with the Black and Brown community. They were my neighbors, and they were my classmates in school. So I relate to what the problems are with the Black and Brown community. I am a proud member of the legislature that is working toward equity and stability with regard to the Black Lives Movement. The Black and Latino Caucus has worked diligently to make it so that whatever police reform that is coming about is one that is equitable, not only to the Black and Brown community, but to the people in the Commonwealth of Massachusetts itself"

- ***Faith*:** Rep. Donato often sites his Christian faith as the foundation upon which he has made a decision regarding reproductive rights or LGBTQ rights (see Citizens and Healthcare sections below).
- ***Motivation for Running:*** "Donato grew up poor in Roxbury. He became a ward of the state at a young age and spent time in a Catholic children’s home before moving to Medford ... 'It gave me a perspective to want to make sure that those who were in need had a voice, and I wanted to be that voice,' he said" [Donato seeks 11th term](https://medford.wickedlocal.com/news/20200727/medford-rep-paul-donato-seeks-11th-term-in-35th-middlesex-district).
- ***Biggest Issues:*** "Among his top priorities are strengthening and reforming the Department of Children and Families, which oversees the commonwealth’s foster care and adoption systems, outlawing child marriage and bolstering the Massachusetts Rental Voucher Program, especially for seniors" [Donato seeks 11th term](https://medford.wickedlocal.com/news/20200727/medford-rep-paul-donato-seeks-11th-term-in-35th-middlesex-district).
- ***On His Opponent:*** "Donato told New Boston Post in a telephone interview on Thursday that he knows Mossalam is to his left, but he doesn’t think that’s what the people in his community want. 'I think that my district is somewhat more moderate than the rest of the surrounding communities, and I represent that view in the State House'" [More Self-Identified Socialists Next Year](https://newbostonpost.com/2020/08/11/massachusetts-legislature-could-have-more-self-identified-socialists-next-year/).
- ***On His Leadership:*** "I bring to the 35th Middlesex depth of knowledge, depth of experience ... I've worked with people at the at the at the housing level. I've worked with the people at the legislative level in the leadership position roles that I have had. I work every day helping people every day ... and how I can navigate through bureaucracy of the state and federal government. That's the important part of what we do as legislators every day. It's helping people and knowing how to do that. And the experience that we've had, whether it be as a city councilor, whether it be as mayor, whether it be as a state representative, holding leadership positions, that's the important part of what I have done, taking care of people, listening to their concerns, fighting with them" [GMAAC Candidates Forum](https://www.facebook.com/gmaacc/videos/343577696657045).
## **Citizen Issues**
- ***Asian Community:*** "The Asian Caucus in the legislature had an outdoor rally in support of the Asian community. And it actually broke my heart to see the fact that many Asian restaurants closed down, particularly in Malden ... because of the fear that someone said this is a Chinese virus, and that created a major problem. I was there - I'll be happy to send you the picture of me with the rest of the Asian Caucus outside the steak house in support of the Asian community, and telling the public, 'this is not an Asian flu. This is not a pandemic brought on by the aging population of the Asian countries. This is something that is worldwide and we have to find a way to solve it.' But more important, we can't put blame on anything we have to support. I go to the [Asian] restaurants ... I work with my Asian colleagues in the legislature and I will continue to do so because it's important to let the public know that the Asian community is a vibrant community and one that is very concerned about the people that they deal with" [GMAAC Candidates Forum](https://www.facebook.com/gmaacc/videos/343577696657045).
- ***Elderly:*** "In response to the pandemic, Donato visited all of the district’s nursing homes to hear residents’ concerns and worked to supply long-term care facilities and first responders with personal protective equipment. He said that state and local leaders need to keep reinforcing the importance of wearing a mask to prevent the virus’s spread" [Donato seeks 11th term](https://medford.wickedlocal.com/news/20200727/medford-rep-paul-donato-seeks-11th-term-in-35th-middlesex-district)
- ***Immigration:*** In 2019, Rep. Donato was among those to vote against a proposal to allow undocumented individuals to attend U-Mass at in-state tuition rates, despite lobbying efforts by the Massachusetts Teachers Association, Service Employees International Union, MIRA and the National Association of Social Workers" [Advocates for illegal immigrants hope Massachusetts](https://www.masslive.com/news/2011/06/advocates_for_illegal_immigran.html).
- ***LGBTQ**:*
- **Same-Sex Marriage** "As the Transcript reported in 2007, he was a “chief adversary” of the same-sex marriage amendment ... but the representative said he now fully supports LGBT rights and frequently works with gay and lesbian lawmakers on Beacon Hill. 'I, along with the rest of the world, have evolved,' he said" [Donato seeks 11th term](https://medford.wickedlocal.com/news/20200727/medford-rep-paul-donato-seeks-11th-term-in-35th-middlesex-district).
- ***Trans Public Accommodations:***
- In 2016, Rep. Donato was one of 12 Democrats to side with Republicans in voting against the transgender public accommodations bill. [Transgender bill passes House](https://www.politico.com/states/massachusetts/story/2016/06/trans-bill-passes-house-with-unexpected-support-102392). "House lawmakers logged more than a dozen roll calls, rejecting 22 amendments before a final vote that saw House Second Assistant Majority Leader Paul Donato, a member of Democratic leadership, siding with the majority of Republicans in opposition to the legislation" [Lawmakers working out details of final transgender legislation](https://www.wbjournal.com/article/lawmakers-working-out-details-of-final-transgender-legislation). When [the 2018 Bill](https://www.freedommassachusetts.org/the-ballot-question/) was proposed to repeal this by ballot question, Rep. Donato was not listed as a supporter of the coalition to keep it.
- ***Racial Diversity:*** "25% of the city of Malden is Asian population. And it's the fifth highest in the Commonwealth of Massachusetts. And we have to address that particularly in Malden and Medford ... I have gone to various religious groups. It is those religious groups that have the key to people who are in those areas that need assistance. We have to continue to talk to the leaders of every one of those Asian groups, every one of those diverse groups, no matter what country they come from ... We have to respect that's the first thing we have to do is respect the people who come here, who came here for a reason. And that was for freedom, and for the opportunity to continue to grow and thrive. And we have to respect that. And we have to find out what their culture is. And that culture is something that we should be embracing. We shouldn't be running away from those kinds of cultures, we should be learning from those cultures. And it is something that I want to do when I go into the schools, Malden High School and Medford high school, I talk to the students and find out what their concerns are. I go to the religious groups that are there to find out what their needs are. I tried to engage myself in the diversity of both communities because it's important" [GMAAC Candidates Forum](https://www.facebook.com/gmaacc/videos/343577696657045).
- ***Veterans:*** Rep. Donato was Lead Sponsor of [HD.4521 Tax Abatement Bill for Disabled Veterans and Gold Star Families](https://malegislature.gov/Bills/191/HD4521), which "provides tax relief for disabled veterans and for Gold Star families" [Priorities](https://reppauldonato.com/priorities).
## **Criminal Justice**
- ***Police:*** "Late on July 24, Donato cast a vote in favor of sweeping police reform that is now on its way to a conference committee where differences with the Senate bill will be reconciled. The representative said he is committed to bringing more accountability to policing, but feels the Senate version went 'a little too far'" [Donato seeks 11th term](https://medford.wickedlocal.com/news/20200727/medford-rep-paul-donato-seeks-11th-term-in-35th-middlesex-district).
- ***Police Reform:*** "I support the bill that was presented by the Black and Latino Caucus ... but most important with the law enforcement community. A lot of hours were spent between the legislative leaders, the Black and Latino Caucus and the law enforcement agencies to make it so that it was a bill that would be palatable not only to the Black and Latino Caucus, which is important to for their wellbeing. But more important, is the fact that it was one that came to a compromise for the good not only the police, the Black and Latino Caucus, but the people of the Commonwealth" [GMAAC Candidates Forum](https://www.facebook.com/gmaacc/videos/343577696657045).
- **Editor's note:** Based on other comments the Representative has made, I've deduced that he is referring to the House bill. "The House and [Senate bills](https://www.masslive.com/politics/2020/07/massachusetts-senate-passes-policing-reform-to-ban-chokeholds-limit-use-of-tear-gas-by-officers.html) were packed with the [Black and Latino Legislative Caucus’] demands and more. The House bill, while not limiting qualified immunity as the Senate proposes, called for [stripping decertified officers](https://www.masslive.com/politics/2020/07/massachusetts-house-police-reform-bill-takes-different-approach-to-qualified-immunity-than-senate-policing-bill.html) of those protections. The House bill also restricted “no-knock” warrants and barred school officials from sharing student information with outside law enforcement agencies" [Massachusetts House narrowly passes sweeping police reform bill](https://www.masslive.com/politics/2020/07/massachusetts-house-passes-a-police-reform-bill-but-lawmakers-still-face-opposition-on-qualified-immunity.html).
- ***Budget:*** "My top priorities are working to find a way to get rid of this pandemic that we have, and put together a system that will make it so that we have the dollars available that will come hopefully from the federal government to provide it to the state government. Then the state government will provide it to the local level ... if we have education, if we have housing, if we watch over our seniors to make sure that they're safe, if we do those kinds of things, and then indicate to the public that COVID is here, and we have to address it, and we have to make sure that we keep everyone safe" [GMAAC Candidates Forum](https://www.facebook.com/gmaacc/videos/343577696657045).
## **Environment**
* ***Campaign Statement*** "Paul co-sponsored the [100% Renewable Energy Act](https://environmentmassachusetts.org/sites/environment/files/resources/100%25%20Renewable%20Energy%20Act%20fact%20sheet%20-%20Environment%20Massachusetts.pdf) so Massachusetts can use 100% renewable electricity by 2035" [Priorities](https://reppauldonato.com/priorities).
* ***Clean Emissions:*** Rep. Donato was a key endorser of [An Act Creating a 2050 Roadmap to a Clean and Thriving Commonwealth](https://malegislature.gov/Bills/191/H832#:~:text=An%20Act%20to%20create%20a%202050%20roadmap%20to,climate%20protection%2C%20green%20economy%20and%20global%20warming%20solutions), which "increases support for clean energy workforce development programs, improves access to renewable energy and energy efficiency programs for low-income communities, and requires the state to increase its use of renewable resources for its electricity needs ... 'I am both proud and pleased to join my colleagues in supporting this far-reaching climate legislation ... The Commonwealth is now on its way to being a cleaner and safer place for its residents'" [Donato: House Passes Clean Emissions Bill](https://patch.com/massachusetts/malden/donato-house-passes-clean-emissions-bill).
* ***Plastic Bags:*** Rep. Donato, introduced a bill which would have prevented "cities and towns from passing rules, regulations, or bylaws that interfere with trade or commerce ... if approved would stop local governments from continuing a recent trend of banning businesses from selling or giving customers environmentally unfriendly products like Styrofoam containers or plastic bags" [Somerville looks to ban plastic bags](https://www.patriotledger.com/article/20150828/NEWS/150826503).
## **Healthcare**
- ***General:*** In response to his 2008 challengers, Rep. Donato "said he voted to send the constitutional amendment on healthcare to a study in 2006 because lawmakers were then crafting what became the state's landmark healthcare reform law. He said that his vote on emergency contraception and his embryonic stem cell amendment were due to his personal opposition to abortion rights, and that he opposed extending the buffer zone due to free speech concerns" [Medford's Donato has two primary challengers](http://archive.boston.com/news/local/massachusetts/articles/2008/09/04/incumbent_donato_has_two_primary_foes/).
- **Bill:** Rep. Donato sponsored An Act Promoting Community Immunity "which would establish an immunization program within the Department of Public Health for certain child care centers, schools, camps and institutions of higher education" [Priorities](https://reppauldonato.com/priorities).
- ***Public Health Services:*** In July 2020, Rep. Donato "fully supported"[ An Act Relative to Strengthening the Local and Regional Public Health System](https://malegislature.gov/Laws/SessionLaws/Acts/2020/Chapter72), which "supports collaboration between local boards of health and neighboring municipal public health departments to deliver high-quality and efficient public health services such as disease control, emergency preparedness, restaurant inspection, sanitary code enforcement, and suicide prevention and substance use disorder outreach" saying "It will help each resident have access to public health services that they need" [Rep. Donato Backs MA Public Health Bill](https://patch.com/massachusetts/medford/rep-donato-backs-ma-public-health-bill).
- ***Reproductive Health:*** Rep. Donato believes abortion should only be legal in cases where the life of the pregnant parent is en danger [Mass CFL](https://www.masscitizensforlife.org/2020_candidatesma).
- In 2015, he was a co-sponsor of Massachusetts Woman’s Right to Know Act (H 1565) [Rewire.News](https://rewire.news/legislative-tracker/law/massachusetts-womans-right-to-know-act-h-1565/). The bill did not pass.
- In 2007, Rep. Donato voted against expanding the "buffer zone" outside of clinics that perform abortions [Mass Resistance](https://massresistance.org/docs/gen/07d/buffer_bill_vote.html).
- ***Vaccines:*** "Rep. Paul Donato, D-Medford, said parents have a right to know if their children’s schools have low vaccination rates" [State wrestles with rejection of vaccines (Editorial)](https://www.masslive.com/opinion/2019/10/state-wrestles-with-rejection-of-vaccines-editorial.html). To that end, in October 2019, he and Sen. Becca Rausch (D-Needham) became leaders for the [Community Immunity Act](https://malegislature.gov/Bills/191/S2359/BillHistory), which "would require schools and programs to report immunization rates to the Department of Health. The state would also take responsibility for issuing both medical and religious exemptions. Any program that falls below a [herd immunity level](https://www.pbs.org/wgbh/nova/article/herd-immunity/) would be designated as 'elevated risk,' and the parents of children enrolled in the program, or considering enrolling, would be notified" [A bill on Beacon Hill deals with immunization](https://www.boston.com/news/politics/2019/10/24/community-immunity-act).
## **Homelessness & Housing**
- ***New Buildings:*** "I supported the governor's opportunity with regard to the moratorium. And with the housing crisis as well. With regard to the rental, the basic problem that we have in our society is homelessness. and affordability. Housing affordability is probably one of the most important parts of what we have to do in the state legislature. And Representative Honan ... put forth [Bill #5166](https://malegislature.gov/Legislators/Profile/PJD1/190/District), that addresses some of it. It goes a little too far, maybe in some cases too far. But the most important part of the bill is to ... make it so that developers who are coming in provide affordable housing as part of their mitigation when they're building those housing developments" [GMAAC Candidates Forum](https://www.facebook.com/gmaacc/videos/343577696657045).
- ***Affordable Housing*** "We need to we need to put our dollars into housing that is going to be affordable. But at the same time, let's look at the low income people because sometimes the word 'affordable housing' doesn't take into concern those who are low-income people" [GMAAC Candidates Forum](https://www.facebook.com/gmaacc/videos/343577696657045).
## **Safety Issues**
- ***COVID-19:*** Rep. Donato was a key influencer of the House bill "to advance vital health, economic, and family stimulus measures through the legislative process." For Rep. Donato's constituents, this meant $450,000 for Medford’s personal protection equipment (PPE) and remote learning infrastructure, $75,000 for additional school nursing staff for the City of Malden, $25,000 for language translation services for Malden, and $25,000 for materials in Malden public schools affected by the COVID-19 pandemic. [House Passage of $1billion Supplemental Budget](https://thesomervillenewsweekly.blog/2020/07/13/medford-donato-announces-house-passage-of-1billion-supplemental-budget/).
- ***Distracted Driving:*** Rep. Donato "took to the House floor to urge his colleagues to pass ['Distracted Driving' legislation](https://trackbill.com/bill/massachusetts-house-docket-1534-an-act-requiring-the-hands-free-use-of-mobile-telephones-while-driving/1670680/) that bans drivers from using hand-held electronic devices in vehicles unless they are in hands-free mode ... 'There is no denying that cell phone use behind the wheel contributes to distracted driving ... The implementation of laws banning hands-on phones behind the wheel appears to have a positive impact'” [Donato supports distracted driving legislation](https://medford.wickedlocal.com/news/20190605/state-rep-paul-donato-supports-distracted-driving-legislation).
- ***Domestic Violence:*** In 2014, Rep. Donato "joined colleagues in the House to pass comprehensive domestic violence legislation which creates new criminal offenses and elevated penalties, boosts prevention efforts and seeks to empower victims ... 'I have been in the forefront of this issue and firmly believe that this bill sends a strong message that Domestic Violence will not be tolerated in the commonwealth' said House Leader Donato" [Donato helps pass comprehensive domestic violence legislation](https://medford.wickedlocal.com/article/20140501/NEWS/140509983).

## **Schools**
- ***Budget Priorities:*** Rep. Donato "recently secured $200,000 in funding for SCM Transportation for Medford and surrounding communities, and won $100,000 in funding for Malden park renovations" [Priorities](https://reppauldonato.com/priorities).
- ***Bullying*** Rep. Donato has long been an advocate against bullying. In 2007, he wrote: "Bullying in schools is a problem that has negative effects on school environment and on student’s ability to learn in a safe atmosphere without fear. Bullying can also have negative life-long consequences both for students who bully and for their victims. Bullying can be comprised of direct behaviors or more indirectly by causing a student to be socially isolated through intentional exclusion ... we’re all bystanders – we all stand by while kids abuse each other, and maybe we don’t always try hard enough to change how kids and adults think about bullying. We know that sometimes parents of victims feel like they’re all alone in their struggles to help their child" [Op Ed - Bullying](http://repdonato.blogspot.com/2007/02/op-ed-bullying.html).
- ***COVID-19 Closure:*** "We want to make sure the schools are safe, that teachers are safe. These are the important issues that we're going to be seeing in the next few services, the most important issue that we're going to be facing as legislators in 2021" [GMAAC Candidates Forum](https://www.facebook.com/gmaacc/videos/343577696657045).
- ***Debt:*** Rep. Donato spoke in favor of a "bill that would create a student loan ombudsman, require licensing of student loan servicers and authorize state officials to investigate abusive practices by loan servicers. Almost 95,000 Massachusetts borrowers are delinquent on their student loans ... 'I have three grandchildren who are in college, and they rely on their parents, and sometimes their parents rely on their parents, so guess who is burdened ... I think it's important that we take a position to look at what student loans are doing'" [Student Debt A Problem That 'Cannot Be Ignored'](https://www.wgbh.org/news/politics/2019/03/06/lesser-student-debt-a-problem-that-cannot-be-ignored).
- ***School Busses:*** Rep. Donato was Lead Sponsor of the [School Bus Transportation Safety Bill](https://www.lowellsun.com/2019/09/18/camera-bill-pushed-as-safeguard-to-children/), legislation that mandates video monitoring of all public school buses to ensure our kids are safe traveling to and from school" [Priorities](https://reppauldonato.com/priorities).
- ***Student Opportunity Act**:* Rep. Donato co-sponsored the [Student Opportunity Act](https://massteacher.org/current-initiatives/fund-our-future/student-opportunity-act#:~:text=The%20Student%20Opportunity%20Act%2C%20signed%20into%20law%20on,the%20Massachusetts%20Education%20Reform%20Act%20was%20enacted%20in1993) that provides $1.5 billion in aid to the Commonwealth's schools, and ensure that all children are treated equally and fairly" [Priorities](https://reppauldonato.com/priorities).
## **Transit Issues**
- ***MBTA Garage:*** In 2013, Rep. Donato was among the Medford officials who told Governor Patrick that "they would like to see the MBTA bus garage on Salem Street removed for the benefit of the neighborhood ... 'This is an opportunity in this community to expand for retail, commercial and residential' Donato said [Medford Officials Want MBTA Garage Removed](https://patch.com/massachusetts/medford/medford-officials-want-mbta-garage-removed).
- ***MBTA Funding*** In 2015, "lawmakers from both parties and from disparate districts [agreed] on the need to fix the MBTA but [but not] on the best route to right the troubled transit agency and officials for now are agreeing on the utility of first assessing the situation ... Rep. Paul Donato, a Medford Democrat and member of House leadership, said the T is 'in a position where it just can’t sustain the maintenance costs without additional revenues. It’s just the bottom line'” [Lawmakers still searching for MBTA solution](https://www.wwlp.com/news/lawmakers-still-searching-for-mbta-solution/).
- ***Schedule Changes*** In 2015, Senator Patricia Jehlen and Representatives Sean Garballey, Paul Donato, and Christine Barber wrote a letter objecting to the MBTA's schedule changes, "including service cuts to the Lowell line. The West Medford station, located on the Lowell line, will see a drastic reduction in service during both rush hours ... Eliminating several trains during morning and afternoon peak hours will have disproportionately negative impacts on commuters in this area" [Medford Pols Speak Out](http://www.insidemedford.com/2015/11/22/medford-pols-speak-out-on-commuter-rail-service-changes/).
- ***Spot Pond Brook Greenway:*** "Malden has been awarded a $153,056 MassTrails Grant ... to pay for the design, engineering and permitting of the Spot Pond Brook Greenway, a proposed multi-use path alongside Oak Grove station ... 'I applaud all involved in securing this grant ... It is yet another example of interested parties working together to better our community'" [MassTrails Grant](https://senatorjasonlewis.com/2019/07/02/mass-trails/).
## **Workers Rights**
- ***COVID-19:*** Rep. Donato and [Senator Lewis] co-wrote a bill to "provide ten additional days of job-protected paid sick time to employees not covered by the federal Families First Coronavirus Response Act (FFCRA)’s paid sick time provisions ... 'In hospitals, grocery stores, and nursing homes, essential workers are doing heroic work fighting the COVID-19 pandemic, but many of our essential workers lack the ability to stay home with pay if they are sick ... We need to do everything we can to protect Massachusetts workers on the front lines of the pandemic, including passing this legislation to fill in the gaps in the federal response. No worker should feel the need to come to work sick and risk infecting others'" [Emergency Paid Sick Time for MA Workers](https://www.raiseupma.org/legislation-filed-to-implement-emergency-paid-sick-time-for-ma-workers/).
- ***Minimum Wage:*** On the 2016 vote increasing the minimum wage to $11/hr, Rep. Donato advocated for it to be higher. “It’s an important aspect for those who are trying to live in today’s economy and you know, even at $15 an hour it becomes very difficult” [Minimum wage to increase to $11 an hour](https://www.wwlp.com/news/minimum-wage-to-increase-to-11-an-hour-in-the-new-year-2/).
